THIS MEETING WILL BE CONDUCTED PURSUANT TO THE PROVISIONS OF THE
GOVERNOR’S EXECUTIVE ORDERS N-29-20 AND N-63-20 ALLOWING FOR DEVIATION
OF TELECONFERENCE RULES REQUIRED BY THE BROWN ACT & PURSUANT TO THE
ORDER OF THE HEALTH OFFICER OF SAN MATEO COUNTY DATED MARCH 31, 2020 AS
THIS MEETING IS NECESSARY SO THAT THE CITY CAN CONDUCT NECESSARY
BUSINESS AND IS PERMITTED UNDER THE ORDER AS AN ESSENTIAL
GOVERNMENTAL FUNCTION.
The purpose of conducting the meeting as described in this notice is to provide the safest environment for staff
and the public while allowing for public participation.
Councilmembers Coleman, Flores and Nicolas, Vice Mayor Nagales and Mayor Addiego and essential City
staff will participate via Teleconference.

RECOMMENDATION
It is recommended that the City Council consider the attached applications for appointment to the open
seats on the Bicycle and Pedestrian Advisory Committee (BPAC),Colma Creek Citizens Advisory
Committee,Conference Center Authority Community Representative,Conference Center Authority
Hotel Representative,Cultural Arts Commission,and General Plan Community Advisory Committee on
March 18, 2021.
Appointments to the Housing Authority,Housing Tenant Authority,Measure W Citizens’Oversight
Committee,Parks and Recreation Commission,and Planning Commission will be made after the Council
interviews all applicants for these positions.
BACKGROUND/DISCUSSION
Pursuant to Resolution No.27-2009,the City Council holds biannual recruitments/meetings for the purpose of
considering appointments to Boards and Commissions.On February 8,2021,the City Clerk’s Office issued a
notice of recruitment for seats that were vacant or held by incumbents that would be termed out of office.The
application deadline ended on March 8,2021.Due to the large number of applications received,the interviews
were divided among two (2) meetings.
For efficiency purposes the Council will interview applicants for multiple positions,the Bicycle and Pedestrian
Advisory Committee (BPAC),Colma Creek Citizens Advisory Committee,Conference Center Authority
Community Representative,Conference Center Authority Hotel Representative,Cultural Arts Commission,and
General Plan Community Advisory Committee.
Appointments to these Commissions will be made on March 18, 2021.
Summary of Open Seats
·Bicycle and Pedestrian Advisory Committee (BPAC):There is currently one (1)vacancy.Applicant
may be appointed to a partial term expiring July 18, 2022.
·Colma Creek Citizens Advisory Committee:There is currently one (1)vacancy.Committee member
Irli’s seat will expire on March 31,2021.Applicants may be appointed to a term expiring March 31,
2025.
·Conference Center Authority Community Representative:There is currently one (1)vacancy for a
community representative. Applicants may be appointed to a term expiring March 27, 2025.

·Conference Center Authority Hotel Representative:There are currently two (2)vacancies for hotel
representatives.Member Patel’s term expired on March 27,2020 and member MacDonald’s term will
expire on March 27,2021.Member MacDonald did not reapply.Applicants may be appointed to a term
expiring March 27, 2025.
·Cultural Arts Commission:There are currently three (3)vacancies due to term limits and resignations.
Applicants may be appointed to respective terms expiring June 13, 2026.
·General Plan Community Advisory Committee:There is currently one (1)vacancy in District 5.

Summary of Meeting Times, Term Lengths/Limits and Agency Purpose
The Bicycle and Pedestrian Advisory Committee (“BPAC”)meets on the first Wednesday of every month at
6:00 p.m.at the Annex Conference Room,315 Maple Avenue.Commissioners are appointed to four (4)year
terms and are limited to three (3)consecutive terms.The BPAC reviews and/or prioritizes grant opportunities
for pedestrian and bicycling improvement opportunities,reviews ongoing designs of pedestrian/bicycling
improvement projects,participates in City events,raises awareness of statewide goals to enhance communities
through the use of alternate transportation modes of travel and discusses innovative projects on a global basis.
The Colma Creek Citizens Advisory Committee meets on the second Tuesday of the month on a quarterly basis
(March,June,September,and December)at 3:00 p.m.in the Corporation Yard Conference Room,550 N.Canal
Street in South San Francisco.Commissioners are appointed to four (4)year terms and are limited to three (3)
consecutive terms.Serves as an advisory body to the Board of Supervisors on matters dealing with the flood
control within the district. Oversees financing of flood control project in San Mateo County.
The Conference Center Authority meets on the third Monday of every other month,at 5:15 p.m.at the South
San Francisco Conference Center.Commissioners are appointed to four (4)year terms and are limited to three
(3)consecutive terms.The purpose of the Authority is to manage,operate,market,maintain,and promote the
South San Francisco Conference Center.Applicants for the Hotel Representative seat must work for or own a
hotel located in South San Francisco.
The Cultural Arts Commission meets on the third Thursday of every month at 6:30 p.m.in the Betty Weber
Room of the Municipal Services Building located at 33 Arroyo Drive in South San Francisco.Commissioners
are appointed to four (4)year terms and are limited to three (3)consecutive terms.The Commission encourages
and promotes cultural arts activities within the community and acts as an advisory body to the City Council
matters pertaining to the arts and cultural affairs.
The General Plan Community Advisory Committee meets on the second Tuesday of every month at 6:00 p.m.
The Committee provides the Council,staff and consultants with input and recommendations to help shape the
policy of a new preliminary draft of the General Plan.

I am a Disaster Mental Health and Psychological First Aid trainer. I am also very involved in the LGBTQ community in San Mateo County. I am part of the Advisory Board for
the San Mateo County Filipino Mental Health Initiative. I ride my motorcycle through South San Francisco streets on a regular basis. I am a avid camper and cross country
road tripper. I am a Mother to 3 dogs and will be a first time Auntie in a few weeks. I am also a musician and a filmmaker in my leisure time.

Francisco is currently doing, its well received. South San Francisco has been doing a lot of good work already and I want to be part of it.

The interest of the City is served best by actual and regular participation by Board and Commission members. Thus, upon the second absence from a regular meeting within
any rolling twelve-month period, a member shall receive a written communication from the Mayor requesting that the member respond to the Mayor with an explanation for
said absences within one week of the member's receipt of the written communication. The Mayor shall report to the City Council the reasons provided for the member's
absences. If the City Council determines that the absences occurred for legitimate reasons, the City Council may excuse both or one of the absences. Members are also
encouraged to give advanced notice of their absence from meetings.
Applications are accepted on a continuous basis and will remain valid 1 year from the date of submission. If you are selected to serve on a Board or Commission, you will be
required to file an Annual Statement of Economic Interest (FPPC Form 700).

Arts was always my passion. In high school I graduated with distinction in arts. I pursued Classical Studies with a mind of becoming a museum curator. Libraries to me

My current visions for the city of South San Francisco is that the housing needs of the community meet levels of population growth for families to want to stay in one of the
best climate areas in the world. South San Francisco is in the middle of the Silicon Valley and needs to grow with the education needs of youth and living needs of stagnant
wages of our community that do not reflect other aspects of the new technological growth available.

Both the BPAC and Traffic Commissions have an impact on my neighborhood. As most of us bicycle or walk to get exercise due to the pandemic, I am noticing how unsafe it
is! Traffic planning is a concern as last time I drove past ECHS when athletes were being dropped off at the new softball field for practice, due to double parked cars, cars
were driving down the wrong side of the road. When I asked, no plan had been made for getting the students to/from the field safely. It should have been!!
