ORDINANCE DECLARING THE FORMATION OF PARKING DISTRICT NO. 1 OF
THE CITY OF SOUTH SAN FRANCISCO AS AMENDED, DESCRIBING THE PROP-
ERTIES TO BE ACQUIRED, THE WORK TO BE DONE, THE CITY LANDS OF THE
CITY OF SOUTH SAN FRANCISCO TO BE HELD, USED AND TREATED AS PARK-
ING PLACES, THE CONTRIBUTIONS WHICH ARE TO BE MADE BY THE CITY
OF SOUTH SAN FRANCISCO, THE ESTIMATE OF THE GROSS AND NET REVENUES
TO BE RECEIVED IN SAID PARKING DISTRICT, DESCRIBING THE PROPOSED
AMOUNT OF BONDS TO BE ISSUED AND THE PERIOD WHICH THEY SHALL RUN,
AND PROVIDING THE LIMITS AS TO THE RATE OF AN AD VALOREM ASSESS-
MENT WHICH MAY BE LEVIED UPON ALL TAXABLE REAL PROPERTY WITHIN THE
DISTRICT
BE IT ORDAINED by the City Council of the City of South
San Francisco as follows:
SECTION 1. The City Council of the City of South San
Francisco hereby finds the following facts to be true:
A. The City Council of the City of South San Francisco,
upon the ~th day of March, 1957, passed its Resolution of Intention
No. 2~6~ to establish a parking district under the provisions of the
Parking District Law of 1951. Said Resolution of Intention was en-
titled, "Resolution No. 2~6~ of Intention to Form Parking District
No. 1 of the City of South San Francisco and to Issue Bonds to Pay
the Costs and Expenses Thereof". Said Resolution of Intention was
subsequently amended by Resolution No. 2512 and by Resolution No.
2785. Said Resolution of Intention and the amendments thereto de-
scribe the lands necessary and convenient to be taken and the dis-
trict to be benefited by the improvement to be made.
Said Resolution of Intention, as amended, also determined
the contribution of the City of South San Francisco toward the cost
of said work and improvement, advised the time and place of hearing
of protests, ordered the publication and mailing of notices thereof.
Said Resolution of Intention No. 246~, as amended, is hereby referred
to for all particulars concerning the improvement therein resolved to
be made and the property to be acquired.
B. The City Council of the City of South San Francisco,
on the ~th day of August, 1957, overruled any and all protests against
said Resolution of Intention No. 2464, as amended, the formation of
the parking district therein described, the boundaries of said dis-
trict, the properties to be acquired and t~e improvements to be made.
C. Resolution of Intention No. 2464 was published in
the SOUTH SAN FRANCISCO ENTERPRISE-JOURNAL upon the 7th and 14th
days of March, 1957. Copies of the Resolution of Intention were
mailed as required by the provisions of the Parking District Law
of 1951.
D. The City Council of the City of South San Francisco
passed its Resolution of Intention No. 2491 to modify the acquisi-
tions or improvements to be made with respect to Parking District
No. 1 on June 17, 1957. Said Resolution of Intention was published
and mailed in accordance with the provisions of law and as provided
in said Resolution of Intention No. 2491.
E. The City Council of the City of South San Francisco,
on the l9th day of August, 1957, passed its Resolution No. 2512 making
changes in the acquisitions and improvements to be made in Parking
District No. 1 as described in said Resolution of Intention No. 2491.
F. Ordinance No. 418 Declaring the Formation of Parking ~,/
District No. of the City of South San Francisco as amended, Describ-
ing the Properties to be Acquired, the Work to be Done, the Boundaries
Thereof, Determining the Maximum Rate of Ad Valorem Assessments and
Directing That Options or Contracts be Obtained or that Condemnation
Proceedings be Instituted for the Acquisition of the Lands to be
Acquired for said Parking District No. l, was adopted as an Ordinance
of the City of South San Francisco at an adjourned regular meeting
of the City Council of the City of South San Francisco held on the
3rd day of September, 1957.
G. The City Council of the City of South San Francisco
passed its Resolution of Intention No. 2772 to modify the acquisi-
tions or improvements to be made with respect to Parking District No.
I on April 6, 1959. Said Resolution of Intention was published and
mailed in accordance with the provisions of law and as provided in
said Resolution of Intention No. 2772.
H. The City Council of the City of South San Francisco
passed its Resolution No. 2785 making changes and modifications in
the acquisition of improvements to be made in Parking District No. 1

