The development will be designed for flexibility and will support either technology or life sciences companies. The office buildings will be designed as high-rise buildings located above a below grade parking podium. The Phase 1 Precise Plan includes: Building 1, office building 317,495 square feet Building 2, retail, fitness, and event space 88,200 square feet Building 7, office building 295,220 square feet The Conceptual Specific Plan Build Out includes additional Phases: Building 3, office building 271,950 square feet Building 3A, office building 277,365 square feet Building 4, office building 231,865 square feet Building 4A, office building 198,530 square feet Building 5, office building 280,165 square feet Building 5A, office building 39,200 square feet Building 6, office building 387,275 square feet Building 6A, office building 306,540 square feet. Total Conceptual Specific Plan Build Out 2,693,805 square feet A nine (9) story parking structure is included in the Conceptual Specific Plan and will contribute to the required parking stalls. 2.0 Dry Utilities Technical Memorandum -Item 33 2.1 Provide Dry utilities technical memorandum Refer to the Southline Project PG&E Electric/Dry Utility Planning Study in South San Francisco, CA, prepared by Power Systems Design (PSD) dated 4/9/2020 attached to this summary. Gas piping shall be distributed throughout project site to each building. Gas service shall be from PG&E and shall run to an exterior gas meter(s) at each building fitted with a shutoff valve. Meter locations and installations shall comply with PG&E Greenbook requirements. Gas may be used for the following equipment, depending on legislature regarding carbonization and on selection of systems for each building: domestic water heating, space heating, cooking, capacity for future tenant equipment. If the site is developed as a life sciences campus, the gas may be used for lab equipment and 2 Southline | MEP CEQA Information capacities to each building should be increased to accommodate such loads. Gas pressure from PG&E shall be 2psi, run through buildings at this pressure to minimize pipe sizes and lowered as needed locally for equipment connections. Pressure regulators within the buildings shall all be ventless type. Gas piping within the buildings shall be all Schedule 40 steel with welded or threaded connections. Flexible connections may be provided on the service into the building if needed due to settlement and/or seismic allowance. 3.0 Description of Sustainability Measures -Item 40 3.1 Overview of Sustainability Measures The Southline development will seek to integrate sustainable design throughout the designs of the masterplan and the individual buildings to the extent that measures are technically and economically feasible. General design approaches and strategies may include: Optimization of building envelopes to balance building energy uses (e.g. artificial lighting, heating, cooling, fans) while also providing healthy, productive spaces for building occupants (e.g. daylight, views, thermal comfort). Use of passive design strategies to minimize reliance on active heating and cooling systems Selection of energy efficient HVAC system approaches and equipment Balance of ventilation and indoor air quality outcomes alongside energy efficiency considerations Use of efficient water consuming devices (e.g. plumbing fixtures, appliances, cooling equipment) to minimize demand for water and manage energy consumption of domestic hot water systems Prioritize water efficient landscaping practices Review opportunities to reuse water on-site (e.g. stormwater or greywater reuse) to minimize water consumption and manage site outflows Review opportunities for installation of on-site renewable energy (e.g. PV, solar thermal) Prioritization of all-electric energy sources (see further discussion below) 3.2 Climate Action Plan Response The development is knowledgeable of and will comply with the City of South San Francisco’s Climate Action Plan. A summary of the design responses mostly likely to comply with the CAP for the Southline project is listed below: Southline | MEP CEQA Information 3 a) Install conduit to enable installation of electric vehicle charging stations b) Reduce heat island effect of developments through use of high-albedo surfaces and / or similar technologies c) Purchase off-site renewable energy to offset at least 50% of building energy use as calculated by buildings’ Title 24 modeled energy consumption d) Buildings will be wired to be solar-ready e) Undertake the following water efficiency measures as outlined by the CAP: i. Establishing a variable-speed pump exchange for water features. ii. Restricting hours of irrigation to occur between 3:00 a.m. and two hours after sunrise. iii. Installing irrigation controllers with rain sensors. iv. Landscaping with native, water-efficient plants. v. Installing drip irrigation systems. vi. Reducing impervious surfaces. 3.3 All-Electric Design In response to State Senate Bill 100 and the mandated decarbonization of the California electrical grid by 2045, building designs in the development will prioritize use of all- electric sources of energy wherever technically and economically feasible. Common areas where natural gas have been traditionally used include HVAC, domestic hot water, cooking, and process uses (e.g. laboratory, R&D). In most, if not all, of these examples, cost effective and practical all-electric alternatives exist and will be prioritized for this development. Where there are technical impediments for all-electric design approaches or they are substantially more costly, life cycle cost analyses will be performed alongside assessment of relative energy / carbon performance to inform design decisions. 