Use Permit to allow outside storage of metal racks next to an existing warehouse on property located in the Planned
Industrial (P-I) Zoning District in accordance with SSFMC Chapters 20.32 and 20.81.
Senior Planner Carlson presented the staff report.
Public Hearing opened. There being no speakers the Public Hearing was closed.
Commissioner Giusti noted that the exit driveway is gated off and asked why there were cars blocking the exit. Alex
Visberg, applicant, noted that there may be confusion between his property and the adjacent property. He added
that the adjacent property has their exit driveway closed and blocked by vehicles but his is not.
Motion Teglia/ Second Sim to approved P03-0088 & UP03-0014 with an additional condition regarding a traffic
control plan. Approved by unanimous voice vote.
Items 4 and 5 moved to the Consent Calendar under Agenda Review.
Chairperson Ochsenhirt noted that items 5 and 6 would be considered together because they work as one complete
project.
6. Building 37 Parking Structure

Use Permit to demolish the existing building and construct a 617 space, seven-level parking garage on a 84,070 sq. ft.
lot and Tentative Parcel Map to merge two parcels located south of Grandview Drive and the west side of Point San
Bruno in the Genentech R & D Overlay District in accordance with SSFMC 20.40.070 and 20.81. The corner parcel

(APN 015-250-120) contains one structure that is currently used for R&Djoffice functions. The second parcel (APN
015-250-020) contains an existing structure, formerly used for warehouse or light manufacturing uses, that is the
proposed site for the B37 parking garage.
7. Building 33

Use Permit to construct a new 5-story office building on a parcel located at the intersection of DNA and Grandview
Drive in the Genentech R&D Overlay District.
Senior Planner Mike Lappen gave a PowerPoint presentation.
Peter Yee, Genentech Project Manager, presented the project team. He added that Genentech has had a great year
with their new products and therefore are growing. He noted hat they will be adding square footage and will be
creating 320 additional jobs.
Public Hearing opened. There being no speakers the Public Hearing was closed.
Commissioner Giusti asked if there are future plans to
demolish Building 36 and build a high-rise in its place.
Vice Chairperson Teglia was concerned with the parking
garage height and the ability for the landscaping to grow
enough to screen the structure.
Vice Chairperson Teglia asked for an update on the bay
trail project.
Vice Chairperson Teglia encouraged Mr. Yee to speed up
the process on the bay trail connection
Vice Chairperson Teglia asked if there will be a problem
with having a signal light at the intersection of Point San
Bruno and Grandview Drive close to another signal light
and before a hill.
Commissioner Sim asked that the design team explain the
concept of the project.

Mr. Yee noted that Genentech does not plan to demolish
the building and has just spent millions of dollars in
renovations on the building.
Mr. Yee noted that he is confident that the landscaping
will grow to the level in the rendering.
Mr. Yee noted that there are two parts to the bay trail
extension. BCDCl is the project that will connect with
the UPS trail and the design for that portion has already
been drawn up. He added that they are going above and
beyond what BCDC is asking for and will be before the
Commission soon. Mr. Yee added that BCDC2 would
consist of continuing the trail from Point San Bruno to the
Slough project. They are putting together the design
team and will have a recommendation ready in about 6 to
9 months.
Jane Bierstadt, traffic consultant, noted that the distance
will not be a problem but when the design of the signals
is done, there will have to be advance signals to warn
drivers of the signal ahead.
Steve Kelley, architect for the building 37, explained the
materials, and color scheme used for the parking garage;
Dan Genato, architect for Building 33, pointed out how
massing and detail were configured to complement the
existing buildings. Michael Painter, landscape architect,
pointed out the landscaping used for B33 and B37. he
added that the Lombardi Poplar that was planted in B22
two years ago has grown up to the 4th floor and that is
the same specimen that will be planted around B37 to
screen the building. He added that they would also be
screening the truck dock area.

Commissioner Romero, Commissioner Sim and Commissioner Honan complemented the Genentech project team on
the work and detail put into the project. They noted that 400/0 landscaping is a good amount and they expressed their
excitement in adding 320 jobs to the City.

PM03-0002. Approved by unanimous voice vote.
ADMINISTRATIVE BUSINESS
8. Items from Staff
Chief Planner Sparks noted that the City Council upheld the Planning Commission's decision to deny the use permit
modification for sales of beer and wine at 300 South Airport Boulevard.
9. Items from Commission
Commissioner Honan noted that she would not be able to attend the February 19, 2004 meeting because she would
be out on vacation.
