4. Review FY 2006-07 Budget
Staff report presented by Finance Director Steele.
Councilmembers discussed the recommendation to a "hold the line" budget for 2006-07,
the necessity to look for more control over expenditures in 2007-08 when bargaining unit
contracts start to expire, and to further tighten the operating budget in the crunch year of
2008-09.
Police Chief Raffaelli responded to questions regarding the current deployment of two
officers for military duty in Irag and that little notice is given by the military when the
officers are deployed which leaves the department further understaffed.
Public Works Director Vlfhite responded to questions regarding the negative impact of a
"hold the line" budget has on public works with the continued deferment of maintenance
on streets, facilities, etc." and that the condition of streets is slipping backwards.
Mayor Femekes reported that the budget subcommittee (Femekes/Matsumoto) will be
taking a hard look at reductions during the coming year.
City Manager Nagel stated that the long term forecast will be presented to Council at a
study session scheduled for April 19, a follow-up is scheduled for May 17, and the budget
is scheduled for adoption in June. The capital improvement budget and redevelopment
budget is also scheduled for May.
