THIS MEETING WILL BE CONDUCTED PURSUANT TO THE PROVISIONS OF THE
GOVERNOR’S EXECUTIVE ORDERS N-29-20 AND N-63-20 ALLOWING FOR DEVIATION
OF TELECONFERENCE RULES REQUIRED BY THE BROWN ACT & PURSUANT TO THE
ORDER OF THE HEALTH OFFICER OF SAN MATEO COUNTY DATED MARCH 31, 2020 AS
THIS MEETING IS NECESSARY SO THAT THE CITY CAN CONDUCT NECESSARY
BUSINESS AND IS PERMITTED UNDER THE ORDER AS AN ESSENTIAL
GOVERNMENTAL FUNCTION.
The purpose of conducting the meeting as described in this notice is to provide the safest environment for staff
and the public while allowing for public participation.
Councilmembers Coleman and Nicolas, Vice Mayor Nagales and Mayor Addiego and essential City staff will
participate via Teleconference.
PURSUANT TO RALPH M. BROWN ACT, GOVERNMENT CODE SECTION 54953, ALL VOTES
SHALL BE BY ROLL CALL DUE TO COUNCIL MEMBERS PARTICIPATING BY
TELECONFERENCE.

* What do you view as the greatest issue presently confronting the City Council of the City of South San Francisco?
The huge impact that Covid-19 has had on our most vulnerable populations, especially housing & food insecurities & possible tidal wave of evictions that may occur if
tenant/home-owners protections aren’t renewed. The continuing dialogue to address the racial inequities & disparities within our community and increased support for our
middle-class residents and new families. I’m also deeply concerned about the housing affordability crisis & ensuring a housing to jobs ratio that makes sense.
* What in your background will best prepare you to function as an elected official?
I am ready to hit the ground running on day one. As a SSF resident for over 10 years,active volunteer in our community, former Parks & Rec Commissioner, current School
Board Trustee, Boys & Girls Club Board member, & Library volunteer, I’ve seen first hand the pain points & needs of our residents. I have the academic & professional
experience, and a strong work ethic to serve & collaborate on a high functioning governance team & act on constituents' concerns & requests. I'm ready for this role.
* What role do you believe local government should fulfill in people’s lives?
Local government should be for the people & by the people to help elevate & advocate for those with the greatest needs. Our role is to serve as dedicated stewards to
make decisions for the community, not for personal gain. Residents expect their government to be reflective, fair, financially prudent & create solutions to improve their

Hon. Mayor Mark Addiego and Honorable Members of the SSF City Council:
I am humbled by the opportunity to apply and be considered for the appointment to the South San
Francisco City Council At-Large seat. Thank you to each of you for your continued leadership and
advocacy on behalf of the constituents of our great City during these unprecedented times.
South San Francisco City Council has the unique opportunity to embrace this appointment and
make unprecedented advancement with this vote. As you are all aware, since the departure of
former Mayor Pedro Gonzalez in 2013, the city council has gone without a Latinx member. For a
city where Latinx people represent over one-third of the population, that's a severe problem. This
appointment is a prime opportunity to consider other individuals like myself who present the best
qualifications and experience and who can bring representation to the table that is currently
lacking on council. With a favorable outcome that will send a clear message to the value that this
Council places on representation.
Representation matters. With the recent appointments from Governor Newsom to appoint
individuals of color to recently vacated statewide offices, this Council must ask themselves, who is
missing at this table? How can we address the lack of Latinx representation in the decision-
making for our community? It starts by selecting a qualified candidate that represents the diversity
of our community. Our Latinx community is in high-need and desperately wanting representation
and they should not have to wait until November 2022 especially during this health pandemic
where they are disproportionately being affected at the highest levels.
Currently this Council does not have representation from District 1 (Sunshine Gardens, West
Winston, Alta Loma). I believe that it is critical that the Council has reflective views from a long-
time resident in this District even through this At-Large seat. It is not equitable for this geographic
area of our City where extremely salient and ever pressing multi-million development projects are
currently underway or forthcoming (SSF Police Department HQ Station; SSF Civic Center
Campus & Library; SummerHill Complex Development; and future development of the former PUC
site) not have representation on Council. These are all extremely critical projects for the City that
demand that a voice representative from these neighborhoods be on the Council.
It is with this in mind that I humbly ask for your consideration and review of my qualifications for
this role. I have the leadership, expertise, and relationships to be a highly effective member and
position this body to perform as a high-functioning entity. In addition, my service and membership
in numerous local organizations, which serve our residents, have enabled me to foster the
relationships needed to be successful. These relationships will help augment the work of this
Council and give me insight to help elevate the voices of those that don’t necessarily have a seat
at the table. My academic qualifications with an MBA degree and work history in senior leadership
roles in the private sector position me to understand the critical business decisions that need to be
made. As a graduate of the SSF Citizen’s Academy and member of the City’s 2040 General Plan
Citizens Advisory Committee I have taken the time to study and educate myself on many of the
intricacies within our city, know the intricacies of our government and understand the needs of our
community. I am ready to hit the ground running on day one and your selection will not require a
heavy lift on orientating me to parliamentary procedure or delay further the work that lies ahead for
this council.
I have the tenacity, endurance and team-work skills to deliver on the most fair decisions for the
betterment of our community. I thank you in advance for your kind consideration and humbly ask

