THIS MEETING WILL BE CONDUCTED PURSUANT TO THE PROVISIONS OF THE
GOVERNOR’S EXECUTIVE ORDERS N-29-20 AND N-63-20 ALLOWING FOR DEVIATION
OF TELECONFERENCE RULES REQUIRED BY THE BROWN ACT & PURSUANT TO THE
ORDER OF THE HEALTH OFFICER OF SAN MATEO COUNTY DATED MARCH 31, 2020 AS
THIS MEETING IS NECESSARY SO THAT THE CITY CAN CONDUCT NECESSARY
BUSINESS AND IS PERMITTED UNDER THE ORDER AS AN ESSENTIAL
GOVERNMENTAL FUNCTION.
The purpose of conducting the meeting as described in this notice is to provide the safest environment for staff
and the public while allowing for public participation.
Councilmembers Coleman and Nicolas, Vice Mayor Nagales and Mayor Addiego and essential City staff will
participate via Teleconference.

Remote Public Comments - comments are limited to items on the Special Meeting Agenda.
Speakers are allowed to speak on items on the agenda for up to three minutes. If there appears to be a large
number of speakers, speaking time may be reduced subject to the Mayor ’s discretion to limit the total amount
of time for public comments (Gov. Code sec. 54954.3.(b)(1).). Comments that are not in compliance with the
City Council's rules of decorum may be summarized for the record if they are in writing or muted if they are
made live.
Members of the public wishing to participate are encouraged to submit public comments in writing in advance of
the meeting to e-mail: [email protected] by 2:00 p.m. on the meeting date. Emails received by the deadline will be
forwarded to the City Council and read into the record by the City Clerk. Emails received after 2:00 p.m. will
not be read during the meeting but will be entered into the record for the meeting. Approximately 300 words
total can be read in three minutes.
Oral Comments: Speakers are asked to register in advance by 2:00 p.m. on the meeting date via the Zoom
platform, meeting information listed on the agenda. You will be asked to enter a name, an email address, and
the Agenda item about which you wish to speak. Your email address will not be disclosed to the public. After
registering, you will receive an email with instructions on how to connect to the meeting. When the City Clerk
announces the item on which you wish to speak, your name will be called and you will be unmuted.

QUESTION
• While my concern/question isn’t a priority during these times, how would you address the amount of garbage, that
irresponsible people have decided to throw out on the streets of the city? During my walks, I’ve seen furniture, clothes, small
appliances, shoes, masks and, most recently, items left on neighborhood street corners. Not sure if the dumping of garbage is
related to the pandemic.
• I would like to know how much is too much? When will the building end? Our city can only handle so much growth at a time.
We need to concentrate our strength of the people and the standard of living in SSF. Let’s upgrade around our residential
areas and beautify our city. Let’s upgrade and grow Orange Park. Let’s set up a permanent campground for the homeless. Let
us all make SSF a safer place to live by hiring more peace officers. We have a great city, it’s time to invest more in its citizens.
• With all the new housing buildings being introduced to SSF, what are plans to not overload our already crowded schools?
• Do you own personal financial investments (stocks etc.) in companies that are located in, or own subsidiaries in South San
Francisco?
o If so, with what company(s) and est. $ amount invested
• Do you support reallocating funds from the SSFPD to community empowerment and social service programs?
• How do you plan to counter gentrification that is forcing long-time residents of South San Francisco to flee this community?
• What is your plan to address the need for affordable housing?

• What will you as a candidate do to ensure that our city will do more in terms of helping the climate crisis?
• The property at El Camino Real and South Spruce is an eyesore and has been blighted for more than half a decade. The
developer does not seem intent to proceed on any proposed plans for this property, despite prompting by the City. This
unsafe and unsightly property, with its falling down buildings, is one of the first things people see as they drive into SSF. What
do you think should be done to address this issue? What priority would you give these actions?
• At last week's Council meeting, Vice Mayor Nagales proposed that the City examine universal basic income for its residents.
What is your position on this issue?

