GENERAL PLAN UPDATE
COMMUNITY ADVISORY COMMITTEE

Call to Order Meeting called to order at 6:05 p.m.
Roll Call COMMITTEE PRESENT: Rehman Baig (6:08pm), Roderick Bovee, Kristy

Ann Murphy, Sam Shihadeh, John Skerry, Bill Zemke, Steven Yee

Consent Calendar
1. Approval of the Meeting Minutes of March 9, 2021
Committee Member Sam Shihadeh moved and Committee Member Pat Murray seconded a motion
to approve the meeting minutes of March 9, 2021 as corrected. The motion passed.
New Business
2. Update on Community Outreach
Eric Yurkovich provided an overview of the community outreach meetings conducted to-date. He
noted that all the meetings have been recorded and are posted to the ShappSSF.com website.
Policy frameworks are also posted for community comments on the website.
3. Discuss Health, Environmental Justice and Equity Policy Frameworks
Diana Benetiz reviewed the Health, Environmental Justice and Social Equity Policy Frameworks.
She reviewed factors that contribute to healthy communities.
Committee Questions:
Nick Maiden asked about the life expectancy rates.
Nick Maiden asked about the CalEnviro screen data. Diana Benitez responded that the
CalEnviro screen is a state-wide data source that looks at multiple factors (air, water, traffic,
housing burden, pollution factors and sensitive populations).
She reviewed comments that have been received by the community relating to land use and
environmental justice, housing, community, health care services and amenities and services. She
reviewed the draft Policy Framework for Health and Environmental Justice and for Social Equity.
Committee Comments:
Kristy Camacho asked about universal pre-k. Lisa Costa Sanders noted that the City is
working to provide additional pre-k spaces available for the community as well as provide
additional affordable access to pre-k.
In response to a question of the Commission on Race and Social Equity, Lisa Costa Sanders
responded that the Commissioners are representative of the community.
Steven Yee asked about access to information digital information as well as literacy rates in
the community.
Steven Yee asked about languages that are predominate in the community and how
determined. Diana Benitez responded that the data is from Census data. Billy Gross noted
that the City needs to continue to work to outreach to community in different languages.
Kristy Camacho asked about obtaining demographic data of users by department (parks
programs, library services, etc.) for the purpose of ensuring equity services are being
provided. She also suggested including a performance metric for childcare access.
JulieAnn Murphy commented on policy relating to displacement and challenge with new
development sites. Eric Yurkovich commented that we need to consider where these
protection, protection and preservation all at the same time. Eric Yurkovich noted that the
Housing Element is also being updated at this time.
Sophie Martin commented on performance metrics and set the City up for success on being
able to report on them and deliver on them. Some performance metrics may also take time to
realize and could be difficult to track.
Sophie Martin noted the environmental impacts of the proposed location of new housing in
East of 101. Need to consider performance standards and development standards pertaining
to residential areas.
Kristy Camacho asked if the HEART program includes data by City for the first-time
homebuyer program. Eric Yurkovich also noted the importance of providing access to
different programs.
JulieAnn Murphy commented on access to housing as a right to shelter.
Public Comment:
Jennifer Garstang commented on ownership housing opportunities and ability for better
health outcomes. Need for more entry level home production.
Diana Benitez noted the Policy Framework Surveys are all available on the Shapessf.com website
for comments. The next CAC meeting will focus on Parks and Public Facilities.
