AN ORDINANCE OF THE CITY OF SOUTH SAN FRAN-
CISCO ESTABLISHING REQUIREMENTS FOR FIRE
ALARM SYSTEM AND FIRE ALARM BOXES
SECTION I. DEFINITIONS.
For purposes of this division, certain terms used herein are
defined as follows:
A. "FIRE ALARM SYSTEM" shall mean a completed system
which the Chief of the Fire Department in accordance
with accepted standards determines is or reasonably
may be necessary to protect buildings or structures
against fire.
B. "TO DEVELOP LAND" shall mean to make any improvements
or do any work upon such land which would require
the issuance of a building permit under the building
code.
C. "FACILITIES" shall mean such fire alarm system, fire
alarm boxes and appurtenances thereto as are neces-
sary for fire protection, including easements there-
for.
D. "FIRE CHIEF" shall mean the Fire Chief of the City
of South San Francisco or other official in the Fire
Department duly appointed by him to administer the
provisions of this division.
E. "N.B.F.U." shall mean National Board of Fire
Underwriters.
F. "STANDARD" shall mean the standards adopted
by the Fire Department for the installation of
fire alarm wires and fire alarm boxes and all
appurtenances thereto.
G. "LAND" shall mean any lot, parcel, acreage or
building site, or any other land or portion
thereof embraced within a common plan of de-
velopment, whether private or public owned,
improved or unimproved.
SECTION II. ON-SITE FACILITIES MAY BE REQUIRED.
When any land is developed in such a manner that all or
a substantial part of any building or structure thereon is or
becomes in excess of the distance from an existing fire alarm
system and or facilities required for fire protection as here-
inafter provided, the owner, developer or agent shall provide
such alarm system and or fire protection facilities as shall
be determined necessary pursuant to this ordinance.
SECTION III. PLANS REVIEWABLE BY FIRE DEPARTMENT.
A copy of the plans submitted to the Planning Commission
pursuant to the provisions of the Zoning Ordinance and those
submitted to the Building Department for building permits
in accordance with the Uniform Building Code shall be for-
warded to the Fire Chief for review and determination as to
whether an adequate fire alarm system and fire alarm boxes
exist or are to be provided.
SECTION IV. REVIEW BY FIRE DEPARTMENT.
When plans are submitted pursuant to Section III, the
Fire Chief, or any other official duly appointed by him,
shall review same and determine whether any building or
structure on the land to be developed is or shall by virtue
of said development become in excess of the distance as here-
inafter provided from an adequate fire alarm box and or fire
alarm system. If upon such review it is determined either
that additional fire alarm boxes and or fire alarm protection
are not required or that they are adequately provided for in
the plans, the Fire Chief or his duly appointed official shall
endorse his approval thereon. If adequate provision for such
fire alarm box and or fire alarm protection facilities is not
made, the Fire Chief or his duly appointed official shall
either disapprove said plans and indicate to the Planning Com-
mission in writing wherein they are deficient (in which case
any revised plans shall be resubmitted to the Fire Department)
or approve said plans subject to condition that ~eficiencies
noted are corrected. If the Fire Chief or his duly appointed

official fails to take the required action within five working
days after submission of the plans to him, then the Planning Of-
ficer shall give the Fire Chief or his duly appointed official
notice in writing that the plans shall be deemed approved by the
Fire Chief unless a report and recommendation is filed within 48
hours after receipt of the notice, and should said report and re-
commendation not be so filed, the plans shall be deemed approved
by the Fire Chief.
SECTION V. LOCATION AND INSTALLATION OF FIRE ALARM BOXES.
Fire alarm boxes shall be located and installed in the follow-
ing manner at the owner's or developer's expense:
A. Distance from building or structure front entrance:
1. Commercial and manufacturing areas
A fire alarm box shall be installed within
300 feet in each direction from the point on the
curb in front of the front entrance of the build-
ing or structure.
2. Residential districts
A fire alarm box shall be installed within
500 feet in each direction from the point on the
curb in front of the front entrance of the build-
ing or structure.
B. Visibility:
The Chief of the Fire Department may require that said
fire alarm boxes be installed so as to be visible from
the point on the curb in front of the main entrance
above referred to.

C. Conformance with department specifications:
The type of boxes and the construction and instal-
lation shall conform to the specifications of the
Fire Department and upon inspection and approval by
the Chief of the Fire Department or his duly appoin-
ted representative shall become part of the City's
fire alarm system. The Chief of the Fire Department
may require aerial or underground alarm systems
where same are specified by fire alarm specific-
ations or are required to conform to the type of
system in the district where installation is to be
made.
D. National Board of Fire Underwriters Pamphlet #73.
The type of box and the construction and installation
shall also conform with the provisions set forth in
National Board of Fire Underwriters Pamphlet #73
which provisions are hereby referred to and by this
reference incorporated therein.
SECTION VI. EXTENSION OF FACILITIES AND ACQUISITION OF
CAPACITY INTEREST IN CENTRAL STATION FIRE ALARM EQUIPMENT
The owner or developer shall extend the wiring, circuits and
any other facilities which connect the fire alarm box to the fire
alarm system and to central station fire alarm equipment. The num-
ber of boxes on a circuit shall not exceed 40. The owner shall re-
imburse the City in the sum of $100.00 for each fire alarm box
installed and connected to the system for the acquisition of a
capacity interest in central station fire alarm equipment.
SECTION VII. CLEAR AREA FOR BOXES AND ALARM CIRCUITS.
The location of all fire alarm boxes and fire alarm system
shall be approved by the Fire Chief or his duly appointed official.
Nothing herein shall prevent the installation of all or a portion
of said facilities on land adjoining the land to be developed if
the Fire Chief shall approve such installation as being in all
respects adequate under the provisions of this division and the
conditions of dedication and access herein are met. Should appli-
cant make use of adjoining land for such purposes, he shall file
with the Fire Chief a copy of the Grant of Easement for said pur-
poses. The plans for on-site facilities shall show a clear area
of not less than five feet in width for the location and placement
of said facilities.
SECTION VIII. CIRCUIT ROUTES.
The Fire Chief shall designate the routes of circuits to be
installed and the poles to be contacted in said installation. He
shall secure the necessary permits for contacting to the poles of
Pacific Gas & Electric Company or those under the jurisdiction of
the Joint Pole Association. He shall select and designate the
fire alarm box numbers and locations. Ail work necessary for the
complete installation of fire alarm boxes and circuits shall be
done in a workmanlike manner. When installation is completed and
before acceptance, tests shall be made of each fire alarm box
by a representative of the South San Francisco Fire Department to
ascertain that each box is functioning properly. If adjustments
are necessary, they shall be made by the contractor in the presence
of said representative.
SECTION IX. PENALTIES.
Any person violating any of the provisions of this Ordinance
shall be deemed guilty of a misdemeanor. Any person who shall be
convicted of a violation of this Ordinance shall be deemed guilty
of a misdemeanor and shall be punishable by a fine of not more
than $500.00 or by imprisonment not to exceed six (6) months, or
by both such fine and imprisonment.
SECTION X. PUBLICATION AND EFFECTIVE DATE.
The City Clerk shall certify to the adoption of this Ordin-
ance and cause it to be published once in the Enterprise~$ournal,
a newspaper of general circulation, published and circulated in
said City as required by law within fifteen (15) days after its
passage and shall take effect and be in force thirty (30) days
from and after its adoption.