• What is your vision for South City, particularly on public health-associated issues (for example, ensuring our built environment
encourages physical activity and personal connections, effective ways to help the homeless, etc)?
• I have been to many South City events and haven't seen any except 2 of these candidates at these events. Wondering if they
are as passionate about South City as I am.
• I have a question for the candidates what have they done for the Spanish community in South San Francisco
• WHO DO WE NEED TO: 'VOTE OUT or REPLACE to STOP the over-development of condos/apartments in our city!! I have
lived here for 40+ years and always enjoyed the 'SMALL TOWN' feeling of South San Francisco, but this over-development of
this quaint town has become over-bearing!! It started with the HIDEOUS looking condos that were built on the HILL.....and
now all the CONDOS !!!
• In what political party are you registered?
• As a councilmember, you will occasionally encounter instances where staff, scientists, and experts suggest one thing, but a
loud cadre of disaffected constituents say another. How can this dichotomy be addressed to most parties’ satisfaction?
• Regional issues often demand a regional focus. What opportunities do you see for working with regional partners to address
regional issues, such as housing, transportation, and services?
• Climate change may be the most-important issue of the 21st Century. What efforts can you see the City of SSF, as dictated by
its council, doing to alleviate climate change’s effects, both for the residents of SSF and for the planet in general?
• Would you support the eventual amalgamation of some local governments in order to form a leaner structure that can better
address larger issues of transportation, housing, and costs while eliminating competing fiefdoms?
• Do you know how the Council reviews the policies of the police department? How is police dept policy approved or not
approved by the Council? Should the police department policies be reviewed annually by the Council to see that they are in
line with 21st Century Best Policing Practices?

• As a lifelong SSF resident, what is your vision for restoring character and charm to the city architecture, now that it has been
destroyed with building block non-aesthetic residential units obscuring the view of San Bruno Mountain. What about the
horrific empty buildings on the corner of ECR and Spruce that are an eyesore to look at every day. I guess my point is that
will you stop damaging the landscape of what was our charming town?
• Should the city council place the city General Plan before the voters?
• Do you think the Civic Campus, a capital project, should have been approved by the voters?
• Do you think the civic campus should be a scaled back if it’s over budget?
• Should the city impose a 2 yr. moratorium on sewer, trash, or construction & other fees for ssf residents?
• Would you convert the former Lowes property into a supermarket grocery store for old Town residents?
• In order to unite the community would you bring back Day in the Park?
• Should the city offer free use or reduced fees to residents, of park rec facilities?
• Should the city build a new swimming pool at Orange Park?
• Does the city need to improve Transparency to regain the community's trust?
• Do you support more building for the SSF community.? Why?
• Do you think sea level rise should impact the Council's future bldg decisions at oyster point?
• What Vehicle should the city use to raise funds for the proposed 96M east 101 connection to ease traffic congestion?
• I'd like to offer a hypothetical situation. If you were ever to find yourself involved in negotiating the sale of city property,
would you ever entertain accompanying the buyer on a family trip abroad?
• What is your opinion on Black Lives Matter?
• If you were elected, how would you address racism in South San Francisco?

• Regarding the city's General Fund expenditures (which include police, fire, parks and rec, economic development, library, etc),
are there any changes you would make to how the city allocates funding?

• Did you publicly endorse California Proposition 15, Schools and Communities First, in 2020, which would have raised millions
of dollars a year for the City of South San Francisco by taxing the city's wealthiest corporations? If so, what will you do to
make sure we can raise funding for our government services? If not, why didn't you?
• Do you support Vision Zero, the goal to eliminate serious and fatal collisions on our streets by educating drivers, investing in
traffic calming, pedestrian, and bicycle infrastructure, enforcing traffic laws, evaluating progress, and advocating for public

• What do you prefer to do with the old library on W Orange Ave? Out of the three options available (sell it / renovate as pre-K
for 100 children / demo and re-build as pre-K for 280 children) which do you prefer and why?
• What measures will you support to currently improve on the years long wait list to use city provided pre-K services? Currently
the backlog is over 700 families and it can take 5 years to get a slot. Most families that register for a slot have their child age
out and if they're lucky can give it to their younger siblings instead.
• How would you help increase the amount of housing during your term on city council? What zoning measures would you sup-
port to increase housing density within city limits?
• What would you do to help improve internet access during your term on city council? What measures would you take to build
out fiber optic cable access in the city?
• With racial injustices occurring at all levels of government and embedded into our institutions and public policies, what actions
will you take to work toward correcting inequities and centering Black and brown members of our community?
• Climate change is the number one crisis facing our community, country and world, and the most vulnerable people in our
communities suffer the greatest impacts from climate change despite those who have resources often contributing the most to
the problem of climate change. What is your climate action priority? What will you do to specifically address racial justice
within the context of climate change?
• What specific actions will you take to promote transparency and accountability to your constituency in all matters? How will
you ensure all residents of South San Francisco are able to access information and equitably participate in the public process?
• Would you be able to give suggestions and make decisions without regard to people's Age, Race, Gender, Sexuality, etc.?" Do

• It has been brought to my attention that the city clerk, which is an elected position, has the potential to be a powerful position
that apparently is not well supervised by either the Council or the City Manager. Would you be willing to investigate that posi-
tion and recommend changes?
• Do you think that when someone from the community emails any member(s) of the Council, they should expect to receive an
email reply?
• Do you think that some of the police department budget should be redirected to programs that will help our youth in tutoring
programs in schools, after school enrichment programs, and preparation skills for jobs in the trades?

