If yes, please select your preferred method of communication and provide your information above. * In the ten years from 2009 through 2018, there were 133 bicyclist injury collisions in South San Francisco and 228 total vehicle collisions that involved a pedestrian fatality or injury. Of these collisions, six led to death. This data is taken from the general plan transpor tation repor t. Accidents and injury can be prevented. I feel this personally as for many years my only mode of transpor tation out of my neighborhood, Avalon Park was a Segway that I used as a wheelchair and bike. This became only only option after the 133 bus route was taken out of Avalon Park. I was in constant fear of getting into an accident trying to get to and from BART. I thankfully never got into an accident in South San Francisco. This initiative I think is a really good idea. The road system and related policies should be designed to ensure those inevitable mistakes do not result in severe injuries or fatalities. Thank you for the opportunity to leave public comment. Roadway crashes are preventable and we should not accept them as normal or inevitable accidents. Building infrastructure to support healthy modes of transpor tation helps everyone by keeping pedestrians and cyclists safe and reducing the amount of traffic. This is especially needed in the Oyster Point area where large trucks swing wide into bike lanes and are unable to see pedestrians and cyclists. People will make mistakes, but if the road system and related policies are designed correctly, those inevitable mistakes do not result in severe injuries or fatalities. I am like many others who feel that biking near vehicles is unsafe and and at any moment a driver could make a minor error that would result in severe, or even fatal injuries. Our road system and associated policies need to consider the necessary infrastructure for bikers to feel safe and empowered to ride. The broader shift to micromobility is dependent on it. If yes, please select your preferred method of communication and provide your information above. * I work in the E101 area of SSF. I and many of my coworkers do not want to use cars to get to work. Cars cause climate change, and they injure and kill pedestrians, and they clog up streets in our beautiful cities. However, it is absolutely perilous to travel on foot or on a bike/micromobility between SSF BART and downtown, or the E101 job center, or Caltrain. Don't force people into cars by vir tue of your dangerous city streets! We need physically protected bike lanes. Install curbs where there is currently bike lane paint on Sister Cities Blvd and Oyster Pt Blvd. Where bike routes cross freeway onramps, cyclists need physical protection and dedicated traffic signals to feel safe. If YOU or your child or your elderly parent wouldn't ride a bike in that area, that means it's not safe. This is an equity issue, a climate issue, and an independence issue. Cars, trucks, and SUVs have had a long reign in this great state, but the time has come to prioritize other methods of transpor tation. Protecting other road users through a Vision Zero program will incentivize biking and walking, making our city healthier, quieter, and cleaner. Report regarding review of proposed options to relocate the Sign Hill Park public trail at 701 Spruce Avenue in the City of South San Francisco.(Gaspare Annibale,Associate Planner and Joshua Richardson,Parks Division Manager) RECOMMENDATION Staff recommends that the City Council review the information in this staff report and provide staff with feedback regarding the proposed options to re-align the Sign Hill Park public trail as a part of the preliminary review process. BACKGROUND The City’s Sign Hill Park open space provides for certain public hiking trails.One of these trails is situated between Ridgeview Court and Spruce Avenue,and is partially located on a private parcel at 701 Spruce Avenue (APN:012-131-040).The City has previously examined the location of this easement and holds the position that it has a “prescriptive easement”for this public trail over the private parcel under California law by virtue of satisfying certain statutory requirements.For example,City staff has continuously accessed and maintained this trail, and it has been devoted to public use for at least thirty (30) years. The property owner of 701 Spruce Avenue intends to develop that lot and has submitted a Pre-Application for a Tentative Subdivision Map to the City on August 8,2020.The property owner proposes to divide the parcel into four lots,as shown on Attachment 1.As a part of this proposed subdivision,the property owner is proposing to re-align the public trail route and trailhead.On January 6,2021,Geissler Engineering submitted proposed options for the trail re-alignment on behalf of the property owner.Staff is seeking feedback and direction from the City Council regarding these options as a part of a preliminary review for the project. DISCUSSION The public trail at issue leads up to Sign Hill Park from both Spruce Avenue and Diamond Avenue/Telford Road.The property owner proposes to re-align the trail as necessary given the proposal to subdivide the lot,in order to maintain continued public access and use.The property owner has developed two options for staff’s consideration that are now being forwarded for City Council feedback. Staff notes that this