It is with great pride and enthusiasm that I share my support for Mr. Eddie Flores as a candidate for the vacant, City Council Member –At Large
position. As someone who represents the LatinX community, and someone who can bridge authentic connections to other diverse stakeholders
that make up the rich flavor of South San Francisco, Mr. Flores is someone who can hit the ground running.
As someone who serves in a leadership capacity, as a volunteer Board of Director with Boys & Girls Clubs of North San Mateo County, Mr. Flores
has been instrumental in developing our Learning Hubs that we have implemented in partnership with SSFUSD. Mr. Flores is also an effective
connector. He has bridged valuable relationships leveraging his connections to San Mateo County, various commissions, task forces, working
groups, and speaking engagement for me and for our organization.
I believe that Eddie is the right leader to help guide South San Francisco through its next stage of development. He will bring the cultural humility,
fresh thinking, executive presence, demeanor, intellectual versatility and bearing necessary to successfully communicate a compelling vision,
develop strategies, assemble support, and spark enthusiasm for ideas, and lead complex, data driven initiatives. Eddie leadership skills map to
this city leadership role.
Eddie invests in building successful relationships with internal and external audiences. His experience in building and sustaining effective
relationships with a diverse mix of stakeholders is both broad and deep. His approach is collaborative, based on partnering effectively with the
community on processes and initiatives. As a leader, I consider Mr. Flores an influencer of people, who can inspire others, especially now, and
equally important, after. His community organizing and networking talents, positions him ready to dynamically impact the City of South San
Francisco and City Council.

Dear South San Francisco City Council,
Thank you for your service and leadership to the residents of South San Francisco. My name is Irving Torres, and I’m a member of the San
Mateo County Latinx Dems and I grew up in South San Francisco. Our club aims to serve as a forum for Latinx Democrats to coalesce around a
collective agenda. Today, I write as a SMC Latinx Dems member to recognize the impor tance of the Latino community in South San Francisco and
urged the council to appoint Eddie Flores to the South San Francisco City Council. Latinos make up 33.3% of South San Francisco’s population,
the second largest ethnic group. Latinos are also the largest group living below the poverty line. For a community that has long been vital to
South San Francisco’s civic and economic life, now is the time to bridge the city and the Latino community to build a more reflective democracy in
South San Francisco. The best way to do this is to appoint a Latino, and we believe Eddie Flores would best the candidate to serve on the council.
Mr. Eddie Flores served in a variety of positions in South San Francisco, from serving as a Board member of the Boys & Girls Clubs of Nor th
San Mateo County to currently serving as President of the South San Francisco Unified School District. Since day one, Eddie has been a lifelong
advocate for children and families. In every work Eddie participates in, he brings integrity, compassion, and hope. In the wake of the COVID-19
Pandemic, Eddie has stepped up with altruistic values. What is most notable about Eddie is that he comes from humble beginnings. Eddie arrived
in the U.S. from El Salvador at the age of seven with limited English language proficiency. Eddie faced many challenges growing up as an
immigrant child, but his resilience proved strong as he became the first in his family to graduate from a four-year university. Eddie’s story is the
story of many immigrants and Latinos living in South San Francisco and that is why he is the right person for the job. His life experience and his
experience serving on the South San Francisco Unified School District can be a great addition to the city council.
The SMC Latinx Dems and I could not be prouder of the work he has already done on behalf of South San Francisco, and we ask that the South
San Francisco City Council appoints Eddie Flores to the South San Francisco City Council.

