ESTABLISHING RULES, REGULATIONS, AND STANDARDS FOR

SUBSECTIONS, PARTS OF $~CTIONS, DEFINITIONS AND APPENDIXES:
Ail of the provisions of the Unifom Plumbing Code, 1967 Edition, the rules,
regulations and standards printed in one volume and published by the International
Association of Plumbing and Mechanical Officials, including the Appendixes there-
to, hereinafter called Plumbing Code, is hereby adopteC and made a part of this
Ordinance as though fully set forth herein, except the following sections or parts
thereof, which are shown as amended, providing for dele%ions, additions, or modi-
fications. The substance of the amendments providing for additions or modifica-
tions is set forth in Section II of this Ordinance.

Three certified copies of said Code shall be filed and kept in the office
of the City Clerk, as required by law, during the time this Ordinance is in
effect, except that after adoption of this Ordinance one of said copies may be
kept in the office of the Chief Building Official instead of the City Clerk's
office.

SECTION II
SECTICA.NS, Sb~SECTiONS, PAHTS OF SECTIONS AND DEFINITIONS ADDED:
The following secti~ns, subsections, and parts of sections, ~hich shall read
as hereinafter stated, are hereby adopted and added to the Uniform Plumbing Code
1967 Edition which was adopted by Section I of this Ordinance.
Sec. 1.1 ADMINISTRATIVE AUTHORITY AND ASSISTANTS
Whenever the term "administrative authority" is used in this Code, it shall
be construed to mean the Chief Building Inspector or his authorized representatives.
Sec. 1.2 ASSISTANTS
Whenever the term "assistants" is used in this Code, it shall be construed to
mean the Assistant Building Inspector.
Sec. 1.3 DEPARTMENT HAVING jURISDICTION
Unless other~ise provided by law, the office of the' Administrative Authority
shall be part of the Building Department except that for the purposes of Sections
1109, 1110, 1111, 1112, 1113, Ii1~, 1115, 1116, 1117, 1118, and 1119, adminis-
tration shall be under the Department of Public Health and Welfare, as the duly
authorized Health Depart~aent of the City. Secs. 1500 et seq. shall be under the
joint administration of ~he Building Department and the Department of Public
Health and Welfare of San Marco County, as the duly authorized Health Department
of the City.
Sec. 1.5 RIGHT OF ENTRY
(i) Permit Inspections:
Upon presentation of proper credentials the Administrative Authority
or his duly-authorized representatives may enter at reasonable times any
building, structure, or premises in the City wherein or whereon construction,
repairs and/or other acts are being performed pursuant to a permit issued
pursuant to the provisions of this Code, to perform.any duty imposed upon
him by this Code.

(2) Routine Inspections:
The AdministraDive Authority or his authorized representatives shall not
enter any building or premises without the consen~ of the owner or occupant there-
of, unless he possesses a reasonable search warrant authorizing entry and search
of the premises except in the following instances:
(a) Entry of a building or premises for the purpose of investigating the
existence of suspected or reported damage or defects which constitute
an immediate danger to human life or an immediate hazard to public
safety or health which shall be interpreted to mean an emergency
situation.
(b) Inspection of a portion of commercial structures or areas ordinarily
open to the public.
(c) Reasonable inspection of non-public portions of commercial establish,
ments as a condition of relicensing.
(3)Interference with Administrative Authority:
No person shall hinder or prevent the Administrative Authority or his author-
ized representative, while in the performance of the duties hereLu described, from
entering upon and into, as hereinbefore set forth, any and all premises under his
jurisdiction at all reasonable hours, for the purpose of inspecting the same to
determine .whether or not the provisions of this Code and all other applicable laws
or ordinances pertaining to the protection of persons or property, are observed
therein.
Sec. 1.7 VIOLATION ~ PENALTIES
It shall be unlawful for any person, firm or corporation to construct, in-
stall, alter, repair, equip, use, move or maintain any plumbing system and/or
appliances, or drainage systems and/or appliances, or cause the same ~o be done,

contrary to or in violation of this Ordinance, the Code adopted thereby or any
provisions thereof.
Any person,, firm or corpora%ion violating any of the provisions of this
Ordinance or Code thereby adopted shall be deemed guilty of a misdemeanor, and
each such person, firm or corporation shall be deemed guilty of a separate offense
for each and every day or portion thereof during which said violation is committed,
permitted or continued, and upon conviction of any such violation shall be punish-
able by a fine of not less than Twenty-Five Dollars ($25.00) and not exceeding
Five Hundred Dollars ($500.00) or by imprisonment for not exceeding six (6) months,
or by both such fine and imprisonment.
The issuance or granting of a permit or approval of plans and specifications
shall not be deemed or construed to be a permit for, or an approval of, any vio-
lation of any of the provisions of this code. No permit presuming to give author-
ity to violate or cancel the provisions of this code shall be valid, except in-
sofar as the work or use which it authorizes is lawful.
The issuance or granting of a permit or approval of plans shall not prevent
the Administrative Authority from thereafter requiring the correction of errors
in said plans and specifications or from preventing construction operations being
carried on thereunder when in violation of this code or of any other ordinance or
from revoking any Certificate of Approval when issued in error.
Every permit issued by the Administrative Authority under the provisions of
this code shall expire by limitation and become null and void, if the work author-
ized by such permit is not commenced within sixty (60) days from the date of issu-
ance of such permit, or if the work authorized by such permit is suspended or aban-
doned at any time after the work is commenced for a period of sixty (60) days. Be-
fore such work may be recommenced, a new permit shall be first obtained to do so.

