Public Comments
None
4. Study Session: Joint meeting with Planning Commission - discussion of the following
projects:
a) Genentech Corporate Facilities Master Plan Update
Staff report given by Senior Planner Lappen. Genentech representatives, Lisa
Sullivan, Carla Boragno, and Shar Zamanpour provided information on the work
that has been incorporated into the master plan project, Genentech's
accomplishments, its partnership with the City, and future developments. Ms
Zamanpour stated feedback and comments on the master plan were welcomed.
Consultant, Mr. Rajeev Bhatia, gave a video presentation with detailed information
on the contents of the master plan update and responded to questions.
Discussion: comments/concerns
. Genentech's parking ratio
. Annual report on parking be provided to City
. Status ofTDM program and specifics be included in 5-year master plan
. Include a statement/details regarding future building design in plan
. Concern that freight trucks and the number of trips per day deteriorate roads
. Fly-ash concrete recycling ordinance being proposed
. City to address bike lanes in the East of 101
. Suggestions that City produce brochure for residents regarding bay trail and
other amenities in the EI0l area
· Suggestion that an oversight committee be appointed, to meet quarterly, once
the master plan and EIR are approved
· Water, sewer and traffic reports to be addressed in EIR
(10-minute recess)
b) Terrabay Development Phase III development proposal - Myers Development
Mr. Jack Myers, Myers Development, and design team members, presented an
overview of the conceptual design plan and economic analysis for Mandalay
Terrace (copies distributed to Council and Commission members). Mr. Myers
stated that direction given by the subcommittee at the March 1 meeting was
incorporated into the design (agenda and notes from meeting distributed to Council
and Commission members).
Discussion: comments/concerns
. Concerns regarding insufficient parking; dedicated residential/commercial
parking and circulation (ingress/egress)
. Building of below market rate units scheduled for first phase (33 on-site and 44
off-site BMRs)
. Compliance with noise, sound and wind attenuation regulations
. Development to include grocery store
. High rise intrusive/projects out too far
. Increase retail
. Ineffective screening of parking structure
. Located at gateway to city, requires detail, articulation, proportioned to site,
three dimensional element
. Important how development is viewed by the community
Speaker: Mr. Philip Batchhelder, resident of Berkeley, representing San Bruno
Mountain Watch, spoke in support of the current proposal, stating that ecologically
speaking, the smaller the footprint the better the project and the environmental
approach to the landscaping is appreciated.
Discussion continued:
. Consideration be given to how development relates to Mandalay development-
its context
. Soften residential tower to blend with high-rises
. Include north elevation drawing/rendering
. Assurance/commitment that all phases will be built; original requirement was
that commercial be built first

City Attorney Mattas advised Mr. Myers that any form of communication with the
Council and Commission be taken through the subcommittee, rather than seeking
feedback individually or by email.
5. Adjournment
Being no further business, Chairman Zemke adjourned the Planning Commission meeting
at 10:46 pm.
Being no further business, Mayor Fernekes adjourned the City Council meeting at 10:46
pm.