project is currently receiving preliminary comments from staff only,and it has not yet submitted a formal application.No decisions are being made at the preliminary review stage.Once a formal project application is submitted,there will be additional opportunities for staff review and comment on the proposed development and trail alignment issues. The two preliminary trail alignment options are presented below. Option A As provided in Attachment 1,Option A proposes to locate the trail in a similar alignment as the existing trail network with the entrance remaining at Spruce Avenue.However,it is proposed to briefly run north along an extension of Telford Road,where it would then run west between proposed Lots 2 and 3 up to Sign Hill Park. This option provides connections to where the trail is currently located,but creates a very steep inclination with many stairs needed to access the Park.It also creates a channelized chute with large retaining walls,which may pose safety concerns for residents.Additionally,although not shown on the diagram,a parking lot would be proposed atop the Telford Road extension (east of Telford Road),and based on the re-alignment of the trail, cars accessing the parking lot would cross over the trail cross-walk, which may also be a safety concern. Option B As provided in Attachment 1,Option B also proposes to let the entrance of the trail remain at Spruce Avenue, but provide more meandering by locating the trail further north along the property,with a brief connection along the Telford Road extension running north.It would then run west between the proposed Lot 3 and Lot 4 up to Sign Hill Park.This option provides for a more accessible trail re-alignment with less stairs needed to reach the top of Sign Hill Park.However,it does not connect where the trail is currently located (beyond the property west of proposed Lot 2 and Lot 3,fronting Spruce Avenue).It also does not require a channelized chute as there is less of a slope in this area of the property,and would allow for the trail to potentially feel more open and accessible in this configuration.Additionally,this option would allow for patrons using the trail to not be in contact with cars accessing the parking lot as the trail would run along the exterior of the parking area. FISCAL IMPACT This is a study item only and there is no Fiscal Impact at this time.Subsequent actions may result in increased maintenance of the proposed improvements to the re-aligned trail network.However,a maintenance agreement will be a part of on-going discussions with the property owner. CONCLUSION Staff recommends the City Council review the proposed trail re-alignment options and provide feedback for staff to share with the property owner as the pre-application proceeds. Report regarding a resolution authorizing acceptance of $3,794,000 in fundraising via the South San Francisco Public Library Foundation,and appropriating said amount to support the capital improvement project for the New Library, Parks and Recreation Center.(Valerie Sommer, Library Director) RECOMMENDATION It is recommended that the City Council adopt a resolution authorizing the acceptance of $3,794,000 in donations and grant funding from the South San Francisco Public Library Foundation (SSFPL Foundation),and appropriating the funds to support the New Library,Parks and Recreation Center as part of the Community Civic Campus project. BACKGROUND/DISCUSSION A funding gap exists for the Community Civic Campus project which is being addressed through a capital fundraising campaign.Through this campaign,the City is partnering with businesses,residents,and non-profits to ensure full funding is available for the Community Civic Campus project.This $3,794,000 marks nearly 1 ½ years of community connections and outreach by the City fundraising team comprised of City Manager Mike Futrell,Assistant City Manager Sharon Ranals,Library Director Valerie Sommer,Director of Capital Projects Jake Gilchrist,Assistant Library Director Adam Elsholz and Recreation and Community Services Supervisor Erin O’Brien.Previously,the City accepted a $75,000 grant from the Sunrise Giving Foundation,via the SSFPL Foundation. We are pleased to announce our two top donors via the SSFPL Foundation.Genentech donated $3 million to support the Library’s Education Center and Amgen donated $500,000 to support the Discovery Center,both located on the second floor of the New Library and Parks and Recreation Center on the Community Civic Campus. Genentech’s support for the Education Center will provide an exciting and engaging zone for children and teens,including a story time “area-in-the-round”,interactive learning resources for children,reading zones, study and group project rooms,and a separate,comfortable teen area equipped for study,creative collaboration, socialization, gaming and virtual reality. Amgen’s support for the Discovery Center will include a STEAM (Science,Technology,Engineering,Art and Mathematics)Makerspace,a digital classroom/media lab and an adjoining community program room.Located by the entrance to the Education Center,the Discovery Center will provide accessible,equitable and innovative learning experiences for all members of the community. Special naming opportunities can be identified for large donors such as Genentech and Amgen. These funds have been donated to SSFPL Foundation,a 501(c)(3)nonprofit organization,and