4 Southline | MEP CEQA Information 4.0 Stationary Equipment (Noise Sources) – Item 43 4.1 Phase I: Will there be stationary equipment or stationary noise sources that could generate noise? If so, describe the approximate locations, and provide all additional available information, such as equipment type/size (e.g. a 2,500 kW emergency generator). Stationary equipment may include: •emergency generator •electric fire pumps, domestic pumps, irrigation pumps •HVAC equipment, boilers and/or pumps •cooling towers •ventilation fans •loading docks •other mechanical equipment Each building in Phase 1 will include the equipment listed above. The emergency generators are planned at grade, outdoors in sound attenuated enclosures. See the sizes of emergency generators below. The HVAC equipment including chillers, boilers, pumps, cooling towers, and air handling equipment will be in enclosed rooms or on the roof shielded or screened with mechanical roof screens at least the height of the equipment. 5.0 Stationary Equipment Noise Attenuation – Item 44 5.1 For on-site mechanical equipment (e.g. HVAC equipment, generators, etc.), describe all attenuating design features that may be included. E.g., all HVAC equipment would be shielded by walls at least as high as the equipment. All Generators will be enclosed, or shielded by walls at least as high as the generator body and the exhaust outlet, etc. Commercial Office Building Plan All on-site mechanical equipment would be installed within interior plant rooms, including chillers, boilers, and pumps. Fan-driven equipment such as air handling units, cooling towers, and exhaust fans shall be shielded on the roof by walls at least as high as the equipment. Bioscience (R+D) Building Plan All on-site mechanical equipment would be installed within interior plant rooms, including chillers, boilers, and pumps. Fan-driven equipment such as air handling units, cooling towers, and exhaust fans shall be shielded on the roof by walls at least as high as the equipment, with exception of laboratory exhaust stacks would be terminated 20’0” above the highest occupied level or approximately 5’0” above the screen wall. 6 Southline | MEP CEQA Information 6.0 Stationary Combustion Engines (Phase I) – Item 65 6.1 Will there be stationary combustion sources (e.g. emergency generators, diesel-powered fire pumps) on the Phase I site? If so, please provide the types, their horsepower, their hours of operation (hours per day and days per year), what fuel will they burn (gasoline, diesel, propane, natural gas, biofuel, etc.), and their location. Please note if any of these sources operate under existing conditions. Response: Life safety standby diesel generators will be provided for each of the Phase 1 buildings. Diesel powered fire pumps are not anticipated. Refer to the table below identifying the generator sizes, horsepower, and fuel type for each building. The generators are planned at grade, adjacent to the loading dock for each building. Will all generators be tested on the same day; if not, over how many days would testing be phased? Per the NFPA 110, a minimum of 30 minutes of monthly testing is required per generator. Generally speaking, a weekly physical inspection and a monthly load test will be conducted on each generator. Every 36 months, the generators will run a 4 hour continuous full load test. It is unlikely that all generators in phase 1 will be tested on the same day but it is possible. They are likely to be phased over 1 to 3 days. 7.0 HVAC System – Item 67 7.1 For Phase I, please provide specifics of the proposed HVAC system, including location (roof- or ground-mounted) and filters (e.g., MERV -13). Commercial Office Building One chilled water plant located in a rooftop penthouse shall be provided per building. The chiller plant will consist of water-cooled electric centrifugal chillers with variable speed compressors. Refrigerant systems shall not use CFC- based refrigerants or halons. Three primary chilled water pumps will be used to deliver chilled water to the building. The pumps are to be controlled by variable speed drives to maintain system differential pressure setpoint and staged in a lead/lag sequence to ensure equal wear and tear on the equipment. Two equally-sized cooling tower cells are to be located outside of the chiller plant within an architectural screened enclosure. The cooling towers will be piped into the central plant and three condenser water pumps will be used to circulate water through the chillers. An active spray nozzle type recirculating water filter system is to be provided to remove debris from the condenser water piping system. A side-stream chemical water treatment system is to be provided. The pumps are to be controlled by variable speed drives to maintain system differential pressure setpoint and staged in a lead/lag sequence to ensure equal wear and tear on the equipment. Cooling tower must be capable of recirculating the water at least 10 times. As required by Title 24, and LEED V4, cooling towers must be equipped with drift eliminators that reduce drift to a maximum of 0.002% in counterflow towers, and a maximum of 0.005% in crossflow towers. Cooling tower shall be provided with conductivity controllers, overflow alarms, and makeup water meter with connections to the Building Management system. Fan array-style air handling units with supply and return fan arrays shall be located within a screen enclosure on the roof. Neither redundancy, nor extra capacity is 8 Southline | MEP CEQA Information required for each air handling unit. Provide MERV 8 pre-filters and MERV 14 final filters for systems serving all occupiable spaces as defined in ASHRAE and Title 24. Outside Air Flow Metering shall be provided. The generators are located outdoors on-grade in weather-proof enclosures, within an acoustic enclosure, and do not require additional flues. The cooling towers will be piped into the central plant and three condenser water pumps will be used to circulate water through the chillers. An active spray nozzle type recirculating water filter system is to be provided to remove debris from the condenser water piping system. A side-stream chemical water treatment system is to be provided. The pumps are to be controlled by variable speed drives to maintain system differential pressure setpoint and staged in a lead/lag sequence to ensure equal wear and tear on the equipment. Cooling tower must be capable of recirculating the water at least 10 times. As required by Title 24, and LEED V4, cooling towers must be equipped with drift eliminators that reduce drift to a maximum of 0.002% in counterflow towers, and a maximum of 0.005% in crossflow towers.
