REGULATING THE ERECTION, CONSTRUCTION,
ENLARGEMENT, ALTERATION, REPAIR, MOVING,
REMOVAL, CONVERSION, DEMOLITION, OCCU-
PANCY, EQUIPMENT, USE, HEIGHT, AREA, AND
MAINTENANCE OF BUILDINGS OR STRUCTURES
IN THE CITY OF SOUTH SAN FRANCISCO; PRO-
VIDING FOR THE ISSUANCE OF PERMITS AND
COLLECTION OF FEES THEREFOR; DECLARING
AND ESTABLISHING FIRE DISTRICTS; PRO-
VIDING PENALTIES FOR VIOLATION THEREOF;
AND REPEALING ORDINANCE NO. 428 AND
ORDINANCES AMENDATORY THEREOF; AND ADOPT-
ING BY REFERENCE THE INTERNATIONAL CON-
FERENCE OF BUILDING OFFICIALS UNIFORM
BUILDING CODE 1961 EDITION (AN APPENDIX)

EDITION - VOLUME III - UNIFORM BUILDING
CODE STANDARDS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF SOUTH
SAN FRANCISCO AS FOLLOWS:
Section I. Adoption of Uniform Building Code 1961
Edition except for certain sections thereof: All of the pro-
visions of the Uniform Building Code 1961 Edition Volume I
(and Appendix) and Uniform Building Code 1961 Edition Volume
III - Uniform Building Code Standards, approved at the Thirty-
Eighth Annual Business Meeting of The International Conference
of Building Officials September 5 - 9, 1960, except Sections
204, 205, Table 3-A of Section 303(a), (b) of Section 303, (a)
of Section i405(a), 1503, (b) 11 of Section 2507, (a) of
Section 2516, Exception 3 subsection (b) section 2806, 3102,
3105, 6003 and 6004 are hereby adopted and made part of this
ordinance as though fully set forth herein. Three copies of
said codes Volume I and Volume III, certified to be true
copies, shall be filed in the office of the City Clerk in the
form and at the times prescribed by law and kept there for
public inspection during the time this ordinance is in effect
except that after adoption of this ordinance one of said
copies may be kept in the Office of the Chief Building Official
instead of the City Clerk's Office. The City Clerk shall
maintain a reasonable supply of copies available for purchase
by the public as required by law.
Section II. There are hereby adopted sections or
parts of sections to be numbered or designated 205, Table 3-A
of Section 303(a), 303(b), 1405(a), 1503, 2507(b)11, 2516(a),
2806(f), 2806(g), 3102, 3105, 4710(f), 6003, 6004 and 6005,
which sections are to be part of the Uniform Building Code
adopted by reference in Section 1 hereof, said sections or
parts of sections to read as follows:
Section 205. Violations and Penalties. It shall
be unlawful for any person, firm, or corporation to erect,
c6nstruct, enlarge, alter, repair, move, improve, remove, con-
vert or demolish, equip, use, occupy, or maintain any build-
ing or structure in the city, or cause the same to be done,
contrary to or in violation of any of the provisions of this
Code.
Any person, firm, or corporation violating any of the
provisions of this Code shall be deemed guilty of a mis-
demeanor, and each such person shall be deemed guilty of a
separate offense for each and every day or portion thereof
during which any violation of any of the provisions of this
Code is committed, continued, or permitted, and upon con-
viction of any such vioiation such person shall be punish-
able by a fine of not less than TWENTY FIVE DOLLARS and not
exceeding FIVE HUNDRED DOLLARS or by imprisonment for not
exceeding six (6) months or by both such fine and imprison-
ment.
Section 303(a). Table 3-A, Section 303(a). Build-

Section 303(b). Plan Oheckin~ Fees. When a plan
is required to be submitted by Subsection (c) of Section 301,
a plan checkin§ fee shall be paid to the Buildin§ Official at
the time of submitting plans and specifications for checking,
should the Building Official determine that any costs will
be incurred in having the plans checked. Said plan checking
fee shall be equal to one half of the building permit fee
as set forth in Table No. 3-A. Upon completion of the plan
check, should the cost incurred be less than one half of the
building permit fee as set forth in Table No. 3-A, the differ-
ence shall be refunded.
Section 1405(a). Windows. All living rooms, kitchens,
and other rooms used for living, dining, or sleeping purposes
sbmll be provided with windows with an area not less than
twelve square feet (12 sq. ft.) nor one-eighth of the floor
area of such rooms.
The window area in bathrooms, water-closet compartments,
and other similar rooms shall be not less than three square feet
(3 sq. ft.), unless a mechanical ventilation system capable
of producing a change of air every five minutes and connected
directly to the outside is provided.
When such required windows are installed, not less than
one half the required area shall be openable.
Required windows shall open directly on a court, yard

