ORDINANCE NO. 483
AN ORDINANCE CALLING A SPECIAL ELECTION IN THE CITY OF
SOUTH SAN FRANCISCO FOR THE PURPOSE OF SUBMITTING TO THE
ELECTORS OF SAID CITY A PROPOSITION FOR THE INCURRING OF
A BONDED INDEBTEDNESS OF SAID CITY FOR THE ACQUISITION,
CONSTRUCTION AND COMPLETION OF MUNICIPAL IMPROVEMENTS;
DECLARING THE ESTIMATED COST OF SAID IMPROVEMENTS, THE
AMOUNT OF THE PRINCIPAL OF SAID INDEBTEDNESS TO BE
INCURRED THEREFOR, AND THE MAXIMUM RATE OF INTEREST TO
BE PAID THEREON~ PROVIDING FOR THE CONSOLIDATION OF
THE ELECTION WITH THE GENERAL STATEWIDE ELECTION; AND
PROVIDING FOR NOTICE THEREOF
SEWAGE TREATMENT AND DISPOSAL WORKS AND SYSTEM
The City Council of the City of South San Francisco does
ordain as follows:
WHEREAS, the City Council of the City of South San Francisco,
by Resolution No. 355? passed and adopted at a regular meeting
of said Council on September 4, 1962, by the affirmative vote of
more than two thirds of all of its members, did determine that
the public interest and necessity demanded the acquisition, con-
struction and completion of the Sewage Treatment and Disposal Works
and System municipal improvements hereinafter mentioned, and did
further determine that the cost of said proposed municipal improve-
ments will be too great to be paid out of the ordinary annual in-
come and revenue of said City; and that the said indebtedness will
require an expenditure greater than the amount allowed for it by
the annual tax levy of the City;
NOW, THEREFORE, IT IS ORDERED, as follows:
1. A special municipal election be] and it is hereby,
called and ordered and will be held in the City of South San Fran-
cisco on Tuesday, the 6th day of November, 1962, at which election
shall be submitted to the qualified voters of said City the question
of incurring a bonded indebtedness of said City for the objects
and purposes set forth in the following proposition, to wit:

PROPOSITION: "Shall the City of South San Fran-
(Sewage Treatment cisco incur a bonded indebtedness
and Disposal Works in the principal amount of One
and System) Million Eight Hundred Ninety-Three
Thousand Dollars ($ 1,893,000.00 ), for the acquisition,
construction and completion of municipal improvements in-
cluding additions, enlargements and modifications of facili-
ties for sewage treatment and disposal, outfall structures,
sewage pumping works, force mains and interceptor and trunk
sewer mains and all lands, easements, work and improvements
auxiliary thereto?"
2. The estimated cost of the municipal improvements as set
forth in the ProposZtion and the amount of the principal of the in-
debtedness proposed to be incurred therefor, including legal and
other fees, costs of printing the bonds and other costs and expenses
incidental to or connected with the authorization, issuance and
sale of the bonds therefor, is the sum of $1,893,000.00 ·
3. The City Council does hereby submit to the qualified
voters of the City of South San Francisco at said special municipal
election this ordinance and the proposition set forth in Section 1
of this ordinance. The City Council proposes to issue and sell
bonds of said City in the amount of and for the objects and pur-
poses specified in the proposition if two thirds of the qualified
electors voting on the proposition at said special municipal
election shall vote in favor thereof.
4. If two thirds of the qualified electors voting on the
proposition vote in favor thereof, said proposition shall be deemed
adopted. Said bonds shall be negotiable in form and of the
character known as serial, and shall bear interest at a rate not
exceeding six per cent (6%) per annum payable semi-annually except
that interest for the first year after the date of the bonds may
be made payable at the end of said year.
5. Said special municipal election shall be held and
conducted and the votes thereof canvassed and the returns thereof
made, and the results thereof ascertained and determined as herein

provided~ and in all particulars not described by this Ordinance
sai~ election shall be held as provided by law for the holding of
municipal elections in said City.
6. Ail persons qualified to vote at municipal elections in
said City upon the date of the election herein provided for shall
be qualified to vote upon the proposition submitted at said special
municipal election.
7. That said speclal municipal election is hereby consoli-
dated, as to all precincts which are the same for both elections,
with the general statewide election which will be held within the
County of San Mateo and the State of California, on Tuesday, the 6th
day of November, 1962o The special municipal election hereby called
shall be held in the manner provided for the general statewide
election with which it is consolidated~ and within the territory
affected by the consolidation, the precincts, polling places,
voting booths and the officers of election shall, in every ca~e,
be the same as those set forth in the notice listing or designating
the precincts, polling places and election officers for the general
statewide election as proposed to be published in the Redwood City
Tribune, no later than October 23, 1962.
8. The Board of Supervisors of the County of San Mateo is
hereby authorized~ pursuant to Section 23306 of the Elections Code
of the State of California, to canvass the returns of said special
municipal election. Said canvass may be made by the County Clerk
of said County when the Board of Supervisors so orders pursuant to
Section 18401 or Section 18462 of said Elections Code, or by the
Registrar of Voters of said County if under Section 18401 or
Section 18461 of said Elections Code the Registrar is required to
make the canvass. The said special municipal election so consoli-
dated shall be held in all respects as if there were only one
election; only one form of ballot shall be used and the returns

of said special municipal election need not be canvassed by the City
Council of the City of South San Francisco.
9. Ballots for the election shall be provided of the form
and to the number provided by law. On the ballots, in addition to
any other printed matter which may be required by law, two voting
squares shall be set off to the right of the proposition hereby sub-
mitted at the election as set forth in Section I of this Ordinance,
one having the word "YES" printed before it and the other having
the word "NO" printed before it.
10. Each voter to vote for the proposition hereby submitted
and for the incurring of said bonded indebtedness shall stamp a
cross (X) in the blank space opposite the word "YES" on the ballot
to the right of the proposition and to vote against the proposition
and against the incurring of said bonded indebtedness shall stamp
a cross (X) in the blank space opposite the word "NO" on the ballot
to the right of the proposition.
ll. The polls shall be opened at 7:00 o'clock A.M. of the
day of the election, and shall be kept open until 7:00 o'clock P.M.
of the same day, when the polls shall be closed, except as to voters
in line as provided in Section 14436 of the Elections Code.
12. The County Clerk of San Mateo County shall be responsible
for the procuring of necessary rosters, ballot boxes and other
supplies for the proper conduct of said election.
13. This Ordinance is adopted pursuant to Article l, com-
prising Sections 43600 to 43638, inclusive~ of Chapter 4, Division 4,
Title 4 of the Government Code of the State of California.
14. This Ordinance shall be published once a week for two
(2) successive weeks in the Enterprise-Journal, a newspaper of
general circulation, printed and published less than six (6) days
a week in said City, and such publication shall constitute notice
of said election. No other notice of the election hereby called need
be given.
15. This Ordinance, being an Ordinance calling and ordering
an election, shall take effect immediately upon its adoption.
