THIS MEETING WILL BE CONDUCTED PURSUANT TO THE PROVISIONS OF THE
GOVERNOR’S EXECUTIVE ORDERS N-29-20 AND N-63-20 ALLOWING FOR DEVIATION
OF TELECONFERENCE RULES REQUIRED BY THE BROWN ACT & PURSUANT TO THE
ORDER OF THE HEALTH OFFICER OF SAN MATEO COUNTY DATED MARCH 31, 2020 AS
THIS MEETING IS NECESSARY SO THAT THE CITY CAN CONDUCT NECESSARY
BUSINESS AND IS PERMITTED UNDER THE ORDER AS AN ESSENTIAL
GOVERNMENTAL FUNCTION.
The purpose of conducting the meeting as described in this notice is to provide the safest environment for staff
and the public while allowing for public participation.
Councilmembers Coleman and Nicolas, Vice Mayor Nagales and Mayor Addiego and essential City staff will
participate via Teleconference.
PURSUANT TO RALPH M. BROWN ACT, GOVERNMENT CODE SECTION 54953, ALL VOTES

Remote Public Comments - comments are limited to items on the Special Meeting Agenda.
Speakers are allowed to speak on items on the agenda for up to three minutes. If there appears to be a large
number of speakers, speaking time may be reduced subject to the Mayor ’s discretion to limit the total amount
of time for public comments (Gov. Code sec. 54954.3.(b)(1).). Comments that are not in compliance with the
City Council's rules of decorum may be summarized for the record if they are in writing or muted if they are
made live.
Members of the public wishing to participate are encouraged to submit public comments in writing in advance of
the meeting to e-mail: [email protected] by 2:00 p.m. on the meeting date. Emails received by the deadline will be
forwarded to the City Council and read into the record by the City Clerk. Emails received after 2:00 p.m. will
not be read during the meeting but will be entered into the record for the meeting. Approximately 300 words
total can be read in three minutes.
Oral Comments: Speakers are asked to register in advance by 2:00 p.m. on the meeting date via the Zoom
platform, meeting information listed on the agenda. You will be asked to enter a name, an email address, and
the Agenda item about which you wish to speak. Your email address will not be disclosed to the public. After
registering, you will receive an email with instructions on how to connect to the meeting. When the City Clerk
announces the item on which you wish to speak, your name will be called and you will be unmuted.
No more than three minutes will be allocated to read each email comment, and oral comments will also be
limited to no more than three minutes.
State law prevents Council from taking action on any matter not on the agenda; your comments may be referred
to staff for follow up.

I have the experience, knowledge and commitment to public service that are essential for serving on the Council. I have previously given generously my time and talents to
our community through my 5-year service as a member of the South San Francisco City Council and SSF Planning Commission, , and I am a founding board member of the
Peninsula Clean Energy, the entity which provides clean electricity to our homes and businesses in SSF.

Peninsula Clean Energy is a community-controlled, not-for-profit, joint powers agency
providing electricity to San Mateo County’s residential and business customers and offering
many environmental and economic benefits. As a founding member of the PCE Board, I
have been active in structuring policies on the issues of equity, technology and
environmental stewardship.

One of the signature achievements was to build a coalition of SSF Biotech companies,
South San Francisco Unified School District, Community College District and non-profit
organizations to motivate underserved high school students and improve their workforce
readiness for biotech careers. I also represented the city on regional agencies such as
ABAG (see below), and the Resource Management and Climate Protection Committee of
the CCAG.
Planning Commission, South San Francisco (2008-2012)
Concerned about the housing issues for low income residents in San Mateo County, I
sought and was appointed to the SSF Planning Commission in 2008. A significant
milestone reached during the 4-year tenure was the update of the SSF Land Use Zoning
Map.
Board Member, Association of Bay Area Governments (ABAG) (2013-2018)
ABAG helps local governments absorb growth and adapt to change while addressing
sustainability, resilience and equity issues. I was elected to its Board to be one of the two
representatives of San Mateo County on ABAG Board. I was subsequently selected to chair

* What do you view as the greatest issue presently confronting the City Council of the City of South San Francisco?
State Regional Housing Needs Allocation (RHNA) compliance is one of the largest issues confronting the City. The issue is challenging because land is scarce, and
infrastructure lags the required numbers. Managing the public's understanding of RHNA, the City’s role, and the state-related consequences of falling short might allow for
enhanced community engagement and collaboration. The housing crisis’ impact on COVID-19 related inequities is also an urgent issue facing our City and region.
* What in your background will best prepare you to function as an elected official?
My experience as an attorney, service as our City’s elected City Clerk, service on the County Commission on Disabilities and my most important role as the mother of a child
with special needs combine to prepare me for this appointed position. Each has taught that patient, sensitive, equitable and open-minded service to others is the greatest
use of my ability to listen, synthesize alternative viewpoints and build consensus.
* What role do you believe local government should fulfill in people’s lives?
Local government serves as a listening post and connection to higher levels of government. It provides a voice for cities in the larger region by representing the needs of its
residents through inter-government and interagency collaboration. As our region has been impacted by urban sprawl, this role cannot be understated. We must work with
neighboring cities, our County and State to ensure policy implementation that meets residents' needs. The Pandemic underscores the urgency of collaboration.

