Section 1: The City Council of the City of. South San
Francisco hereby finds the following facts te be trues
A. The City C~uncil ef the City of South San Francisco
did on the 4th day of March~ 1957~ adept and pass its Resolution of
Intention No. 2464 to establish Parking Dlstrtct Ne. 1 of the City
of South San Francisco° Said Resoluti®n of Intention described the
land necessary and conveaient to be taken~ the district to be bene-
fited by the im~rovements~ the law pursuant te the pr~v~s~ons of which
the district was te be organized. Said Resolution of Intention also
determined the proposed c~ntribution of the City of South San Fran-
cisco toward the c~st of said work and improveaents~ advised the
time and place of hearing protests, ordered the publication and
mailing of notices thereof. Said Res®lution of Intention is here-
by referred to for all particulars ~oncerning the improvement therein
proposed to be made.
B.. Said ResoLuf4~n of Intention:was published and mailed
in accordance with the p~Sions of the Parking 9istrict Law of 1951.
Co The hearing of protests against the formation of said
district was fixed for the 7th day ef May~ 1957,. at the hour of 8Z00
o~clock P.~° of said day at the meeting place of the ~ity Council of
the City of South San Francisco~ located-in the City Hall~ South San
Francisco, California; that on Tuesday~ the 7th day of ~ay~ 1957,
the hearing was duly and regularly continued to the 4th day of June~

19573 that on the 4th day of June~ 1957~ the hearing thereon was
duly and regularly continued to the 17th day of June~ 19573 that
on the 17th day of June~ 1957~ the hearing thereon was duly and
regularly continued to the 5th day of Au~ust~ 19573 that on the

D. That on the 17th day of June~ 1957~ the City Council
of the City of South San Francisco passed its Resolution No, 2491
of Intention to modify the acquisitions or improvements to be made
with respect to proposed Parking District No. I and did in said
resolution fix the 5th day of Au~ugt~ 1957~ as the time for hearing
upon ~aid proposed changes, Resolution of Intention No. 2491 to
make changes in proposed Parking District No. I was published in
the time and manner provided by law. and in addition thereto a copy
of said Resolution of Intention was mailed~ postage thereon prepaid~.
which said mailing was made not less than twenty (20) days prior to
the 5th day of Augusts 1957~: to each person to whom real property
in the proposed Parking District No. 1 is assessed~ as shown on
the last equalized assessment roll~ at his or her address as shown
upon the roll~ and to each person~,whether owner in fee or having
a lien upon or equitable interest in any real property ~lthin the
district~ whose name and address and a designation of the real
property in which he is interested is on file in the office of the
City Clerk of the City,of ~outh San Francisco,
E, That on the 5~h day of August~ 1957~ at the time and
place in said Resolution 2491 fixed for hearing such protests~ said
hearing was duly and regularly continued to August 19~ 1957~ at the
hour of 8~00 oeclock P.~o at the same placej That on the 19th day
of Au~ust~ 1957~ pursuant to the requirements of said Resolution
2491~ a supplemental engineerts report conforming to the require-
ments of Section 35269 of the Streets and Highways Code of California~
was filed with the City Council of the City of soUth San Francisco.
F. On August 19~ 1957, at the hour of 8:00 o~clock
in the chambers of the City Council located in the City Hall~ South
San Francisco~ hearing was duly had and concluded, upon Resolution
of Intention 2464~ and hearing was duly had and concluded upon
ResOlution of Intention No. 2491~ and at the conclusion of said
hearing~ by its Resolution No. 2512 duly passed and adopted
the City Council of the City of South San Francisco did overrule
each and all of the protests filed or urged against the formation
of the parking district~ the proposed boundaries of said parking
district, and the proposed changes in the acquisitions and improve-
ments specified in and proposed to be made by Resolution of Inten-
tion No. 2491.
Section 2: The City Council of the City of South San
Francisco ordains that it has now acquired jurisdiction to proceed
in the above matter.
Section 3. The City Council of the City of South San
Francisco hereby ordains that the parking district described in
Resolution of Intention No° 2464 passed on the 4th day of March,
1957~ as. modified by Resolution No. 2~2 passed on the 19th
day of August~ 1957~ is formed.
Section 4: Said district is hereby designated and named
"Parking District No. i of the City of South San Francisco."
Section 5: The boundaries of the district are as shown
and delineated upon that certain map which is on file in the office
of the City Clerk of the City of South San Francis~ooand which is
entitled "Map Showing Proposed Boundaries of Parking District No.
1955-1, South San Francisco~ San Marco County, California", which
said map is hereby referred to and by this reference made a part