as described in Resolution of Intention No. 2772.
I. The City Council, on the 18th day of May, 1959,
found, and said City Council, by the passage of this ordinance,
further finds and determines that it has procured information
that it deems necessary and adequate to enable it to determine
the following matters and, based upon information that it has
procured, makes the following findings and determinations:
1. That there is public need for the facilities provided
by Ordinance No. 418, as amended by Resolution No. 2785.
2. The proposed district approximately covers the con-
tiguous area of property needing off-street parking facilities.
3. Ail property within the district established by
Ordinance No. 418 will be benefited by the facilities as amended
and changed by Resolution No. 2785.
4. The proposed improvements are located and designed
in the manner most compatible with the greatest public good and the
least private injury.
SECTION 2: The City Council of the City of South San
Francisco ordains that it has now acquired Jurisdiction to proceed
to reestablish Parking District No. 1 of the City of South San Fran-
cisco as modified by Resolution No. 2785 passed on the 18th day of
May, 1959.
SECTION 3: The City Council of the City of South San
Francisco hereby ordains.that the parking district described in
said Resolution of Intention No. 2464, as amended by Resolution No.
2512, and formed by Ordinance No. 418, is hereby formed as amended
by Resolution No. 2785 passed on the 18th day of May, 1959.
SECTION 4: Said district is hereby described and named
"Parking District No. 1 of the City of South San Francisco"° The
District which is hereby found to be the district benefited by the
acquisitions and improvements to be made in Parking District No. 1
is as shown on that certain map filed in the office of the City Clerk
of the City of South San Francisco on the 12th day of May, 1959,

and designated, "Map of South San Francisco Parking District No. 1, as
Amended and Modified by Resolution No. 27?2."
SECTION 5. The acquisitions which are to be made, and the
city lands determined to be dedicated to the use of Parking District
No. l, consist of those certain lots, pieces and parcels of land locate,
situate and being in the City of South San Francisco, County of San Mateo,
State of California, and particularly described as follows:
P.~RKING LOT 1: All of Lot 2 and the east 1/2 of Lot 3 in Block 139
as delineated and set out on that certain map entitled "South San
Francisco, San Mateo ¢o., Cal., Plat No. 1", which map was fi~ed in
the office of the County Recorder of Man Mateo County on March 1,
1892 in Book "B" of Original Maps at page 6 and copied into Book 2
of Maps at page 52.
PARKING LOT 2: All of Lots 9 and 10 in Block 140 as delineated and
set out on that certain map entitled "South San Francisco, 3an Mateo
Co., Cal., Plat No. 1", which map was filed in the office of the County
Recorder of Man Mateo County on March 1, 1892 in Book "B" of Original
Maps at page 6 and copied into Book 2 of Maps at page 52.
PARKING LOT 3: All of Lot 18 in Block 125 as delineated and set out
on that certain map entitled "South San Francisco, San Mateo Co., Cal.,
Plat No. 1", which map was filed in the office of the County Recorder
of San Mateo County on March 1, 1892 in Book "B" of Original Maps at
page 6 and copied into Book 2 of Maps at page 52.
PARKING LOT 4: All of Lots 10 and 20 in Block 140 as del±heated and
set out on that certain map ent±tled "South San Francisco, San Mateo
Co., Cal., Plat No. 1", which map was filed in the office of the County
Recorder of San ~ateo County on March 1, 1892 in Book "B" of Original
Maps at page ~ and copied into Book 2 of Maps at p~ge 52.
PARKING LOT 5: All of Lots 5 and 6 in Block 124 as delineated and
set out on that certain map entitled "South San Francisco, San Mateo
Co., Cal., Plat No. 1", which map was filed in th~ office of the County
Recorder of ~an Mateo County on March 1, 1~92 in Book "B" of Original
Maps at page ~ and copied into Book 2 of Maps at page 52.
PARKING LOT 6: :~ll of Lots 5 and 6 in Block 12~ as delineated and
~et ou~ on that certain map entitled "South San Francisco, San Mateo
Co., Cal., Plat No. l", which map was filed in the office of the County
Recorder of San Mateo County on March l, 1892 in Book "B" of Original
Maps at page 6 and copied into Book 2 of Maps at page 52. Parking
lot No. 6 consists of city lands ordered to be set aside and used for
the purposes of Parking District No. i by Ordinance No. 425 of the City
Council of the City of South San Francisco.
PARKING LOT 7: All of Lots 12 and 13 in Block 126 as delineated and set
out on that certain map entitled "Mouth Man Francisco, Man Mateo Co. Cal.,
Plat No. 1," which map was filed in the office of the County Recorder of
San Mateo County on March 1, 1892 in Book "B" of Original Maps at page 6
and copied into Book 2 of Maps at page 52. Parking lot No. 7 consists of
city lands ordered to be set aside and used for the purposes of Parking
District No. 1 by Ordinance No. 425 of the City Council of the City of
South San Francisco.
PUBLIC WAY l: The easterly 2~ foot of Lot 23 in Block 124 as delin-
eated and set out on that certain map entitled "South Man Francisco,
San Mateo Co., Cal., Plat No. l", which map was filed in the office of
the County Recorder of San Mateo County on March 1, 1892 in Book "B"
of Original Maps at page 6 and copied into Book 2 of Maps at page 52.