specifically directed to support the New Library,Parks and Recreation Center.City Council’s previous approval of a Memorandum of Understanding between the City and SSFPL Foundation formalizes the fundraising relationship between the two parties and allows for the transfer of such funds to the City. FISCAL IMPACT $3,794,000 has been donated to the SSFPL Foundation,a 501(c)(3)nonprofit organization,with the stipulation that the funds be transferred to the City to support the New Main Library and Community Center Project.City Council must approve the corresponding resolution for these funds to be accepted by the City.Once approved, the $3,794,000 will be appropriated as restricted funds to be used to offset the cost of the Community Civic Campus project by the Finance Department. RELATIONSHIP TO STRATEGIC PLAN Building a New Library,Parks and Recreation Center as part of the Community Civic Campus is an action item in the City Strategic Plan under Priority #2:Quality of Life.This funding will support the Community Civic Campus project. CONCLUSION Acceptance of this resolution will help to bridge the funding gap for the Community Civic Campus project.It is recommended that the City Council accept and appropriate the $3,794,000 to support the New Library,Parks and Recreation Center. WHEREAS,a funding gap exists for the Community Civic Center project which is being addressed through a capital fundraising campaign; and WHEREAS,the South San Francisco Public Library Foundation (SSFPL Foundation)is a 501(c)(3)nonprofit organization focused on fundraising efforts to support the South San Francisco Public Library and Parks and Recreation Center; and WHEREAS,the SSFPL Foundation and the City of South San Francisco have a contract confirming the fundraising relationship between the two parties and authorizing the SSFPL Foundation to accept grants to be transferred to the City; and WHEREAS,the SFFPL Foundation has created community connections and fundraised $3,794,000 to support the New Main Library and Parks and Recreation Center as part of the Community Civic Campus project; and WHEREAS, the SSFPL Foundation desires to provide the grant award funds to the City to support the project. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of South San Francisco that it hereby accepts $3,794,000 in fundraising via the South San Francisco Public Library Foundation,and hereby appropriates the funds to be used for the Community Civic Campus project. Report regarding a Resolution of the City of South San Francisco adopting the goal of Vision Zero to achieve zero traffic deaths and serious injuries on city streets by 2025.(Christopher Espiritu,Senior Planner and Tony Rozzi, Chief Planner) RECOMMENDATION Staff recommends that the City Council adopt a Resolution to adopt the goal of Vision Zero and direct staff to develop an action plan to achieve zero traffic deaths and serious injuries on city streets by 2025. BACKGROUND/DISCUSSION Vision Zero was first initiated in 1997 by Sweden as a street safety policy that strives for the elimination of traffic fatalities for all transportation modes.Over the subsequent decade,many European nations adopted Vision Zero programs and have achieved significant fatality reductions.For example,traffic fatalities have fallen significantly with this policy approach:Sweden (39%),Switzerland (41%),Germany (45%),France (48%),and Spain (53%)are all good examples.In recent years,cities across the United States have adopted Vision Zero as a policy direction and have prepared specific action plans for their communities,including New York City,San Francisco,Seattle,Portland,and San Jose.In San Mateo County,the cities of Daly City,San Mateo,and Redwood City have all adopted Vision Zero policies and are developing/have developed action plans. The core principles that guide Vision Zero are summarized as follows: 1)Traffic deaths are preventable and unacceptable. 2)Human life takes priority over mobility and other objectives of the road system.The street system should be safe for all users,for all modes of transportation,in all communities,and for people of all ages and abilities. 3)Human error is inevitable and unpredictable;the transportation system should be designed to anticipate error so the consequence is not severe injury or death.Advancements in vehicle design and technology are a necessary component toward avoiding the safety impacts of human errors and poor behaviors. 4)People are inherently vulnerable and speed is a fundamental predictor of crash survival.The transportation system should be designed for speeds that protect human life. Based on currently available data from the State of California,Office of Traffic Safety (OTS),there were 48 pedestrian and bicycle incidents,where victims were killed and injured on South San Francisco streets in 2017. In 2018, there were 38 incidents involving pedestrians and bicyclists that were killed and injured on city streets. Furthermore the State of California,Office of Traffic Safety (OTS)ranks cities compared to other comparable sized incorporated cities for various types of collisions and overall traffic safety.According to the OTS,a ranking of 1 is considered the highest or worst while a ranking of 102 or 106 is considered lowest or best.South City of South San Francisco Printed on 2/19/2021Page 1 of 2 powered by Legistar™ File #:21-133 Agenda Date:2/24/2021 