• As a Council member, what is your policy on communicating with residents seeking assistance or expressing concerns?
• As the General Plan and zoning laws are being revised with a focus on housing, what plans would you propose to ensure
service needs are equally met, such as adequate parks, educational opportunities and services for all ages, from youth to
seniors, throughout every neighborhood in SSF for healthy and safe living?
• Even though we are in a pandemic and precaution must be taken, what steps would you take to learn about the community
needs unique to the different neighborhoods in SSF? Taking into consideration this knowledge, how would you ensure priority
is taken to serve residents that pose an imminent need for services and resources?

• Old Town is comprised of many single family homes and what many residents consider historical homes with their unique
charm and facades, especially being the founding ground of SSF. What steps would you take to ensure this area is protected
from further high rise buildings that ultimately would disturb this historical part of SSF, and instead call for housing in more
appropriate areas, while also ensuring the privacy and healthy living of single family home residents?
• There has been a wealth of developer fees and taxes for the benefit of SSF residents, unlike any other times throughout the
history in the making of SSF with the welcoming of biotech industry.
o What steps would you take to ensure sensible and appropriate disbursement of funds is taken to meet the needs of all
residents throughout SSF?
o Some neighborhoods face unique challenges and barriers and are in dire need of equitable educational and recreational
services. What steps would you take to prioritize and ensure the swift disbursements of funds in these neighborhoods
with main focus being on services and resources?
• Some residents have expressed concern about proper noticing, navigating city website and ease in participating in public
meetings, in particular Planning Commission and City Council, as well as availability of interpreter. What steps would you take
to ensure resident concerns are met to allow for equitable opportunities and encourage participation in decision making by our
leaders and elected officials?
• There are many barriers and challenges that residents face to be able to participate in meetings, survey opportunities, etc.
that ultimately affect our everyday living. What changes would you propose to provide equitable opportunities for all residents
to participate and engage to be able to provide input for important decision making?
• With the move to District voting, what steps would you take to ensure the best interest of all residents is taken into
consideration, regardless of District you would be representing, to ensure other areas are not negatively affected by decisions
made that would perhaps give preference to one District over another?
• What policies can the City of South San Francisco implement to make housing affordable for renters?
• While the City of South San Francisco is in accordance with laws and regulations regarding public input on urban planning,
what could the City do in order to make public input accessible to people with different work schedules, language

Questions directed by the City Council at its Regular Meeting of December 09,
2020:
What do you view as the greatest issue presently confronting the City Council of the City of
South San Francisco?
The greatest issues facing city council are the rapid development in south city and civic engage-
ment. There is a huge disconnect between local government and lifelong residents. Being this is
a moment of big changes within the city there is a big opportunity to be more inclusive for our
residents and build a greater sense of community.
What in your background will best prepare you to function as an elected official?
I have a lot of leadership experience within the business world having worked on major projects
across various teams constantly receiving feedback and making the best decisions for the task at
hand. I also have served on the Bicycle and pedestrian advisory committee for city council, hav-
ing started as a committee member then serving two terms as Vice-Chair, and recently elected
Chairman. I have reviewed project proposals on infrastructure, helped with the Pedestrian master
plan and provided feedback on behalf of my local community. As well as participated in various
town-hall events. Combining my professional experience, local government experience and be-
ing a native of our great city I feel I am very prepared to function as an elected official and serve
on city council.
What role do you believe local government should fulfill in people’s lives?
I have a firm believe that local government should be our biggest ally in life, liberty, and the pur-
suit of happiness. As I look back on my life there are a lot of highlights that can be tied back to
my local government. I learned how to swim at orange park, I had breakfast with Santa, and got
a great education right next door to city hall. I have always loved this city and participating in
local government is a great way to make sure this city stays great for generations to come.