Greetings Mayor Addiego, Vice-Mayor Nagales, and Councilmembers Nicolas and Coleman,
I am a South San Francisco resident and mom to two elementary school children who attend Sunshine Gardens. I am very involved with the PTA
at the school, as former president and current treasurer, though my comment today is my personal opinion.
I am writing in support of Eddie Flores to fill the vacant City Council seat. I have been incredibly impressed with Eddie’s dedication to SSF
communities through his role on the Board of Trustees. Eddie genuinely cares about our communities, consistently raising important questions
as the Board considers challenging and controversial issues like the timing of opening schools during the pandemic and police presence on
school campuses. He values relationships, listening authentically to concerns raised by the school community and working to find equitable
solutions.
As he’s shown for the school district, Eddie is a community-builder who will work hard for all residents of SSF. He will especially advocate for
those who have the greatest need for support, centering the most vulnerable in our communities and working to address racial inequities within
policies and programs. He deeply understands the issues facing vulnerable communities and will be committed to improving ongoing issues like
access to housing, food, and education that have been exacerbated due to the COVID pandemic. I encourage you to appoint Eddie Flores to the
position of City Council Member At Large.

Dear Honorable City Council Members: Although I'm not a SSF resident, good government on the local and regional level is very impor tant to me. I
encourage you to appoint Eddie Flores to the vacancy on the City Council. I've worked closely with him on issues affecting the LatinX community
countywide and he is knowledgeable, collaborative, diplomatic and committed to public service that develops and implements policies for the
benefit of all members of our diverse communities. As an elected member of the SSF Unified School Dist, Eddie has:
-Organized district employees to suppor t the $15 per hr minimum wage proposal ultimately enacted by the City Council
-Led a successful effor t to begin broadcasting school board meetings on Zoom and Youtube with simultaneous translation available
-Recommended to the Superintendent and Cabinet to establish parent and stakeholder task forces to ensure that any reopening of schools
decisions during COVID has input and work from these groups.
- Recommended to the Superintendent that our Student Trustees take on a larger role in the discussions and have a voice in regards to
Police/SLO on campuses and to establish focus groups to hear what students experience and perspective is on the topic
-Requested a review of the current relationship between the District and the City of SSF PD and presentation to the Board to see what we want to
do and what we can do (still pending and ongoing as staff is gathering more information and data)
Of his many accomplishments, those listed above demonstrate the organizing, leadership and community-building skills that Eddie will bring to
his position as a SSF City Council member. Again, I urge you to appoint Eddie to the vacant City Council seat.

Hello South San Francisco and City Staff,
My name is Alex Melendrez. I am an active member of the Peninsula Young Democrats,
Latinx Democrats, a non-profit worker and ex-city & county commissioner. I am speaking
on my own behalf.
I want to convey my strong support for Trustee Eddie Flores for appointment to the
South San Francisco City Council.
South San Francisco is blessed to have a long list of qualified candidates. However of all
the candidates, Eddie Flores stands out the most for having the unique combination of
experience, background, skills and leadership abilities to represent the public interested on
City Council.
South San Francisco has long been a diverse city. It’s time the City’s Latinx population
have representation from their leaders. Representation is important when framing public
discord and discussions, as well as executing on decisions. It’s hard to fairly implement
policy without knowing the impacts on marginalized community groups and the lens they
will view those policies through.
South San Francisco has significant and complex issues that deserve a leader who will
approach them with compassion, equity and fairness. I not only believe Eddie will deliver on
those higher ideals, but will produce long needed solutions when applicable to things like
housing, child care, business and an EQUITABLE post-COVID recovery.
His experience on South San Francisco’s Unified School Board also puts him ahead of the
curb on things like the Brown Act, government timelines, fiscal stability, government limits
and reach, and doing the most community good with the public tools available.
