BUDGET AMENDMENT - SUPPLEMENTAL LAW ENFORCEMENT
SERVICES FUND PROGRAM
RECOMMENDATION
It is recommended that City Council adopt the attached Resolution accepting $100,000 from
the State under the Supplemental Law Enforcement Services Fund (SLESF) Program and
amending the Department's budget accordingly.
BACKGROUNDIDISCUSSION
During 1996, Assembly Bill No. 3229 passed, which required that $100 million of the State's
1996-97 Budget be appropriated to create a new subvention to augment local law enforcement
efforts. As a result, the City initially received $132,438.20. Although it was reported to be one-time
supplemental funding for front line police activities, we have continued to receive the funding yearly.
Once more, the Department has been made aware the State will continue the SLESF program for the
2005-2006 fiscal year and our allotment is $100,000.
These funds will be used to supplement our current persol1l1el costs.
To track expenditures, Fund 39 has been established for the Supplemental Law Enforcement Services
Fund.
FUNDING
There are no general fund obligations. The entire amount is provided by the State.

A RESOLUTION AUTHORIZING THE CITY COUNCIL
TO ACCEPT $100,000.00 FROM THE STATE UNDER
THE SUPPLEMENT AL LAW ENFORCEMENT
SERVICES FUND (SLESF) PROGRAM AND AMEND
THE DEPARTMENT'S BUDGET ACCORDINGLY
WHEREAS, staff recommends the acceptance of $1 00,000 from the State under the
Supplemental Law Enforcement Services Fund ("SLESF") Program and amend the
Department's budget accordingly; and

POLICE RESERVE OFFICER
APPRECIATION DAY

WHEREAS, the South San Francisco Police Reserve Unit is a component of the
Police Department and is currently comprised of seventeen men and women; and
and
WHEREAS, South San Francisco has had a reserve unit in operation since 1959;
WHEREAS, the primary purpose of the Police Reserve Unit is to supplement and
assist the regular patrol force with routine and special assignments; and
WHEREAS, members of the Police Reserves have each completed at least 200 hours
of in-house training and an additional 200 hours of college instruction which covered such
topics as search and seizure procedures, laws of arrest, defensive tactics, firearm training,
first aid and CPR; and
WHEREAS, the Police Reserves are volunteers who have displayed a remarkable
dedication to the community including a commitment of2, 367 volunteer hours and 108 pay
jobs for a total of 3,213 hours in 2005.
NOW, THEREFORE, the City Council of the City of South San Francisco, hereby
proclaims April 28, 2006 as
"POLICE RESERVE OFFICER APPRECIATION DAY"
In South San Francisco and urge all residents to join us in recognizing the outstanding
contributions of our Police Reserves.

POLICE SERVICES VOLUNTEERS
APPRECIATION DAY
APRIL 28, 2006
WHEREAS, the South San Francisco Police Services Volunteer Program is a
component of the Police Department and is currently comprised of seven men and women;
and
WHEREAS, the South San Francisco Police Department has had the Volunteer
Program in operation since 1992; and
WHEREAS, the primary purpose of the Volunteer Program is to enhance existing
programs and to accomplish other specific tasks; and
WHEREAS, members of the Volunteer Program have each participated in a variety
of assignments and projects that have had a tremendous impact in all areas of the
organization and have benefited from their efforts, including Operations, Services,
Criminal Investigations, Evidence, Training and Records; and
WHEREAS, the volunteers increase participation in a myriad of Police Department
sponsored activities throughout the community, such as the Easter egg hunt, Police Week
festivities, health and safety fairs, senior citizens' brunch, and other community
presentations have greatly enhanced the image of the Police Department within the
community it serves; and
WHEREAS, the Police Volunteers have displayed a remarkable dedication to the
community including a commitment of an excess of three hundred and thirty hours in 2005.
NOW, THEREFORE, the City Council of the City of South San Francisco, does
hereby proclaim April 28, 2006, as
"POLICE SERVICES VOLUNTEER APPRECIATION DAY"

APRIL 29, 2006
WHEREAS, first celebrated in 1872, Arbor Day became a national holiday in 1907,
and was designated as Bird and Arbor Day in the state of California in 1909; and
WHEREAS, the City of South San Francisco will observe Arbor Day on April 29.
2006 at Orange Memorial Park with a ceremonial tree planting; and
WHEREAS, Arbor Day promotes the planting of trees in urban forests and wild
land areas to encourage the appreciation, protection, renewal, and sound management of
our forests and a healthy ecosystem; and
WHEREAS, trees and shrubs improve the quality of urban environments by
preventing erosion, controlling the wind, reducing noise and air pollution, and by
. enhancing the aesthetic quality of life; and
WHEREAS, trees can help offiet the greenhouse effect by turning carbon dioxide,
the primary cause of global warming, into life-giving o:>.ygen; and
WHEREAS, the planting of trees in South San Francisco will also help conserve
energy use by shading and cooling buildings and pavement; and
WHEREAS, through the cooperation and participation of all the residents of
California in Arbor Day activities, and sharing in its principles throughout the year, we
can pass on an enduring heritage of vital natural resources to succeeding generations.
NOW, THEREFORE, the City Council of the City of South San Francisco does
hereby celebrate the day of April 29, 2006 as
"ARBOR DAY"
in South San Francisco, and urge all residents to observe this day by planting trees which
are horticulturally andaesthetically appropriate for this area.