tractor's License issued by the State of C~ifornia, except ~en ~d as othe~se
here~after provid~ in this section.
Sec. 1.12 COST OF P~T

6. Fee for issuing permit shall not be charged for ~he replacement of
water heaters and gas ranges.
Sec. 2.2 Gi~\~AL PROVISIONS
It shall be unlawful for any person to conduct, carry on or engage in the
business of plumbing or act in the capacity of a plumbing contractor, without
first securing a valid State of California Plumbing Contractor' s License.
CHAPTER i DEFINITIONS
Condensation waste: Waste water caused by the formation of moisture on the
outside of coils or other surfaces.
First floor: The first floor is the ground floor, or the slab floor above
the garage, basement, or crawl space.
Horizontal pipe: A horizontal pipe is any pipe or fitting which is installed
in a horizontal position or which makes an angle of more than seventy-two (72)
degrees with %he vertical.
Vertical pipe: A ver~. ical pipe is any pipe or fitting which is installed in
a vertical position, or w~nich makes an angle of not more than seven~y-two (72)
degrees with %he vertical.
CHAPTER 4
Table 4-3 Footnote: All horizontal drainage piping below the firs= floor,
receiving the discharge of water closets, shall be not less than four (4) inches
in diameter, except that additions to, or remodeling of, and existing system may
be installed in accordance with Table ~-3.

Smaller drains may be added not to exceed main horizontal cross-sectional
discharge area.

The sum of the drain outlets, using the total fixture unit valves, determines
the size of the main w~ste.
If the manufacturer gives the rate of flow per refrigerator unit, then the
unit valve (based on 7½ gallons per minute) may be used in lieu of drain
outlet column.
Sec. 406 Ci~ANOUTS
(a) Each horizontal draLuage pipe over five (5) feet in length shall be
provided with a cle~uout at its upper terminal. Except ~ha% cleanouts shall be
required on all kitchen sink and urinal horizontal piping, and each such run of
piping, which is more than one hundred (100) feet in length shall be provided with
a cleanout for each one hundred (100) feet or fraction thereof, in length of such
piping; provided, however, that excepting the building drain and i~s horizontal
branches, a cleanou~ shall not be required on any pipe or piping which is above
the first floor of the building.
CHAPTER 6
Sec. 608 APPLIANCES
Appliances, devices, equipment or other apparatus not regularly classed as
plumbing fixtures, but which are equipped with pumps, drips, or drainage outlets,
may be drained, by indirect waste pipes discharging into an approved type open
receptor. No domestic dishwashing machine shall be directly connected to a drain-
age system. Sizing of gravity condensate lines shall be not less than permitted

CHAPTER 10
Sec. 1003 CROSS CON~VECTiON CONTROL
(q) Air Chambers: Ail faucets on the inside of the b-ildinK with the ex-
ception of water heaters, tub and shower valves, shall be provided wLth air cham- .
bors consisting of sections of pipe equal in size to the risers supplying the
openings, and to be not less than sixteen (16) inches long or of o~her approved
devices.
Sec. 1007 WATER PRESSb~E REGULATORS
(b) An approved type pressure re~lator preceded by ar, adequate strainer
shall be installed and the pressure reduced to eighty ' ~
%8Oj pounds per square inch.
Each such regulator and strainer shall be accessibly ioca%ed and shall have the
strainer readily accessible for cleaning without removing the regulator or strain-
er body or disconnecting %he supply piping. All pipe size determinations shall be
based on eighty (80) percent of the reduced pressure.
Sec. 1OO8 iNSTALLATiON
(a) Installation: All water piping shall be adequately suppormed %o the
satisfaction of the Administrative Authority. Burred ends shall be reamed to the
'full bore of the pipe. Changes in direction shall be made by the appropriate use
of fittings except %hat changes in direction in copper tubing may be made with
bends having a radius of not less than six (6) diameters of the tubing, provided
that such bends are made by the use of forming equipment which does not deform or
create a loss in cross-sectional area of the tubing. Approved provisions shall be
made for expansion in hot water piping. All piping, equipment, appurtenances and
devices shall be installed in a workmanlike manner in conformity with the provi-
sions and intent of this Code. Soft-tempered copper water tubing, Type L or K,

SECTION III REPEAL OF PRICE ORDINANCES:
Ordinance No. 53~ and ordinances amendatory thereof are hereby
repealed except that this repeal shall not affect or prevent the prosecution or
punishment of any person for any act done or committed in violation of any Ordi-
nance hereby repealed prior to the effective date of this Ordinance.
SECTION IV MO 6RANT OF LEGISLATIVE AUTHORITY:
The provisions of this Ordinance are not intended to and do not grant any
legislative authority to the Administrative Authority, and any grant of discre-
tionary authority to the Administrative Authority, contained herein, shall be
construed as limiting his powers to the determination of facts as to whether or
not the rules laid down in the Code have been complied with.
SECTION V EFFECTIVE DATE A~) PUBLICATION:
This Ordinance shall be in full force and effect thirty (30) days after the
date of final passage and adoption. The City Clerk shall certify to the passage
of this Ordinance and shall cause the same to be published in the "Enterprise-
Journal' as required by law.