SECTION 7: The improvements which'are to be made or con-
structed on the parking places to be acquired are as follows:
(a) Demolition of any existing structures upon said
lots, pieces or parcels of land.
(b) The grading and leveling of said lots, pieces or parcels
of land.
(c) Construction thereon of suitable rock base and
topping for the parking of motor vehicles.
(d) The installation on said lots, pieces or parcels
of land of appropriate markings, parking meters and all other facil-
ities deemed reasonably necessary for draining, street lighting, and
otherwise making said lots, pieces or parcels of land suitable and
available for use for off-street parking of motor vehicles.
SECTION 8: The amount which is to be contributed by the
City of South San Francisco as proposed by Resolution No. 2463 of
the City Council of the City of South San Francisco, passed on the
4th day of March, 1957, and confirmed by Ordinance No. 418, shall
consist of the following:
1. The net revenue from all of the parking meters or
other revenue which shall be received from the establishment of the
parking lots hereinabove described and proposed to be acquired.
2. The net revenues of the parking meters which are
installed and maintained on any or all of the public streets or
ways within the district, or which may hereafter be installed and
maintained thereon.
Said amounts shall be contributed by the City of South
San Francisco throughout the life of the bonds to be issued in
these proceedings.
SECTION 9: The estimate of the cost of said acquisitions
and improvements consists of the sum~_of~$~5,283.00. The estimate
of the expense of operating said parking places consists of the fol-
lowing:
a) 1st to 3rd year, inclusive - $ 9,090.00
b) 4th and 5th year 11,055.00
c) 6th to 25th year, inclusive - 13,100.00
The amount of gross revenues which it is estimated will
be derived from the operation of said parking places consists of
the following:
a) 1st to 3rd year, inclusive - $19,290.00
b) 4th and 5th years - 20,255.00
c) 6th to 25th years, inclusive - 36,500.00
The amount of revenues which it is estimated will be
derived from the operation of the parking meters upon all of the
public streets within the proposed district consist of the following:
a) 1st to 3rd year, inclusive - $32,390.00
b) 4th and 5th years - 33,390.00
c) 6th to 25th years, inclusive - 61,785.00
The assessed value of all the real property in the proposed
district is.the sum of $1,435,700.00. Said figure is exclusive of
the assessed valuation of the lots, pieces or parcels of land which
are proposed to be taken. Ail of said costs estimates, expenses
and revenues and assessed valuations are in accordance with the
amended Engineer's Report, filed with the City Clerk of the City of
South San Francisco on the 12th day of May, 1959, and which said
amended Engineer's Report is hereby referred to for all particulars
and details with reference to said items of estimate.
SECTION 10: It is hereby determined that the estimated
amount of the bonds proposed to be issued is the sum of $4~5,000.00;
that the maximum number of years the bonds are to.run shall not
exceed twenty-five (25) years from the date of the bonds; and that
the interest rate upon the bonds shall not be in excess of six per
cent (62) per annum.
SECTION 11: The limit as to the rate of any ad valorem
assessment which may be levied upon all taxable real property within
the district hereby created is hereby set at 50¢ on each $100.00 of
assessed valuation of all taxable real property in the district in
any one year for all purposes permitted by the provisions of Ordinance
No. 418 of the City of South San Francisco.

SECTION 12: The public ways within the district upon
which meters shall be installed and maintained, the gross revenues
from which are hereby allocated and pledged to the annual payment
of principal and interest upon the bonds, consist of all of the
public streets or ways within the boundaries of the district as
shown upon the map of the district hereinabove referred to, and
the City of South San Francisco shall also install and maintain
parking meters on such other public ways within the district as the
City Council from time to time finds and determines that the pub-
lic interest, convenience and necessity require to be installed
and maintained; said parking meters shall be maintained as long
as any bonds or interest thereon issued in these proceedings shall
remain unpaid.

The above and foregoing Ordinance No. 437 was read
and introduced at a regular meeting of the City Council of the City
of South San Francisco, held on Monday, July 20, 1959, and ordered
passed to print by the following vote, to wit:
AYES: Councilmen Andrew Rocca, G. J. Rozmi, Leo J. Ryan and Patrick
E. Ahern
NOES: Councilmen None
ABSENT: Councilmen Emilio Cortesi
and will come up for adoption as an Ordinance of the City of South
San Francisco at a regular meeting of the Council to be held on
Monday, the 2?th day of July , 1959.
