The meeting was called to order at 6:35 p.m.

Study Session and review the application for authorization to construct and operate a new
materials recovery facility and garbage transfer station on a vacant parcel in the East of
101 area.
Consulting Planner Lappen presented the Staff Report.
Stephanie Uccelli-Menner representing South San Francisco Scavengers provided information
on their efforts to find an appropriate site to address their concerns for meeting the mandated
goals as required by the Franchise Agreement. She spoke of their reasons for recommending the
location of the site in South San Francisco, noting that South San Francisco is more centrally
located and contributes about 70% of the waste collected. She indicated that they m'e continuing
to meet with BCDC. She indicated that in over 20 yem's they have never received complaints
about odors at their Blue Line Transfer facility, so they should not encounter problems with Air
Quali ty.
Commissioner Romero arrived 6:40 p.m.
Bob Carn, representing the Scavengers, presented renderings and descriptions of the number, size
and function of the four major buildings on the site He provided information on the route that

commercial vehicles will take when entering, weighing in, and emptying. He indicated that the
wood and yard waste will be processed in a separate area, and the transfer station accommodates
the material after processing, in preparation for transport to the landfill. He noted that solid walls
and doors would help to eliminate odors and noise.
Joseph Marshall, the project architect, described the design and goals for the facility as a unified
campus environment with landscaping throughout. He described the color, texture, and
alterations for roofs, and provided other architectural information, as well as details on screens
and shades being considered. He indicated that the Scavengers hope to use the facility as a
learning facility for the public. He noted that they intend to incorporate to the extent possible,
recyclable materials. He presented details on colors, design motif, and renderings of the
administration, maintenance, and processing buildings. He noted that the structures would consist
of steel, would be tight and compact with deep shadow lines.
Dan Mauer of Callendar Associates provided renderings and information on changes to the
plans based on comments from the Design Review Board. He detailed the proposed
improvements to the landscape intended to introduce the Bay trail environment into the campus
by adding ornamental features without taking away from the view of the bay by incorporating
natural rock and green material that will thrive in the area and will be woven into the natural
environment.
Comp1issioner Honan asked what the number MRF stations in the Bay Area are, and how many
cities they service.
Commissioner Baldocchi asked if there has been an update on whether the AB939 deadline will
be extended. The response was that it would not be extended.
Chairman Pro Tem Teglia stated that the issue is not whether the facility is needed, but rather
the appropriate location. He noted the applicant's desire to consolidate all operations on the site
might warrant consideration for placing the MFR at one site, and other operations on another, or
other alternative sites that could accommodate consolidating all operations. He spoke of recent
developments focusing on ferry service and prominent Bay trails. He commented that the metal
building would not blend well.
Commissioner Baldocchi asked if the GSA building had been investigated as a possible site.
Mr. Harnish responded that it had, and was not available.
Commissioner Romero asked about the tonnage per day and clarification on the encroachment
into the BCDC Bay front. He indicated that he wants to study what sites were considered in the
EIR.
Ms. Uccelli-Menner responded that they collect about 600 tons per day and serve three cities,
plus the San Francisco International Airport.
Commissioner Masuda raised a question about the hours of operation for transfer trucks.

Ms. Uccelli-Menner responded that they operate between 3:00 a.m. - 2:30 p.m. which are off
commute hours. He indicated that they are bound by the restricted hours.
Commissioner Honan asked what route will be used, how many transfers occur per day, and
whether lunchtime traffic is being considered. She asked if they have made provisions to clean
up the streets. She also wanted to know if the 300' notice could be extended.
Ms. Uccelli-Menner responded with the route to be traveled, and indicated that they make
approximately 35 trips, and lunch traffic has been considered. She stated that the clean-up issue
has been addressed.
Commissioner Sim stated that he is interested in seeing how far the noticing of propel1y owners
will be extended, since he would prefer being up front with community early on. He added that
he was not in a position to comment until after his review of the EIR.
Mr. Harnish noted that the increased mailing will include the Homeowners Associations, the
Chamber of Commerce, and extended notice to 500'.
Chairman Pro Tem Teglia questioned whether the businesses in the East Grand area could be
noticed by using the business license information.
Commissioner Masuda asked if a map similar to the one printed in the San Mateo Times for
Terrabay could be used for this project also.
Commissioner Honan asked about the reference to Household Hazardous Waste, and how that
would be dealt with.
Ms. Uccelli-Menner responded that it consists of a storage trailer, which is already operating at
the Blue Line facility as a registered Household Hazardous Waste site and is owned and operated
by the County.
Commissioner Romero raised a concern for having received the EIR document only today,
while it was promised last Friday, and asked the Assistant City Attorney if there are legal
restrictions for not having the document available prior to the public comment period. He noted
that having had the document in advance could have made the study session more productive.
Assistant City Attorney Lindgren provided a brief explanation.
Mr. Harnish noted that the intent had not been to discuss the EIR tonight since it is scheduled
for the November 19th meeting. He stated that it was distributed tonight to provide the
Commission additional time prior to the November 19th meeting to review it.
Chairman Pro Tem Teglia requested that new concepts for the project be considered.
Commissioner Masuda noted that if the plan is to look for a different location, he wants to

