Please note that due to the COVID-19 outbreak, the Library Board of Trustees Meeting will be
conducted by teleconference only pursuant to the provisions of the Governor’s Executive Order’s N-25-
20 and N-29-20 issued on March 17, 2020 allowing for deviation of teleconference rules required by the
Brown Act and pursuant to the order of the Health Officer of San Mateo County dated March 31, 2020.
You are invited to offer your suggestions. In order that you may know our method of conducting
Library business, we will proceed as follows:

X. FEATURED ANNOUNCEMENTS.
a) Both South San Francisco Public Library locations have suspended walk-in services to
minimize in-person contact due to COVID19. With the ICU capacity of the Bay Area
below 15%, the Bay Area Regional Stay at Home Order is in effect. For the safety of the
public and our staff, curbside services will be temporarily suspended effective Thursday,
December 17, 2020. Our book drops will also be closed until further notice. Please visit
our website for updates and further information: https://www.ssf.net/departments/library.
b) Upcoming holidays:
In observance of President’s Day, there will be no Library phone or email services on Sunday,
February 14, 2021 and Monday, February 15, 2021.

CALL TO ORDER
The meeting was called to order at 6:00 P.M. via Teleconference meeting (Zoom).
ATTENDANCE
Library Trustees present: Diane Huddleston, Mary Giusti, Hector Camacho, Liru Chin and Claire
Ramsey. Library staff present: Valerie Sommer, Library Director; Adam Elsholz, Assistant
Library Director; Anna Taloma, Grand Avenue Branch Manager; and Elia Moreno,
Administrative Assistant II. Guest: John Baker.
APPROVAL OF MINUTES
Motion to approve the minutes from the October 27, 2020 meeting was made, seconded and
approved as presented.
PUBLIC COMMENTS
Former Library Board member Pat FitzPatrick wishes the best to the new Library Board
members: “Claire and Hector, I hope you both find membership on the library board as
rewarding as I did. Best wishes for a long and productive time with the library.”

OLD BUSINESS
New Main Library and Parks & Recreation Community Center Project Update
A virtual or hybrid groundbreaking is tentatively scheduled for mid- January. The event will
include very few individuals in person; attendance to follow COVID-19 safety measures. The
construction bid has been accepted – the chosen bid was from Swinerton. Fundraising has
continued in a more limited fashion due to the impact of COVID and understanding that
food/shelter are also major fundraising needs at this time.
Coronavirus, COVID-19, Response and Recovery Plan
Due to COVID-19 surges, a date for “browse by appointment” has not yet been set. Although a
reopening is still in question, Library staff continues to plan in order to be prepared when the
County of San Mateo returns to the orange/ yellow tiers. For reopening, staff will prepare the

Library with sanitizing stations, regular book cart and book shelf cleaning, as well as wiping
down Self Check stations patrons have finished using.
NEW BUSINESS
Nominations for 2021 Slate of Officers
Nominations of officers were made as follows: Diane Huddleston as President; Mary Giusti as
Vice President; Liru Chin as Secretary. The official election of officers is scheduled to take place
during the January 26, 2021 meeting.
AG ENDA BUILDING
New Community Civic Center Campus Update; COVID-19 Response and Recovery Plans;
Review of Library Board Handbook; Election of Officers.
ANNOUNCEMENTS
Normal walk-in Library services and programs are suspended while County health orders in
regards to the COVID-19 health emergency are in place.
The upcoming holiday schedule is as follows:
Christmas – Staff will be available for half day on Thursday, December 24th; there will be no
Library services on Friday, December 25th.
New Year’s – Staff will be available for half day on Thursday, December 31st; there will be no
Library services on Friday, January 1, 2021.
A proclamation for former Library Board members, Pat FitzPatrick and Robert Turnberg, will be
presented at the December 1st Special City Council meeting.
A proclamation for Mayor Garbarino will be presented at the December 9th City Council
meeting, thanking him for all his years of service.
GOOD AND WELFARE
Library Board members and Library staff welcome Hector Camacho and Claire Ramsey to the
Library Board of Trustees. We all look forward to working with you both.

