Report regarding a resolution accepting a Federal Emergency Management Agency (FEMA) grant in the amount of $320,536.36; authorizing the use of Public Safety Impact Fees in an amount not to exceed $107,962.76; approving a purchase agreement with All Star Fire Equipment Inc., for the purchase of 46 SCOTT Self-Contained Breathing Apparatus (SCBA) units and accessories in an amount not to exceed $428,499.12; approving budget amendment 21.024 amending the Fire Department’s operating budget for Fiscal Year 2020-21 in the amount of $428,499.12; and authorizing the City Manager to execute the purchase agreement on behalf of the City of South San Francisco.(Jesus Magallanes, Fire Chief) RECOMMENDATION It is recommended that the City Council adopt a resolution accepting a Federal Emergency Management Agency (FEMA)grant in the amount of $320,536.36;authorizing the use of Public Safety Impact Fees in an amount not to exceed $107,962.76;approving a purchase agreement with All Star Fire Equipment Inc.,for the purchase of 46 SCOTT Self-Contained Breathing Apparatus (SCBA)units and accessories in an amount not to exceed $428,499.12;approving budget amendment 21.024 amending the Fire Department’s operating budget for Fiscal Year 2020-21 in the amount of $428,499.12;and authorizing the City Manager to execute the purchase agreement on behalf of the City of South San Francisco. BACKGROUND/DISCUSSION The South San Francisco Fire Department (SSFFD)recommends accepting the 2018 FEMA Assistance to Firefighters Grant and utilize the funding to off-set the purchase of 46 SCOTT Self-Contained Breathing Apparatus units and accessories (Attachment 1,Grant Award Package).Fire staff has selected All-Star Fire Equipment Inc.,as the recommended vendor based on a competitive bid process and product interoperability throughout San Mateo County. In 2018,staff began planning for the replacement of its current SCBA cache.This cache was purchased more than ten years ago with the assistance of a FEMA grant.When purchased,our current SCBA units were expected to have a service life of ten years.This has proven to be accurate now that they require more frequent repairs and increased maintenance costs. During the replacement planning process,FEMA grant funding was identified as a possible source.The department applied for,and was awarded,a 2018 FEMA grant for $320,536.36 to replace our current SCBA cache.The grant award was reduced by $117,463.64 from the original requested amount of $438,000.00.This reduced the number of SCBA packs from the initial 50 requested units to 46 based on FEMA’s award calculation and limited the number of needed accessories.SSFFD staff has identified future funding sources for the four eliminated units and feel that operational impacts will be minimal while waiting for the sources to be realized. With permission from the Council to utilize Public Safety Impact Fees to offset the project cost,the department is able to purchase the identified amount of needed SCBA accessories including masks,spare bottles,and harnesses.The Federal and California Occupational Safety Administration and Health Administration requires the use of SCBA units by firefighters when working in atmospheres that are oxygen deficient and/or contain toxic fumes and gases.These conditions are most commonly encountered when operating at a fire or hazardousCity of South San Francisco Printed on 11/4/2020Page 1 of 3 powered by Legistar™ File #:20-816 Agenda Date:11/9/2020 Version:1 Item #:9. toxic fumes and gases.These conditions are most commonly encountered when operating at a fire or hazardous materials incident.The requested units will be utilized daily by our personnel on incident scenes and during training evolutions. SSFFD outfits all response apparatus with SCBA units based on assigned staffing.Each of our apparatus are required to have a minimum number of SCBA units to maintain National Fire Protection Association (NFPA) compliance.Additionally,SCBA units are maintained for use on reserve apparatus,for fire prevention personnel, and to exchange with units sent for repair. The recommended SCOTT SCBA units and accessories meet all current NFPA requirements and provide our personnel with lighter-weight equipment that includes additional new safety features.This equipment has an expected service life of at least 10 years.SCOTT SCBA equipment has been used by the fire department for more than 30 years and minimal training will be needed to place the new units into service.Additionally,all fire departments in San Mateo County utilize SCOTT SCBA equipment.This supports operational safety and interoperability. This purchase aligns with City of South San Francisco Municipal Code §4.04.080,Open market procedures for purchases and sales exclusive of public project. Staff issued a request for quotes. Two quotes were received (Attachment 2, Quotes): All-Star Fire Equipment Inc. $428,499.12 Municipal Emergency Services $488,264.38 Staff selected as the most responsive quote,All-Star Fire Equipment Inc.,as they have met all of the bid requirements and have presented the most competitive bid price. FISCAL IMPACT The FEMA grant award provides $320,536.36 in funds to offset the SCBA replacement project’s cost.The required grant match of $32,053.64,or 10%of the SCBA cost is the responsibility of the City of South San Francisco. As discussed above,the cost of the proposed purchase agreement with All-Star Fire Equipment Inc.is in the amount of $428,499.12.Staff recommends that the shortfall of $107,962.76 ($428,499.12 cost less $320,536.36 FEMA grant) be funded with Public Safety Impact Fees (Fund 821). Budget amendment 21.024 will increase the Fire Department operating budget in the amount of $428,499.12 from the identified funding sources allowing for purchase of SCBA units and accessories and will result in lowering the fund balance in Fund 821-Public Safety Impact Fees by $107,962.76. RELATIONSHIP TO STRATEGIC PLAN This request is in alignment with Priority #3,Public Safety;skilled police,fire,emergency medical and disaster management programs.