or street.
Required windows shall not open throu§h a roofed
porch (or similar roofed areas) unless the porch:
(a) Abuts a street, yard or court.
(b) Has a minimum clear height of not less than
seven feet (7') measured between the floor and the lowest
underside portion of the roofed porch, and a depth of not
more than seven feet (7') measured at right angle from the
window to the edge of roof, and is desi§ned and constructed
with one side or end at least fifty percent (50~) open and
unobstructed, except for the usual rails, balustrades or
similar necessary structural features, but such openings
shall be equal to not less than one-third (1/3) of the peri-
meter of the exterior walls. OpeninEs shall be maintained
directly under the roof, and shall be maintained within twelve
feet (12') of required windows.
EXCEPTION: Depth may be increased to ten feet (10')
providin§ one side and one end is at least fifty percent (50~)
open, both such openings shall be equal to not less than two-
thirds (2/3) of the perimeter of the exterior walls, and depth
may be increased to twelve feet (12') providing one side and one
end is one hundred percent (100%) open or at least fifty per-
cent (50~) open on three sides.
Section 1503. Location on Property. For fire-resistive
protection of exterior walls and openings, as determined by
location on property, see Section 504 and Part V.
EXCEPTION: Exterior walls of any structure of a
Group J Occupancy in a residential zone, the area of which
structure does not exceed one hundred fifty (150) square feet
and the use of which is not for garaging of boats or any
motor vehicles and which structure is located on the rear half
portion of the lot need not be of a one-hour fire-resistive
construction.
Section 2507(b)11. Brid~inR. All stud partitions
or walls over seven feet (7') in height shall have bridging
not less than two inches (2") in thickness and of the same
width as the stud fitted snugly and spiked into the studs at
their mid-height, or other means for giving adequate lateral
support to the studs. Bridging meeting the requirements of
Section 2508 may serve as required fire-stopping.
Section 2516(a). Foundation Ventilation. The space
between the bottom of floor joists and the ground of any build-
ing (except such space as is occupied by a basement or cellar)
shall be provided with a sufficient number of ventilating open-
ings through foundation walls or exterior walls to insure ample
ventilation, and such openings shall be covered with a corrosion-
resistant wire mesh not greater than one-half inch (¥') nor
less than one-fourth inch (~") in any dimension. The minimum
total area of ventilating openings shall be proportioned on
the basis of two square feet (2 sq. ft.) for each twenty-five
linear feet (25 lin. ft.) or major fraction thereof of exterior
wall. One such ventilating opening shall be within three feet
(3') of each corner of said building. Such openings need not
be placed in the front of the building.

Minimum clearance between bottom of floor joist or
bottom of floors without joists and the ground beneath shall
be eighteen inches (18"). Minimum clearance under girders
shall be twelve inches (12").
Mimimum clearance between bottom of heating ducts and
the ground beneath shall be twelve inches (12").
Section 2806(f). Rat ProofinR. Every building or
portion thereof, shall be made rat-proof by covering all other-
wise exposed earth within the foundation walls with a concrete
covering having a minimum thickness of two inches (2").
Section 2806(g). ReinforcinR in Foundation. For
Group H and I Occupancies: A minimum of two (2) half-inch
(½") steel reinforcing rods shall be placed in continuous
foundation.
Section 3102. Concrete Floors. Concrete slab floors
shall be not less than two inches (2") thick. Topping when poured
monolithic with the slab may be included as a structural part of
the slab. Sleepers for the nailing of a wood floor sbmll not
decrease the required structural depth of the slab unless placed
in the direction of span and then shall be placed not more than
one-half inch (½") into the slab.
Following are the requirements for concrete slabs on
ground used as a finish floor or as a base for other floor
finish in dwellings or habitable rooms:
1. A minimum thickness of reinforced concrete, three
and one-half inches (3~"), with 6" x 6" x 10 gauge wire mesh.
2. Membrane water-proofing or water proofing
acceptable to the Building Inspector shall be provided so
as to extend to the exterior walls or beyond the limits of
habitable rooms and turn up to top of slab.
3. A granular fill of proper consistency and
thickness shall be provided directly under concrete slab to
retard capillary action and shall be approved by the Building
Inspector.
4. The elevation of the floor slab shall be main-
tained at one foot (l') above sidewalk level.
EXCEPTION: If one foot (1') elevation above side-
walk level cannot be maintained due to the slope of a lot or
location of the building on a lot, the Building Inspector
shall approve an alternate, provided, however, that in all
cases a one foot. (1') elevation shall be maintained above
finished grade level.
5. A method to eliminate water seepage through stucco
walls from flowing in upon concrete slab shall be provided in
every case and shall be approved by the Building Inspector.
Section 3105. Wood Floors. Wood-joisted floors shall
be framed and constructed and anchored to supporting wood stud
or masonry walls as specified in Chapter 25. Wood-joisted
floors need not be fire-protected on the underside except where
specifically required under Occupancy in Part III, Location in
Part IV, or Types of Construction in Part V.
In wood frame floor construction where suspended
ceilings occur, the space between the ceiling and the floor
above shall be divided into areas not exceeding one thousand
square feet (1000 sq. ft.) in a manner required for partition-
ing attic space in Section 3205.
An eighteen inch by twenty-four inch (18" x 24")
access crawl opening shall be provided to the under floor
space and in an exterior wall.
Section 4710(f). Exterior PlasterinR, BackinR.
Building paper, providing as follows: Anything in Section 4710
or elsewhere in this Code to the contrary notwithstanding, in
all cases where plastering or stucco is applied to the exterior
of a wood frame building, the building paper required shall be
applied on sheathing or similar backing, and never on wires
stretched horizontally across the stud frame.
Section 6003. Repeal of Prior Ordinances. Ordinance
No. 428, and ordinances amendatory thereof are hereby repealed
except that this repeal shall not affect or prevent the pro-
secution or punishment of any person for any act done or com-
mitted in violation of any ordinance hereby repealed prior to
the effective date of this ordinance.
Section 6004. No Grant of Legislative Authority. The
provisions of this ordinance are not intended to and do not
grant any legislative authority to the Building Official, and
any grant of discretionary authority to the Building Official
contained herein shall be construed as limiting his powers to
the determination of facts as to whether or not the rules laid
down in the Code have been complied with.
Section 6005. Effective Date and Publication. This
ordinance shall be in full force and effect thirty (30) days
after the date of final passage and approval. The Clerk shall
certify to the passage of this ordinance and cause the same
to be published in the Enterprise-Press as required by law.

South San Francisco at a regular meeting of the
City Council of the City of South San Francisco this 2nd