GOVERNOR NEWSOM’S 2021-22 BUDGET: LIBRARY FUNDING PROPOSED
Senate and Assembly Conduct Overview Hearings
Last Friday, Governor Gavin Newsom released his January 2021-22 State Budget, which
featured almost $10 million in proposed new funds for popular public library programs. On
Friday, you may have received a notice from the State Librarian, highlighting the good news
from the Governor’s plan. Here is the specific detail from the Governor’s Budget:
Zip Books: “An increase in $1 million ongoing General Fund to support the online
purchase and delivery of library books through the Zip Books Program. This no-cost
service is an alternative to traditional interlibrary loan and enables library patrons to more
efficiently request and receive books not available at their local library.”
Lunch at the Library: “An increase of $800,000 ongoing General Fund for library
districts to develop summer meal programs for students in low-income communities.”
Community Outreach Vehicles and Bookmobiles: “An increase of $3 million one-
time General Fund to provide grants to underserved local libraries for the purchase of a
bookmobile or community outreach vehicle.”
Early Learning and After School Programs: “An increase of $5 million one-time
General Fund to provide grants to local libraries to support early learning and after -school
programs.”
It is important to note that in the case of the Zip Books and Lunch at the Library proposed
appropriations, the Governor is suggesting that those dollars be “ongoing” in nature – meaning
that the funding would be continuous, year-to-year unless adjusted by a future Budget action.
“Ongoing” funds would give public libraries a better opportunity to make plans and assumptions
about programs. The other two programs – Community Outreach Vehicles and Bookmobiles
and Early Learning and After School Programs – are proposed for “one-time” funding, meaning
that the dollars must be spent in fiscal year 2021-22 and the funds are not continuous. You may
have read in media reports that that state is experiencing a higher than anticipated amount of
revenues, which have materialized in the form of a one-time surplus of $15 billion. The
Governor is reluctant to commit too much in the way of ongoing funding to programs due to a
projected downturn in the state’s revenues, anticipated to be as much as an $11 billion Budget
deficit by 2023-24. Thus, the use of one-time funds allows the Governor to make investments in
programs without the long-term commitment.

On Monday, the Assembly Budget Committee met to hear a presentation on the Governor’s
Budget from representatives from the Department of Finance, as well as a high-level analysis of
the Governor’s proposal from the state’s Legislative Analyst ’s Office. The Legislative Analyst
called the Governor’s proposed budget “overall, a reasonable mix of one -time and ongoing
funds.” However, he noted that the Administration’s Budget was developed prior to the federal
CARES Act adoption, and those components would need to be woven into the larger discussion
regarding the state’s fiscal picture. The Senate Budget Committee held a similar overview
today, with Chairwoman Nancy Skinner announcing that the budget subcommittees (that hear
the various subject matter segments of the proposed Budget) “will begin meeting earlier than
normal.” The Chair indicated that hearings would be accelerated in order to assist the Governor
with his goal of pushing forward some of his “immediate need” proposals and to help the Senate
juggle its ongoing challenge of lack of available hearing rooms that are of sufficient size to allow
Senators and staff to safely distance. The Budget Subcommittees on Education Finance (where
issues related to public libraries and the State Library are heard) in both the Senate and
Assembly will begin meeting next week. The Assembly Budget Subcommittee will hear the
State Library/public library-related proposals on March 16.
As mentioned, the Governor has highlighted several issues that he would like the Legislature to
address more quickly than the traditional Budget process allows. The typical Budget
deliberation process runs January through June 15th, with most of the Budget subcommittees
commencing hearings in February or March with adoption of Budget subcommittee
recommendations by late May. This year, the Governor has asked the Legislature to take early
action on a $2 billion package to allow schools to safely reopen, a $600 tax refund for low
income households, $575 million in small business grants, $2.6 billion to address the eviction
moratorium and federal funds, etc. CLA is going to be asking the legislature to consider
accelerating the $800,000 proposal for the “Lunch at the Library” program in order to put those
dollars to work as soon as possible this year for children in need of meals.