What do you view as the greatest issue presently confronting the City Council of the City of
South San Francisco?
In my view, as I believe the City Council faces many challenges of all aspects, I will share my
thoughts on what I think are the greatest issues presently confronting the City Council: (1)
Coronavirus Pandemic – Aligning with San Mateo County Public Health Department and providing resources for City operations, community education and outreach (using PPE and getting tested/vaccinated, addressing food insecurity), support for local businesses, and support for workers (employers, employees, those who lost their jobs);(2)Development and
Land Use –Preserving the City’s rich cultural history while maximizing opportunities for
residential and economic growth;(3) Mobility and Transportation – Looking at accessibility,
including Downtown parking, residential parking due to increase of per household size,
pedestrian/bicyclist/motorist safety, public transportation options, and interconnectivity of
streets; and (4) Housing and Displacement/Homelessness – Affordability challenges mountas
housing costs are rising and outpacing income growth not only in South San Francisco but the
Bay Area as a whole.
What in your background will best prepare you to function as an elected official?
• I am actively engaged in the community and local government.
o As a 22-year resident of the Old Town/Downtown area, I have developed many
relationships with neighbors and business owners, being very familiar with their
concerns and needs.

Homeowners and Renters Association) during its re-inception from 2013-
2018
Co-founding member of South San Francisco Friends of Old
Town/Downtown, a grassrootsneighborhood group established in 2018;
since 2018-present, I have co-coordinated several events in this area,
including hosting several National Night Out gatherings and co-
coordinating a Flu Clinic with San Francisco Lions Club and San Mateo
County Health Department, Workshops on Primary Elections with Boys &
Girls Clubs of North San Mateo County, and supported the City’s
ShapeSSF Zoom workshops, Census 2020 Outreach and Education
Program, and San Mateo 101 Express Lane Project, among many others
o I serve on the City’s Parking Place Commission (Chairperson, 2019-2020 and
Commissioner, 2017-2018, 2020-present).

Police Academy in Spanish, giving me an overview of how it functions, trains its
officers, and the many services it offers to the community.
• I am an effective communicator and an active listener.
o I am bilingual and fluently speak and write in Spanish. As 33.9% of the City’s
population are of Hispanic origin, where 26% speak Spanish at home, I can serve
as a liaison between the City Council and Hispanic population.
o I exhibit empathy andI am respectful of others’ cultures and values, always trying
to have an open mind and learn.I support the City’s Diversity Resolution and
participated in the “Community Conversations” workshops and focus groups. I
also took diversity training courses at Cummins and ABC Companies.

the 2019 Allison Transmission Guild Star Award for Commitment to Excellence

serving as a teacher and mentor, I, too, have learned from employees. It is the exchanging
of ideas and information, empowering employees, and reaching agreements on how to
disagree that have proven successful for me. I strive to always adopt a positive mindset
and use mistakes as teaching moments. I also do my best to stay up-to-date on current
events and industry trends.

Transmission Specialist, I took several training courses on how to troubleshoot and

What role do you believe local government should fulfill in people’s lives?
Local government represents the residents’, businesses’, and visitors’ voices. As such, I believe
it is paramount for elected officials to respectfully and thoughtfully listen to citizens’ concerns
and complaints of everyday life and be accessible. It is important to be open-minded,
nonjudgmental, and empathetic. It is important that the citizens feel that they are being listened
to and heard, especially as it pertains to guaranteeing that their essential services are being
delivered and operations are running smoothly while maintaining public safety and quality of

Hi, I’m concerned with the fact that community members’ questions are only three of the ones
slated tonight. We have to fit an entire election year of digging into a candidate’s backstory,
experience and ideology in the short time length you have set.
There are questions of financial transparency: are any of the candidates connected to monied
interests in the South City business community?
Housing: are you a renter and/or have been a lifelong advocate of renter protections?
Community: do you have personal connections (friends, family) in every community of SSF,
especially the predominantly LatinX east side, as you hope to represent a seat at large?
Questions that are answered by action:
what is the real motive of your candidacy? Ambition? Power? Money? Or is it genuine
concern for the people of South San Francisco.
And there are many many more questions that need to be asked by community members,
especially those who’ve felt alienated by the political process, in order for the prospective
council member to be as fully “representative” to us as possible.

I hope you are acting in the best interest in the current residents and families in south San Francisco and not just
corporations and imagined future residents. There are so many people in SSF who are hurting because of the
pandemic, but a lot of these people have been struggling before. How will you support and provide resources for
everyone in this city regardless or income, race, and citizenship status.
