HomeMy WebLinkAboutMinutes 2006-05-10 MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO REGULAR MEETING WEDNESDAY, MAY 10, 2006 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 7:32 p.m. (Cassette Tape No.1) ROLL CALL: Present: Councilmembers Addiego, Gonzalez and Matsumoto, Vice Mayor Garbarino and Mayor F ernekes Absent: None PLEDGE OF ALLEGIANCE: Led by Mayor F ernekes INVOCATION: Pastor John Cantley, Grace Covenant Church PRESENTATIONS · Proclamation: National Historic Preservation Month, May 2006 - Mayor Fernekes presented proclamation to Historic Preservation Commission Chairman Joe D'Angelo. · Communications Opportunity Promotion and Enhancement (COPE) Act of2006 (HR 5252), and Digital Infrastructure Video Competition Act of 2006 (AB 2987 Nunez and Levine) - Information Technology Director Doug Hollis provided information and a visual overview of the proposed federal and state legislation designed to address the concerns of new video and Internet providers. He explained the effect on franchise revenues and the current status of the bills. Mayor Fernekes requested staff keep track of the bills as they go through the House and Assembly, and keep Council apprised. · Annual Weed Abatement Program - Fire Prevention Technician Larry Pasero and Paramedic/Firefighter Paule Medeiros gave a visual overview of this year's program, and responded to questions related to the program's inspection, assessment and compliance process. AGENDA REVIEW No changes. PUBLIC COMMENTS Mr. Joe D'Angelo, resident, announced the upcoming Sister Cities' Cinco de Mayo celebration dinner to be held May 12,2006. ITEMS FROM COUNCIL . Announcements . Committee Reports Councilmembers reported on attendance at community and regional events and meetings, announced upcoming events and fundraisers, and acknowledged members of the community for their contributions. Councilman Gonzalez commented on the flyers that are being posted on streetlight poles in the Grand/Linden Avenue area and damaging the paint finish. He requested, with the concurrence of Council, that the City enforce the current sign ordinance related to this matter and that the "po stings prohibited" decals be imprinted with the municipal code section that is being violated. Public Works Director White stated that there are several sections ofthe municipal code that could address the violation, but the most effective section will be cited on the decal. Councilman Addiego requested City Clerk Payne report on the Universal Voting Center. She provided information on the date and times the new eSlate voting machine will be available at the Municipal Services Building for those who wish to vote early. Mayor Fernekes asked for a status report on the matter of regulating dangerous dogs (discussed at the March 22 meeting). Police Chief Raffaelli reported the Humane Society's lack of support has become a countywide issue. Mayor Fernekes stated that he will bring this issue to the Council of Cities for discussion and stressed the necessity that South San Francisco be proactive regarding this matter. Vice Mayor Garbarino reported that he was recently appointed vice chair of the ABAG Regional Airport Planning Committee. He reported on a meeting with Genentech and Unified School District representatives to discuss an outreach program with high school students to create a pool of employees for the biotech industries and will eventually involve the recreation department. The Vice Mayor further beseeched the community to help in the plight to provide a prosthetic limb for a young disabled man, Miguel Bernal, who lives in Atotonilco, Mexico. Mayor Fernekes requested the BART linear park agreement be agendized for the May 24th meeting. CONSENT CALENDAR I. Motion to approve the minutes of April 19 and 26, 2006 2. Motion to confirm expense claims of May 10,2006 in the amount of$I,212,242.81 3. Resolution No. 26-2006, accepting funds from Supplemental Law Enforcement Services Fund Program in the amount of$100,000 4. Acknowledgement of proclamations issued: Police Reserve Officers Appreciation Day, 4/28/06; Police Services Volunteers Appreciation Day, 4/28/06; and Arbor Day, 4/29/06 REGULAR CITY COUNCIL MEETING MINUTES MAY 10,2006 PAGE 2 Motion-Matsumoto/Second-Garbarino: To approve the Consent Calendar, as submitted. Unanimously approved by voice vote. PUBLIC HEARING 5. Consideration of appeal of Planning Commission decision to deny a Use Permit to allow a rental car fleet maintenance use, including construction of a maintenance building, car wash and related site improvements, at 1080 San Mateo Avenue in the M-l Industrial Zone District in accordance with SSFMC Section 20.30.030; Appellant: Vanguard Car Rental USA, Inc. Request to continue to May 24, 2006 Public hearing opened. Motion-Addiego/Second-Garbarino: To continue the appeal ofthe Planning Commission decision related to Vanguard Car Rental USA, to May 24,2006. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS 6. Aircraft Noise Insulation Program History and Future Staff report and visual presentation given by ANIP Construction Manager Jeff Baca. Staff asked for direction on how to use the remaining ANIP funds and recommended a subcommittee be established to discuss priorities, including: . whether to consider homes closest in proximity to the airport first, or . homes closest in proximity to the current ANIP boundary; . homes on entire street or just a portion of the street; . continue the policy of single homes first, and condominiums second. In reference to Camaritas Avenue, Vice Mayor Garbarino requested a list of properties be provided that indicate which home are completed the program and those that have not been completed. Councilmembers discussed the current contour lines, Village Way's participation in the program, the notification process, and ordinances requiring property owners be notified of the program. Mayor Fernekes appointed Vice Mayor Garbarino and Councilman Addiego to the ad hoc committee to review the program guidelines and at recommendations to which homes should be insulated next. LEGISLATIVE BUSINESS 7. Waive reading and introduce an ordinance amending SSFMC Chapter 2.80, Cultural Arts Commission REGULAR CITY COUNCIL MEETING MINUTES MAY 10, 2006 PAGE 3 Councilman Addiego commented on phone calls and a letter received regarding this issue and suggested a study session be held with the Cultural Arts Commission A majority of Councilmembers expressed their position that the recommendation should remain at nine members. Further discussion included the composition of the committee, how it was established when Jack Drago was mayor, and the numerous projects that have been suggested for the commission to pursue, e.g., note cards of sculpture pieces, working with the School District for tours of the sculpture garden, kite day, partnering with other commissions, etc. Mayor Fernekes rationalized that this is an introduction of the ordinance, a second reading gives the public an opportunity to speak, and in effect, if nine members are not sufficient the ordinance can be amended again. Councilmembers further discussed a joint meeting with the Cultural Arts Commission and with all commissions as was once done annually. There was a majority consensus to schedule a future meeting with the Cultural Arts Commission. Mayor Fernekes suggested agenda items include the composition of the commission, organizing a "friends of cultural arts", and other ideas that Councilwoman Matsumoto stated she presented to the Commission. Motion-GonzalezlSecond-Matsumoto: To waive reading and introduce an ordinance amending Title 2, Chapter 80, Section 010 ofthe South San Francisco Municipal Code to reduce the number of members on the Cultural Arts Commission. Unanimously approved by voice vote. Mayor Fernekes requested the second reading of the ordinance not be agendized under Consent and to inform Council of a date for a joint meeting. COUNCIL COMMUNITY FORUM Councilman Gonzalez stated he had a meeting with the owner of the Goodnight Inn to tour its dining room renovation work.