Dear Mayor Femekes:
Our office represents Vanguard Car Rental. We have filed an appeal of the Plamring
Commission's determination that a maintenance facility proposed for the 1080 San Mateo site
does not satisfy zoning requirements. The Plamring Department set the appeal for a hearing on
May 10, 2006. While we appreciate the prompt setting, I have to be in Truckee to begin a
hearing before the Regional Water Quality Control Board. Therefore, we are requesting that the
appeal be set over to the May 24 meeting.
Thank you for your courtesy in this regard. I look forward to discussing the matter with you and
the other Council members at that time. Please call me if you need any additional information
from us before the hearing.

PRESENTATION TO UPDATE CITY COUNCIL ON THE AIRCRAFf
NOISE INSULATION PROGRAM mSTORY AND FUTURE
RECOMMENDATION
Staff will inform the City Council on the history and status of the Aircraft Noise Insulation
Program (ANlP) and the potential use of remaining program funds for expansion beyond the
present program boundary.
BACKGROUND/DISCUSS~ON
Staff has prepared a presentation to inform City Council of the history of the Aircraft Noise
Insulation Program (ANIP) and to describe the purpose of the program, the status of past phases of
noise insulation work, present details for possible expansion of the program boundaries and to seek
direction on the approach for use of the remaining funds.
FUNDING
ANIP has approximately $2.5 million available from interest monies earned on prior MOU funds
provided by San Francisco International Airport for program completion and possible expansion.
CONCLUSION
As part of this presentation, staff is requesting that Council take action by directing an ANIP sub-
committee meeting be convened to discuss various aspects of the program and provide direction to
staff as to the use of the remaining ANIP funds.

SUBJECT: Amendment to Number of Members on the Cultural Arts Commission
RECOMMENDATION:
Motion to waive reading and adopt an ordinance to amend Title 2, Chapter 80, Section 030 of the South San.
Francisco Municipal Code, to reduce the maximum number of members on the Cultural Arts Commission.
DISCUSSION:
At the previous City Council meeting, the Council provided direction to amend the City's ordinance governing
the number of members on the Cultural Arts Commission, such that upon the voluntary resignation of a member
of the current Commission, the maximum number of members allowed on the Commission would be nine.
The proposed Ordinance reduces the maximum number of Commission members from fifteen to ten, until the
voluntary resignation of anyone member of the ConU11ission, at which time the maximum number of
Commission members will be nine.

ORDINANCE NO.
AN ORDINANCE AMENDING TITLE 2, CHAPTER 80, SECTION 030 OF
THE SOUTH SAN FRANCISCO MUNICIPAL CODE TO REDUCE THE
NUMBER OF MEMBERS ON THE CULTURAL ARTS COMMISSION
WHEREAS, the City Council desires to reduce the number of members of the Cultural Arts
Commission to up to nine members.
NOW THEREFORE, the City Council ofthe City of South San Francisco does ORDAIN as
follows:
SECTION 1. AMENDMENTS
The City Council hereby amends section 030 of Chapter 80 of Title 2 of the South San
Francisco Municipal Code, a follows:
a. The first sentence of the Section is deleted ill its entirety and replaced with the following
sentence: "The cultural arts commission shall consist often members until the voluntary
resignation of anyone member, after which time the cultural arts commission shall
consist of up to nine members."
SECTION 2. SEVERABILITY
If any provision of this ordinance or the application thereof to any person or circumstance is
held invalid or unconstitutional, the remainder of this ordinance, illcluding the application of
such part or provision to other persons or circumstances shall not be affected thereby and
shall continue in full force and effect. To this end, provisions ofthis ordinance are severable.
The City Council of the City of South San Francisco hereby declares that it would have
passed each section, subsection, subdivision, paragraph, sentence, clause, or phrase hereof
irrespective of the fact that anyone or more sections, subsections, subdivisions, paragraphs,
sentences, clauses, or phrases be held unconstitutional, invalid, or unenforceable.
SECTION 3. PUBLICATION AND EFFECTIVE DATE
This Ordinance shall be published once, with the names of those City Councilmembers
voting for or against it, in the San Mateo Times, a newspaper of general circulation in the
City of South San Francisco, as required by law, and shall become effective thirty (30)
days from and after its adoption.