hereof~ and which said map shall govern for all of its details with
relation to the boundaries of the proposed Parking District No. 1 of
the City of South San Francisco°
The boundaries of said district are also described as
follows:
Beginning at a point at the intersection of Grand
Avenue and Walnut Avenue and proceeding on a northerly
course along Walnut Avenue to Fourth Lane on the NE
corner of Lot 12 Block 116~ thence to the 1~ corner of
said Lot 12, thence in a soUtherly course along the west-
erly boundary of Lot 12~ thence across Grand Avenue to
the N~ corner of Lot 29 Block 1177 thence in a southerly
course to the SI~ corner of Lot 29 to Third Lane~ thence
in an easterly course to the westerly boundary ~f Lot 1~.
Block 117. thence in a southerly direction along the
westerly boundary of Lot 1~ Block 117~ and across Baden
Avenue and along the westerly boundary of Lot 407 Block
118~ thence in an easterly direction along the s~utherly
line of Lot 40~ Block 118 and across Maple Avenue~ thence
in an easterly direction along Second Lane to the SW
corner of Lot 25 Block 123. thence alon~ the westerly
boundary of Lot 2 Block 123 and across Co~mercial Avenue~
thence along the westerly boundary of Lots 25 and 2
Block 122 to Railroad Avenue~ thence in an easterly
course along the southerly boundary of Lots 2 and 1

to the NE corner of Lot 707 thence along the southerly
boundary of Lot 72 at 55~' from Linden Avenue to the SE
Corner of Lot 72~ thence along the easterly boundary of
Lot 72 and 73 South City Village to the northeast/corner
of Lot 73 South City ¥illage~ thence in an easterly course
along Second Lane to the SE corner of Lot 24 Block 141~

course to the intersection at Grand Avenue and Maple Avenue,.
thence in a westerly course along the centerline of Grand
Avenue, to the point of beginning at the intersection of
Grand Avenue and Walnut Avenue.
SectiQn 6: The acquisitions which are to be made consist
of the acquisition of those certain lots~, pieces and parcels of land
locate, situate and being in the City of South San Francisco, County
of San Mateo, State of California, and particularly described as
follows:
Parking Lot l: Ail of Lot 2 and the east 1/2 of Lot
3 in SiOcg I~g~ae delineated and set out on that certain-
map entitled ~SoUth San Francisco~ San Mateo Co.~ Cai.,
Plat No 1" which map was filed in the office of the

County Recorder of San Mateo County on March 1, 1892 in
Book "B" of Original Maps at page 6 and copied into Book
2 of Maps at page 52.
Parking Lot 2: Ail of Lots 9 and 10 in Block 140 as
delineated and set out on that certain map entitled *'South
San Francisco~ San Mateo Co.~ Cal.,. Plat No. 1"~ which map
was filed in the office of the County Recorder of San Mateo
County on March 1~ 1892 in Book 'B' of Original Maps at
page 6 and copied into Book 2 of Maps at page 52.
Parking Lot 3: / Ali of Lots 18 and 19 in Block 125
as delineated and set out on that certain map entitled '~
"South San Francisco~ San Mateo COo~ Cal.! Plat No. 1", -
which map was filed in the effice ~f the County Recorder'
of San Mateo County on March 1~ 1892 in Book "B" of
Original Maps at page 6 and copied into Book 2 of Maps
at page 52.
Parking Lot 4: All of Lots 19 and 20 in Block 140 as
delineated and set out on that certain map entitled "South
San Francisco, San Mateo Co., Cal.~ Plat No. 1", which map
was filed in the office of the County Recorder of San Mateo
County on March 1, 1892 in Book "B" of Original Maps at
page 6 and copied into Book 2 of Maps at page 52.
Parking Lot 5: All of Lots 5 and 6 in Block 124 as
delineated and set out on that certain map entitled "South
San Francisco, San Mateo COo, Cal., Plat No. 1", which map
was filed in the office of the County Recorder of San Mateo
County on March 1, 1892 in Book "B'* of Original Maps at
page 6 and copied into Book 2 of Maps at page 52.
Parking Lot 6: All of Lots 5 and 6 in Block 126 as
delineated and set out on that certain map entitled '*South
San Francisco, San Mateo Co., Cal., Plat No. 1", which map
was filed in the office of the County Recorder of San Mateo
County on March 1, 1892 in Book "B" of Original Maps at page
6 and copied into Book 2 of Maps at page 52.
Parking Lot 7: All of Lots 12 and 13 in Block 126 as
delineated and set out on that certain map entitled '*South
San Francisco,. San Mateo COo, Cal., Plat No. 1", which
said map was filed in the office of the County Recorder of
San Mateo County on March 1, 1892 in Book "B" of Original
Maps at page 6 and copied into Book 2 of Maps at page 52o.

