Box 711 (City Hall, 400 Grand Avenue) South San Francisco, CA City Council Resolution: RES 173-2021 File Number: 21-774 Enactment Number: RES 173-2021 RESOLUTION OF THE CITY OF SOUTH SAN FRANCISCO APPROVING THE SECOND AMENDMENT TO AND RESTATEMENT OF THE JOINT POWERS AGREEMENT ESTABLISHING THE PENINSULA TRAFFIC CONGESTION RELIEF ALLIANCE AND AUTHORIZING EXECUTION OF SAME. WHEREAS, the Peninsula Traffic Congestion Relief Alliance ("Alliance") was established in 2000 through a Joint Powers Agreement ("JPA") executed by 15 cities in the County of San Mateo, to assist the public and private sectors in achieving traffic congestion relief; and WHEREAS, in 2005, the JPA was amended to include the County of San Mateo, and the Towns of Atherton and Hillsborough as members of the Alliance, bringing the total membership to 18 agencies, all of which approved and executed the Amendment to and Restatement of the Joint Powers Agreement; and WHEREAS, the City of Menlo Park and the Town of Portola Valley desire to join the Alliance and the Town of Woodside may consider membership as well; and WHEREAS, adding members to the Alliance requires all of the current members as well as the new members to approve and execute a Second Amendment of the Joint Powers Agreement; and WHEREAS, in addition to expanding the membership of the Alliance, the proposed Second Amendment to the Joint Powers Agreement takes the opportunity to update and refresh the JPA by (1) revising the first section on "Purpose" to reflect the Alliance's recently adopted Mission and Vision Statements as set forth in its Strategic Plan and (2) clarifying that the Alliance has developed a new brand and has become known to the public as "Commute.org"; and WHEREAS, at its meeting on September 16, 2021, the Alliance Board of Directors reviewed the proposed Second Amendment to and Restatement of the Joint Powers Agreement Establishing the Peninsula Traffic Congestion Relief Alliance that incorporates the changes recited above and approved this Second Amendment for presentation to the San Mateo County Board of Supervisors and the city councils of current and new members for approval and execution of same. NOW, THEREFORE, BE IT RESOLVED that the City of South San Francisco hereby approves the Second Amendment to and Restatement of the Joint Powers Agreement Establishing the Peninsula Traffic Congestion Relief Alliance and authorizes the Mayor to execute and the City Clerk to attest to this document.
