The meeting was called to order at 6:00P.M. via Teleconference meeting (Zoom).

OLD BUSINESS
New Main Library and Parks & Recreation Community Center Project Update
Furniture, fixtures and equipment phase is still in process for the project.The project, has had a
number of complicated delays thatbrieflyslowed the work on the new Community Center. Items
have been resolved and the project is back on track. Thearchitects are working on updated
renditions of the spaces. Pictures and presentation of the updates may be given at the next
meeting to the Library Board of Trustees.
Library Reopening Plans –Adam Elsholz, Assistant Library Director
SSFPL is continuing to provide Curbside Pickup. .Both Main and Grand Avenue Libraries will

be reopening on Monday, May 3. Computer use and public seating will not be available to
patrons. Reopening date of the AMH is not set.

The Library Board of Trustees reviewed and discussed the Suspension Library Privileges Policy.
A motion to amend was made, seconded and approved.

BUDGET
Governor proposes $50 million for library constructionand fundingfor library
broadband projects
This morningGovernor Gavin Newsomheld a press event in order to present
the 2021-22 State Budget.process allows Governor Newsomthe abilityto
update his January Budget to reflect the April (or in this case, May) tax receipts and federal funding
allotments. In theMay Revisiondocument the Governor
Revision stands in stark contrast to the budget of one year ago. Compared to a projected budget
deficit of $54 billion a year ago, the state now has a projected $75.7 billion surplus. Combined with
over $25 billion in federal relief, this supports a $100 billion California Comeback Plan a once-in-a-
life-
standing challenges and provide opportunity for every California family regardless of their income,
The Governor proposes spending the large surplus in areas such as: $12 billion
immediate relief direct payments to taxpayers ($600 checks, etc.), $12 billion for homeless solutions
and affordable housing, $10.9 billion to pay down retirement liabilities for employees under PERS and
STRS, $3.6billion for jobs and infrastructure, $7 billion for broadband connectivity, $5.1 billion for
drought resilience, etc.

Included in the proposals for public libraries under the State Library Budget are the following items:
INFRASTRUCTURE
An increase of $50 million in one-time General Fund for an equity-
focused matching grant program to support locallibrary infrastructure.
Broadband AccessAn increase of $35 million one-time General Fund available through
2024-25, to expand broadband access to isolated and under-served communities through a
collaborative partnership of local education agencies, regional libraries, and telehealth
providers and leverage available federal funds through the E-Rate Program.(Note: this is an
effort to try to build out broadband service in hard-to-reach or unserved communities by using
the concept of maximizing resources by pulling fiber for a collection of anchors in the
community instead of for just one component e.g. the library or a health clinic.)
Broadband Capacity and Equipment GrantsAn increase of $6 million one-time General

behalf of CLA in strong support of the Senate Democratspackage and we also thanked the Senate
President pro Tem Toni Atkins, Senate Budget Chair Nancy Skinner, Senate Budget Subcommittee
Chair John Laird and their staff for actively working with CLAas we continue to put the details of the
package together.
In terms of mechanics, discussionswill begin moving quickly, with the Senate and Assembly Budget
May.
The Assembly will do the same, and then both budgets will need to be negotiated and reconciled with
required to send the Governor a Budget by June 15.
