HomeMy WebLinkAbout0014_3_Exhibit A-2 - Technical Revision to ISMNDEXHIBIT A-2 TECHNICAL REVISION TO THE IS/MND for the 840 El Camino Real Hotel Project Purpose This technical revision document is intended to incorporate a minor calculation correction relating to noise impacts to the Initial Study and Mitigated Negative Declaration (IS/MND) for the proposed 840 El Camino Real Hotel Project (“Project”). The incorporation of this correction is made in response to Comments B-1a and B-1b of Public Comment No. 2 under Exhibit B to the Planning Commission resolution. The revisions in this document are considered minor only and not “substantial revision” that would trigger recirculation of the IS/MND under CEQA Guidelines Section 15073.5. These revisions do not identify a new significant effect, or revise findings of the residual levels of effects. Technical Revision Comments B-1a and B-1b of Public Comment No. 2, attached as Exhibit B to the Planning Commission resolution, raised certain objections to the IS/MND’s evaluation of noise impacts and argues the Project’s noise levels would be inconsistent with the City’s noise ordinance. The comments relied on a measurement distance of 15 feet to calculate the noise impacts. The City notes that this is the incorrect measurement distance as the correct standard under South San Francisco Municipal Code (“SSFMC”) § 8.32.050 is 25 feet. The City further notes that IS/MND used an incorrect distance of 20 feet as the measurement distance. However, the Project applicant’s response to Comments B-1a and B-1b, as prepared by Applied Remedial Technologies, Inc. (ARTI), applied the correct 25 feet standard in calculating the maximum noise impacts. The correct noise calculation of the “loudest” individual piece of equipment is required at a distance of 25 feet per SSFMC Section 8.32.050(d)(1) is shown on page 12 of the ARTI Report, attached as Exhibit B-3 to the Planning Commission Resolution. The estimated noise calculations based on the 25 feet standard are substantially similar and close in range to the estimated noise calculations based on the 20 feet standard, with a difference of 2 dbA or less. Therefore, the City finds that the correct distance standard under SSFMC is 25 feet, and the IS/MND is therefore revised to incorporate these revisions, which do not result in any new significant impacts. The estimated noise calculations based on the 25 feet standard does not change any of the conclusions of less than significant impact as identified in the IS/MND. 3586210.1