Version:1 Item #:5. ranking of 1 is considered the highest or worst while a ranking of 102 or 106 is considered lowest or best.South San Francisco ranked 10th in 2017 and 22nd in 2018. To accomplish Vision Zero success,the City of South San Francisco will need to adopt Vision Zero as a policy and develop a Vision Zero Action Plan aimed at eliminating traffic deaths and severe injuries on city streets through proven practices. These practices include the 4E’s: ·Evaluating traffic crash data to identify the most serious safety issues; ·Engineering and delivering safety improvement projects; ·Enforcing traffic laws to reduce unsafe behaviors like speeding,red-light running,and driving under the influence; and ·Educating the community on safe practices for all modes of travel (walking, bicycling, and driving). ·As part of the development of a Vision Zero plan,an additional “E”for equity would be involved to further address the needs of diverse groups of people in South San Francisco. To a large extent,the City is already implementing many of the best practices identified in Vision Zero programs.For example,recent Capital Improvement Projects included specific elements to address safety for bicycles (installation of protected bicycle lanes)and pedestrians (bulb-outs or curb extensions to reduce crossing distance at certain streets). Based on the concepts of Vision Zero that one traffic death is one too many,it is important that the City remains committed to safer streets.A well-implemented Vision Zero policy would prioritize street safety and ensure all road users whether they walk,bike,drive or ride transit,are safe.Thus,a Vision Zero policy and subsequent actions would accomplish the goal of eliminating traffic fatalities and severe injuries and potentially save lives in South San Francisco. FISCAL IMPACT Adopting the Resolution has no Fiscal Impact on the General Fund.Subsequent actions may result in costs related to the preparation of a Vision Zero Action Plan for South San Francisco that may identify future costs to enhance current traffic safety programs. CONCLUSION Staff recommends that the City Council adopt Vision Zero as a policy and direct City Staff to develop an Action Plan and Task Force to identify safety improvements and other actions to pursue over the next few years in support of the General Plan Update. I am very supportive of this goal and the focus on keeping people safe. As someone who has been hit by a car as a pedestrian (broken femur!) I know the very real and negative impacts crashes have on people (missing work, high health bills, now I'm nervous walking near cars). Our transit system is not equitable if we expect everyone to pay $9,000 a year on average for a car and if you don't you have to fear for your life. Everyone I know who bikes or walks around the city has a story about someone they know getting hur t or having a near miss. It's been a while since I've walked to anything at the MSB, but cars routinely gun it down Arroyo as you're half-way across the intersection. And this is right in front of the police station! The first step in making our city safe is to acknowledge we have a problem and that we need to start tracking it. Please adopt Vision Zero. WHEREAS,the life,safety and health of residents,employees and visitors to South San Francisco is one of the City Council' s highest priorities; and WHEREAS,Vision Zero is a philosophy,adopted by many cities and states around the country,that no loss of life or serious injury on the transportation system is acceptable; and WHEREAS,Vision Zero is a multi-national road traffic safety initiative that rejects the notion that traffic crashes are simply “accidents,”but instead preventable incidents that can and must be systematically addressed; and WHEREAS,the Transportation Element of the City’s General Plan provides policy intent to integrate Complete Streets infrastructure and design features into street design and construction to create safe and inviting environments for people to walk, bicycle, and use public transportation; and WHEREAS,the Transportation Element of the City’s General Plan provides policy intent to make Complete Streets practice a routine part of South San Francisco’s everyday operations; and WHEREAS,the City of South San Francisco,through its Capital Improvement Projects,has been actively implementing safety projects and programs consistent with Vision Zero; and WHEREAS,the development of a Vision Zero plan will allow the City of South San Francisco to identify policy recommendations and measures through the General Plan 2040 Update and other documents to attempt to eliminate traffic deaths and severe injuries in South San Francisco. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of South San Francisco as follows: SECTION 1.The City Council hereby adopts a Vision Zero goal of eliminating traffic deaths and serious injuries by 2025. SECTION 2.The City Council directs the City Manager and City staff to develop a Vision Zero Action Plan toward eliminating traffic deaths in South San Francisco and establish a Vision Zero Task Force to assist in developing and implementing the Vision Zero Action Plan.The Committee shall be comprised of City staff from Public Works,Economic and Community Development,Fire Department,Police Department,and community advisory groups to collectively develop the mechanisms for achieving this goal.