know the cost factor.
Commissioner Honan asked if what Chairman Pro Tern Teglia is asking for has already been
done. She noted that in looking at other sites she would like to know the benefits
Mr. Harnish responded that he does not think it has been looked at in terms of relocation only
the MRF site.
Commissioner Baldocchi again raised the issue of whether the GSA site has been proven to be
unavailable. Mr. Harnish responded that after the March study session it had been investigated,
and the response was that it was not available.
Commissioner Romero asked for clarification on recycling programs at other sites. He
expressed a concern for non-profitability of the facility being passed on to consumer.
Ms. Uccelli-Menner responded that the Franchise Agreement combines both materials recovery
and materials recycling and places the burden for profitability on the Scavengers.

2. City of South San Francisco, ZA -98-113
Study Session and review of Draft East of 101 Area Plan Zoning Ordinance Amendments
Senior Planner Carlson presented the Staff Report and went through the sections that reflected
the changes with the Commission.
Mr. Harnish provided background information. He indicated that the Commission had
previously approved this Zoning Amendment, however due to certain environmental issues and
traffic studies, the process had been delayed, and staff decided to bring it back to the
Commission prior to forwarding it to Council.
Commissioner Romero asked for clarification on whether the cumulative floor area of similar
size, page 22, line 22 was new. Mr. Carlson responded that it is the same language as was
approved for Genentech.
Asst. City Attorney Lindgren asked for clarification to page 18, line 34.
Chairman Pro Tem Teglia asked if the conditions for Downtown Flexibility changes have been
carried over, and if the language is consistent with what was approved for Zoning Administrator.
Mr. Harnish stated that they would review the language to insure that it is consistent.
Commissioner Honan asked why the language on page 22, is lined out.

Staff responded that it was a conversion problem from having scanned the original document.
Commissioner Romero asked questions about the language on pages 22, 28, and 42, item 4
Chairman Pro Tem Teglia expressed a concern regal'ding storage facilities.
Staff provided additional information and asked if the Commission desired changes to the
language.
Commissioner Romero stated he was more concerned with this type of use in other al'eas.
Chairman Pro Tem Teglia indicated that it would be helpful to have a comparison table.
Commissioner Romero noted that it would also be helpful to have a map and felt that this
should be consistent with districts similar to the Minor Use permit in the d.owntown area.
Chairman Pro Tem Teglia noted that downtown was dealt with in that fashion due to more
specific situations.
Mr. Harnish stated that the Material Recycling Facility triggered staff to seek these changes
since the proposed zoning for that type of facility (L-I) has not yet been adopted by the City.
Chairman Pro Tem Teglia asked if this was putting the cart before the horse, and whether it
could be isolated to the East of 101 area. He requested that staff prepare a comparative table. It
was also determined that it would be appropriate for the Commission to review the East of 101
Plan.
Commissioner Romero stated that he would like to see what areas would be affected.
Mr. Harnish responded that currently no other areas would be impacted, but that could change
when the General Plan is updated. He suggested coming back with IY10re illustrative information.
Commissioner Romero asked for clarification on the purpose of the Coastal Commercial for
Research and Distribution District noting that distribution indicates that trucking would be
involved, which is not what Council wants.
The Commission was in agreement that the item would be scheduled for the first meeting in
December.

Study Session and review of Draft Wireless Communication Ordinance
Senior Planner Carlson presented the Staff Report and responded to questions and comments
from the Commission.

Assistant City Attorney Lindgren provided information on moratorium prohibition.
Chairman Pro Tem Teglia noted that the City should be encouraging applicants to place their
units on City property to add to the revenues. He expressed concern with extending antennas on
buildings and noted that applicants should be encouraged to disguise them.
Mr. Harnish stated that this amendment does that.
Commissioner Honan noted that the language should insure that the applicant has disguised the
units prior to presenting it to the Commission.
Commissioner Baldocchi asked if Daly City's ordinance has been looked at.
Commissioner Sim noted consideration for a simple, flexible ordinance versus a lengthy one,
which is intimidating to an applicant.
Commissioner Romero asked if section 3 (b) 2 would be modified to allow for Commission
review of 15' extensions.
Chairman Pro Tem Teglia suggested leaving up to staff with the changes requested.
A questioned was raised on the reason for setting the time limit for response under Section 4
(3).
Assistant City Attorney Lindgren indicated that it was not necessary to be that specific and
could be changed to read within a "reasonable time". He also suggested that the language on
page 5, line 11 he changed to read "within the time prescribed by the FCC, or if none, within 6
months". He noted that another goal could be added to page 3 (a) "to regulate the location and
aesthetic mitigation of towers as required by state and federal law" .
Commissioner Masuda asked if language should be included on page 4, section d. (3) requiling
that the units be disguised.
Chairman Pro Tem Teglia asked if language could be added which would require that they
procure leases with the City.
Commissioner Honan asked if the money generated from this use is being ear marked to
improve technology.
