Housing Standing Committee conducted this meeting
in accordance with California Governor Newsom's
Executive Orders N-25-20 and N-29-20 and CO VID-
19pandemic protocols.
Call to Order. Time: 3:00 p.m.
Roll Call. PRESENT: Councilmember Nicolas and
Mayor Addiego.

MATTERS FOR CONSIDERATION
Motion to approve the Minutes for the meeting of January 28, 2021.
Motion - Councilmember Nicolas / Second —Mayor Addiego: to approve the minutes. The motion
carried unanimously.
2. Study session regarding two Capital Improvement Projects at Orange Memorial Park, synthetic
turf sports field and proposed replacement of Orange Pool, and possible funding strategies.
(Sharon Ranals, Assistant City Manager, Janet Salisbury, Finance Director)
Assistant City Manager Ranals introduced the item and Deputy Director Mediati provided an update on
the Storm Water Capture and Sports Field replacement projects.
Mayor Addiego inquired how the City would determine which sports would be played on the field.
Deputy Director Mediati stated they were still negotiating with the sport leagues.
Deputy Director Mediati introduced Brian Noce, Aquatics Supervisor for the Orange Memorial Park
Pool. He provided an overview of the various pool programs, user data and number of participants.
Mayor Addiego inquired whether the waitlist was for first-time learners. Aquatics Supervisor Noce stated
the majority were first-time learners and young children. He provided the annual operational expenses
and provided pictures of various areas that were in need of repair.
Councilmember Nicolas stated she was familiar with the conditions because she frequented the facility
often before the pandemic.
Deputy Director Mediati provided the results of the feasibility study conducted in 2017. Scenario A
would include renovating the existing facility for an approximate amount of $10,522,275. Scenario B
would be the construction of a separate warm water pool facility for an approximate amount of
$21,380,835. Scenario C would be the construction of a new two -pool facility for an approximate amount
of $22,363,600. All amounts were based on the 2017 study and would need to be updated for current
costs.
Mayor Addiego stated it would be ideal to have a campus concept however not at a premium cost.
Deputy Director Mediati stated they would design the building within the approved budget. Mayor
Addiego stated he spoke to City Manager Futrell about having the pool moved to a different location
within the park and inquired on the cost. Capital Projects Director Gilchrist stated moving the pool
location would increase the budget at least 20% and extend the project four to eight months. Mayor
Addiego inquired how long the pool would be out of service if the existing site was used. Capital Projects
Director Gilchrist stated about fifteen to eighteen months. Staff had discussed a potential partnership with
the City of San Bruno to accommodate South San Francisco residents while the pool was offline.
Councilmember Nicolas stated she would like to explore all possible locations for the pool in order to
make an informed decision.
Mayor Addiego inquired to the new footprint of the pool. Deputy Director Mediati stated that the new
footprint was about 150% larger. Assistant City Manager Ranals provided an overview of the advantages
of having two pools.
Finance Director Salisbury provided an overview of the Parks Impact Fees including the current available
funds and a five-year forecast. She provided an overview of the Sports Field Project and Orange
Memorial Aquatic Center costs and funding considerations.
Councilmember Nicolas inquired whether the City's credit rating would go down due to all the debt
obligations. Finance Director Salisbury responded that the City's credit as a whole was very good and did
not expect the rating to go down.
City Manager Futrell stated that staff would work on sharpening the budget and comeback to the
committee at a future meeting.
3. Review of Vacant and Frozen City Staff Positions and Preliminary Recommendations for the
2021-2022 Operating Budget with Respect to Staffing. (Leah Lockhart, Human Resources
Director)
Human Resources Director Lockhart presented the report and provided background information on the
temporary hiring freeze for all vacant positions within the City. She provided an overview of the current
vacant and frozen positions.

Mayor Addiego inquired about the Police Department command staff. Human Resources Director
Lockhart stated there would be some changes coming to the command staff structure due to pending
retirements.
City Manager Futrell stated all the positions would come back as soon as there were funds available.
ADJOURNMENT
Being no further business Mayor Addiego adjourned the meeting at 4:29 p.m.