In late 2018, Krista completed her term as City Clerk in South San Francisco and
returned to the legal profession as a Special Education Attorney. She is mother to 4
beautiful children and has over 20 years of experience in
legal and government affairs. Together with a talented
Board, she launched IEP Collaborative, Inc. in January
2019. IEP Collaborative aims to secure inclusive special
education programming for California’s exceptional needs
students and attain grade-level measured Individualized
Education Plans (IEPs) for those it is privileged to advise.
Krista’s service is inspired by her son and his accomplishments in school pursuant to his
IEP. Commensurate with his 2009 entre to the special education process, she began
applying her legal training to impact his IEP and became an advocate for inclusion in
local schools. She pursues continuing legal education in special education and school
law and has collaborated with educators on education policies as PTA President at her
son’s elementary school.
Krista’s personal experience with special education concerns, combined with nearly 10
years of experience as a litigator, followed by 11 years of service as a local elected
official, uniquely prepared her for special education advocacy and litigation. As a Senior
Associate at Brobeck, Phleger and Harrison and Pillsbury Winthrop in Silicon Valley and
San Francisco she practiced before government regulatory bodies and litigated in state
and federal courts. Her legal experience includes drafting pleadings, motions and
discovery documents, taking depositions, arguing motions in court, developing all
phases of litigation strategy and negotiating settlement agreements. Krista’s most
recent experience as the elected City Clerk in the City of South San Francisco sharpened
her policy analysis, community building and advocacy skills. She managed the Office
through a tripling of compliance obligations while maintaining transparency and keeping
the public informed pursuant to California’s Brown Act. Krista also served on the League
of California Cities’ Administrative Policy Committee lobbying before the State
legislature. Her dedication to open communication compliments her litigation and
legislative advocacy skills and is essential to her efforts to build collaborative
relationships between teachers, school administrators and parents throughout all
phases of the IEP process.

The greatest issue that is currently being presented in the city at the money is econimic desparity, This situation has been occuring even before the present day pandemic.
People need help and desperatly. We need to make sure that the kids of the city do not go hungry each night. That parents do no worry about getting kicked out the next day
for not paying the extremely high rent prices they can barely afford in the first place. As a city leader we need to lead, listen, and provide solutions.

Coming from a single parent, low income family I know the struggles of many of our families especially in the Latin communities. In the council there is currently no latino
representation. As a 2018 candidate I was able to meet and get to know many of the families who supported me. They were excited to possibly see someone who looks like
them, understood them, and spoke like them to possibly take office and be that voice that has been missing for so long, To me 2018 was not a loss but a step.

Local government should be like it sounds. Local not run my national corporations. It is time that city officials stop being held hostage by nation wide corporations and
corporate greed. We need to break away from serving and being slaves to big business and actually serve and listen to our real employers, the residents of south san
francisco. We need to remember that we do not just serve registers voters but all those, undocumented or not,who chose south city as their homes and help our economy

fundraise roughly 6,000 in donations. We were also able to increase the number of first time voters and although we
did not win we received roughly 3500 votes.

Housing Subcommittee which has given me a deep understanding of our city’s development projects and ordinances.

At a high level, the role of local government is to improve the lives of its community. This should be done by effectively communicating with residents, weighing differing

Additionally, I think internet access and public Wi-Fi needs to be more accessible
across the city and we shoul d make a larger capital investment in this . Our
reliance on the internet will only grow in the future and access should be available
for those who need it whether for schooling or other services . Public -private
partnerships could be looked at to help accomplish t his .
Having two young kids , especially during the pandemic, I realize how impo rtant
childcare is. We need to accommodate a larger num ber of childcare services
even beyond the current plans for the new site to help bring down the long
waitlist.

* What do you view as the greatest issue presently confronting the City Council of the City of South San Francisco?
The greatest issue confronting the City Council is housing. We need to balance preservation of the city's character with the need to provide housing options for our
residents. Many of us who have grown up here cannot afford to stay in this amazing city. This requires effort to identify potential housing developments as well as providing
world class pipelines into our core industries (e.g. biotech). We need to make sure the people who invest their soul in our city can find a way to stay.
* What in your background will best prepare you to function as an elected official?
I served as Mock City Council Mayor back in 2008 while attending South City High. In all seriousness, I grew up here. I can't claim to know what life is like for every single
South Citian but I believe I know what affects most of us. And that is what would make me an effective advocate for the South City resident that isn't just here for a job, but
the ones that are here to put down roots. I would like to use my experience in tech to create partnerships industry partnerships with our schools.
* What role do you believe local government should fulfill in people’s lives?
Local government exists to solve coordination failures between private enterprise and the public good. Ideally, we have a well (not over or under) regulated market that
allows efficient allocation of resources. Unfortunately in the real world, we know this doesn't always happen and we settle into local optima under suboptimal conditions. We
settle for what we think is inevitable rather than fight for what is possible (e.g. housing, jobs). Local government can help implement public's vision.
