ORAL COMMUNICATIONS
Don Mason, 10 Arlington Drive, questioned if the Housing Element was going to be made up by an outside
consultant and if there was going to be a fine due to the deadline being on December 30th.
Study session of the South San Francisco General Plan Housing Element
Chief Planner Sparks introduced to Larry Mintier, Mintier and Associates, consultant and Senior Planner Lappen
who gave a PowerPoint presentation to introduce an outline and focus of the housing element process and finally
to take comments from the Planning Commission as to what the Planning Commission would like to see as far as
policy directions. He pointed out that the City has to keep an eye on the moderate and low income housing
because the market does not allow those at times. He noted that there are affordability guidelines, special needs
of seniors and large families. Mr. Mintier noted that the Housing Element has to be adopted by December 31 st.
Commission comments:
. They asked for specific map drawings and a specific analysis of the zones and how the policies would affect
the character of the City.
. They were concerned on how the housing projections tied in with the General Plan vision.
. Opportunities should be maximized to meet the affordable housing needs.
. They asked that staff look at making sure that the constraints of the housing element are prudent.
Staff and the Commission discussed the Housing Elelnent schedule and how the applicant and staff can work with
them at their pace. Staff can request an extension from HCD to certify the Housing Element.
Jackie Williams, 242 Longford Drive, noted that the Conunission should work at a slower pace and listen to
public comments on the Housing Element.

The Commission thanked staff and Mr. Mintier for the information presented in order to bring the Housing
Element according to HCD requirements.
