Resolution accepting a Federal Emergency Management Agency (FEMA)grant in the amount of $320,536.36;
authorizing the use of Public Safety Impact Fees in an amount not to exceed $107,962.76;approving a purchase
agreement with All Star Fire Equipment Inc.,for the purchase of 46 SCOTT Self-Contained Breathing
Apparatus (SCBA)units and accessories in an amount not to exceed $428,499.12;approving budget
amendment 21.024 amending the Fire Department’s operating budget for Fiscal Year 2020-21 in the amount of
$428,499.12;and authorizing the City Manager to execute the purchase agreement on behalf of the City of
South San Francisco.
WHEREAS,in 2018 the South San Francisco Fire Department (SSFFD)saw a need to replace its current self-
contained breathing apparatus (SCBA) cache which was purchased over ten years ago; and
WHEREAS,the Fire Department identified a Federal Emergency Management Agency (FEMA)Assistance to
Firefighters Grant as a funding source and was awarded grant funding in the amount of $320,536.36 to replace
the current SCBA cache with the purchase of 46 SCOTT SCBA units and accessories,with a 10 percent grant
match requirement of $32,053.64 by the City of South San Francisco; and
WHEREAS,the recommended SCOTT SCBA units and accessories meet all current National Fire Protection
Association (NFPA)requirements and provide SSFFD personnel with lighter-weight equipment that includes
additional new safety features; and
WHEREAS,Fire Department staff selected All-Star Fire Equipment Inc.,as the recommended vendor based on
a competitive bid process and product interoperability throughout San Mateo County; and
WHEREAS,this purchase aligns with City of South San Francisco Municipal Code §4.04.080,Open market
procedures for purchases; and
WHEREAS,the cost of the proposed purchase agreement with All-Star Fire Equipment Inc.is in the amount of
$428,499.12; and
WHEREAS,City Council desires to accept the 2018 FEMA Assistance to Firefighters Grant in the amount of
$320,536.36 to replace the current SCBA cache with the purchase of 46 SCOTT SCBA units and accessories;
and

WHEREAS, City Council desires to appropriate Public Safety Impact Fees to fund the shortfall of $107,962.76
to purchase all 46 SCBA units and accessories.
NOW,THEREFORE,BE IT RESOLVED,by the City Council of the City of South San Francisco that it
hereby:
1.Accepts a Federal Emergency Management Agency (FEMA) grant in the amount of $320,536.36; and
2.Authorizes the appropriation of Public Safety Impact Fees in an amount not to exceed $107,962.76; and
3.Approves budget amendment 21.024 amending the Fire Department’s operating budget for Fiscal Year
2020-21 in the amount of $428,499.12; and
4.Authorizes the City Manager to execute a purchase agreement on behalf of the City of South San
Francisco with All Star Fire Equipment Inc.for the purchase of 46 SCBA units and accessories in an
amount not to exceed $428,499.12, hereto attached as Exhibit A.
BE IT FURTHER RESOLVED THAT,the City Council hereby authorizes the City Manager,or his designee,to
take any action consistent with the intent of this resolution.
