4. Items for Discussion:
A. City Council Reorganization Meeting
1. Reorganization will occur in the fourth week following established election. City
Council Handbook to be updated to incorporate this standard. (5-0)
B. Process for Appointments through Council of Cities/City Selection Committee
1. Council gives direction on first vote and then representative has discretion on
remaining votes.
') Council wants policy included in City Council Handbook. (5-0)
C. Priorities for 2006
1. City Manager Priorities
a) Implement an action plan to educate city employees about the short and long
range budget forecasts and potential measures to keep revenues and
expenditures balanced.
i) City Council wants 1, 3, and 5 year budgets.
ii) City Council would like projections of revenue impacts of proposed
developments. Would like a variety of site uses analyzed to understand
economic impacts.
b) Conduct a series oftearn building, goal setting and professional growth
workshops with the executive management staff.
i) Supervisors must document all actions of malfeasance and hold
employees responsible for actions.
ii) Maintain appropriate level of response in instances of malfeasance.
iii) Appropriate notice of status of disciplinary actions.
iv) Ensure that solid regular performance evaluations occur.
c) Create a Citizens' Academy to provide a forum to reach out and inform the
community about the operations within local government.
i) City Council was supportive of random/dispersed selection of25-30
applicants for the prograrn.
ii) Councilmember Garbarino supportive of draft of prograrn.
iii) Council would like cross-community representation even if this means
random selection within applicant's groupings (e.g., youth, homeowners
and renters, etc.)
d) Begin construction of the Linear Park and Orange Memorial Park Recreation
Building.
e) Conduct a land-use study of the Oyster Point Marina to provide City Council
with development options for consideration.
t) IdentifY and prioritize, with Council's concurrence, the redevelopment projects
for the next five (5) years.
g) Continue construction of the Wet Weather Prograrn; including Phase V.
h) Improve employee accountability through improved communication, timely responses to
Council/connnunity, and better follow-through at all levels.
i) Acquire the PUC property adjacent to El Camino Real.
j) Begin construction of the Oak Avenue Housing Project.
2. Council Priorities
a) Downtown - focus on downtown business and residents' concerns.
b) Councilwoman Matstnnoto wants focus on public market.
i) Small sta1JsIvendor to bring vibrancy to downtown and attract employees.
c) Desire to minimize lawsuits - can be prevented by better training of employees.
i) Focus on risk management
ii) Develop and implement a risk management strategy.
d) City Council doesn't want issues rushed through Council for purposes of political
expediency
e) City Council agreed dedication of new public facilities should be delayed until building
complete and ready for occupancy. Prior Council will be recognized for their efforts.
i) City Council wants addition of dedication protocol in Council Handbook.
t) Overview of AB 1234
i) Expense policy to include, iflawful, costs for public events