Public Way,l: The easterly 25 feet of Lot 23 in
Block 124 as delineated and set out on that certain map
entitled "South San Francisco~ San Mateo Co., Cal., Plat
No. 1"~ which map was filed in the Office of the County
Recorder of San Mateo County on March l~ 1892 in Book
"B" of Original Maps at page 6 and copied into Book 2 of
Maps at page 52.
Section 7: The improvements which are to be made, consist
of the following:
Demolition of any existing structures on said park-
ing lots and public ways; grading and leveling said
parking lots and public ways; construction thereon of
a suitable rock base and topping for the parking of
motor vehicles on the parking lots and for the use by ~
motor vehiclea~and pedestrians of. the public ways; the
installation on the parking lots of.appropriate markings
and parking meters and other facilities deemed reasonably
necessary for draining,~ lighting and otherwise making said
parking lots available for use for off-street parking of
motor vehicles; the installation and construction on the
public ways of suitable markings and other facilities
deemed reasonably necessary for the use of said public
ways by motor vehicles and pedestrians as ways of ingress
to and egress from said parking lots; the installation
and maintenance of such additional parking meters as may
be deemed reasonably necessary on those public streets
and avenues lying within the boundaries of the district
not yet service~ by such meters as proposed in the petition
for the formation of said district on file in the office of
the City Clerk; the making of all acquisitions and the
construction of all improvements and the performance of
all work auxiliary ~hereto and deemed necessary to com--
plate the same as ~ff-street parking facilities, in the
manner proposed and petitioned in the petition for the
formation of said parking district now on file in the
office of the City Clerk of the City of South San Francis-
co, and as agreed to be done by this City Council by virtue
of its Resolution No. 2140 approving said petition.
The Parcels of land in Section 6 hereof~~ described as
Parking Lots 1 to 7 inclusive, are to be improved for use as
off-street parking lots, and Public Way 1 shall be improved
for use as a public way of ingress to and egress from Parking
Lot 5.
Section 8: The limit as to the rate of any ad valorem
assessment or assessments which may be levied upon all taxable real
property ~thin the boundaries of the district hereinabove described
is hereby set at 50~ on each $100 of assessed valuation of all tax- '~
able real property in the district in any one year and for the pur-
poses permitted by the provisions of the Parking District Law of 1951.

SeCtion 9: The contributions which shall be made by the
City of South San Francisco to said district are as follows:
A. (1). The net revenue from all of the parking meters or
other revenue which shall be received from the establishment of the
parking lots hereinabove described and proposed to be acquired.
(2). The net revenues of the parking meters which are
installed and maintained on any or all of the public streets or
ways within the district, or which may hereafter be installed and
maintained thereon.
Said amounts shall be contributed by the City of South San
Francisco throughout the life of the bonds to be issued in these
proceedings.
B. The parcels of land hereinabove described in Section
6 hereof as Parking Lots 6 and 7 respectively, are presently owned
in fee by the City of South San Francisco and the City of South San
Francisco does hereby contribute to said Parking District No. 1, at
no consideration, each of said parcels of land to be by said Parking
District No. 1 improved for use as off-street parking lots. The City
Council of the City of South San Francisco does hereby further ordain
that all of the net parking revenues and all other net revenues re-
ceived from the establishment and operation of said parcels for
off-street parking facilities shall be pledged throughout the life
of the bonds to be issued in these proceedings to the payment of
principal and interest on such bonds.
Section 10: It is hereby ordered, in accordance with the
provisions of Section 35400 of the Streets and Highways Code of the

State of California that:
Ao Contracts or options be obtained for the purchase of
the above described lands or properties; or
Bo Action in condemnation be brought for the acquisition
of said lands or properties.
Section 11o This ordinance shall be published once as
required by law in the South San Francisco Enterprise-Journal~ a
newspaper of general circulation printed~ published and circulated
in the City of South San Francisco~ which is the newspaper designated
for publication in said Resolution of Intention No. 2464 and Resolution
of Intention to Modify No. 2491~ and shall take effect and be in
force thirty (30) days from and after its adoption.
Introduced ~ 19th day of August~. 1957. Passed and
adopted as an Ordinance of the City of South San Francisco at a
regular meeting of the City Council of the City of South San Fran-
clsce this 3rd day of September~ 1957, by the following vote~
