HomeMy WebLinkAboutOrd 412-1957 ORDINANCE NO. 412 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SOU~H SAN F~ANCISCO REGULATING TRAFFIC UPON THE PUBLIC STREETS AND THOROUGHFARES OF SAID CI1~ AND ESTAB- LISHING TRUCK ROU~ES The City Council of the City of South San Francisco does ordain as follows: Section 1. TRUCK ROU~ES - GENERALLY (a) Whenever any ordinance of the City designates and describes any street or portion thereof as a street, the use of which is permitted by any vehicle exceeding a maximum gross weight limit of three (3) tons, the Director of Public Works of said City is hereby authorized to designate such street by appropriate signs as "TRUCK TRAFFIC ROUTES" for the movement of vehicles exceeding a maximum gross weight limit of three (3) tons. (b) When any such truck traffic route is established and designated by appropriate sisns, ~he operator of any vehicle exceeding a maximum gross weight limit of three (3) tons shall drive on such route, and none other, except that nothing in this section shall prohibit the operator of any vehicle exceeding a maximum gross weight of three (3) tons coming from a "Truck Traffic Route" having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of goods, wares, and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, altera- tion, remodeling, or construction of any building or structure upon such restricted streets for which a building permit has 1. previously been obtained therefor. (c) The provisions of this section shall not apply to: (1) Passenger busses under the jurisdiction of the Public Utilities Commission, or to (2) any vehicle owned by a public utility while necessarily in use in the construction, installa- tion, or repair of any public utility. (d) Those streets and parts of streets described in Section 2 of this ordinance are hereby declared to be truck traffic routes for the movement of vehicles exceeding a maximum gross weight of three (3) tons. Section 2. SAME - STREETS COMPRISING TRUCK ROUTES Em3MB~ATED'-~ In accordance with Section 1 of this ordinance, and when signs are erected givin~ notice thereof, the foil,win§ streets, or portions of streets, are hereby declared to be truck traffic routes for the movement of vehicles exceeding a maximum gross weight of three (3) tons: l) Airport Boulevard, between the southern city limits and the northern city limits. 2) Baden Avenue, from Airport Boulevard to Linden Avenue. 3) Linden Avenue, from Baden Avenue south to the southerly limits of the city. ~4) South Canal Roads from South Linden Avenue to Spruce Avenue. 5) Railroad Avenue, from Linden Avenue to Orange Avenue. 6) Spruce Avenue, from Railroad Avenue to E1 Camino Real. 7) West Orange Avenue, from Railroad Avenue to E1 Camino Real. 8) Chestnut Avenue, from E1 Camino Real to Hillside Boulevard. 9) Mission Road, from Chestnut Avenue to the western city limits. 10) E1 Camino Real, from the southern city limits to the northern city limits. 11) Hickey Boulevard, from E1 Camino Real to Junipero Serra Boulevard. Section 3. AUTHORITY TO INSTALL APPROPRIATE SIGNS. The Director of Public Works shall have the exclusive power and duty to place and maintain, or cause to be placed and maintained, official signs both directing truck routes and prohibiting trucks from using certain streets, as required under the Truck Route Ordinance of this City, to make effective the provisions of said ordinance. The Director o£ Public Works may also place and maintain such additional signs as he may deem necessary to regulate truck traffic or to guide or warn truck traffic, but he shall make such determination only upon the basis of traffic engine,tins principles and traffic investi- §ations, and in accordance with such standards, limitations, and rules as may be set forth in the Traffic Ordinance of this City, or as may be determined by ordinance or resolution of the legislative body of this City. Section 4. AUTHORITY TO REMOVE, RELOCATE, OR DISCONTINUE TRUC~ ROUTE SIGNS. The Director of Public Works is hereby authorized to remove, relocate, or discontinue the operation of any truck route sign not specifically required by State law or this ordinance whenever he shall determine, in any particular case, that the conditions which warranted or required the installation of such sign no longer exist or obtain. Section 5. INTERPRETATION. ~hen interpreting and applying the provisions of this ordinance, they shall be held to be the minimum requirements adopted for the promotion of the public safety, comfort, convenience, and general welfare. Section 6. It shall be the duty of Ch, officers of the Police 9epartmenC, or such officers as are assigned by the Ghief of Police, to enforce the use of truck routes of this City. Section 7. PENALTY Any person, firm, or corporation, whether as principal, agent, employee, or otherwise~ violating or causing Ch, violation of any of Ch, provisions of Chis ordinance, shall be ~uilty of a mi~demeanor and, upon conviction thereof, shall be punishable by a fine of noC more than Five Hundred Dollars ($500.00) or by imprisonment for a term not exceeding one hundred fifty (150) days. or by both such fine and imprisonment. Such person, firm, or corporation shall be deemed Co be ~uilty of a separate offense for each and every day during any p~rtion of which any violation of Chis ordinance is committed or continued by such person, firm, or corporation, and shall be punishable as herein provided. Section 8. KEFE~ENCE This ordinance shall be known and cited as the "TRUCK ROUTE ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO". Reference to section numbers herein are to the sections of this ordinance. Section 9. PUBLICATION AND EFFECTIVE DATE The City Clerk of Ch, City of South San Francisco is hereby directed to cause Chis ordinance to be published once, as required by law, and it shall take effect thirty (30) days following its adoption. * * * * * * * Introduced this 4th day of March Passed and adopted as an ordinance of the City of South San Francisco at a regular m~eting of the City Council of the City of South San Francisco this 18th day of March 1.957, by the following vote: AYES, COUNCILMEN O.
