4. Study Session
a) Proposed 2006-07 Operating Budget
Finance Director Steele presented the staff report and gave an overview ofthe
proposed budget document, highlighting areas of special interest and responding to
questions.
City Manager Nagel reviewed the non-departmental budget and informed Council
that membership in the County's Heart Program would not be pursued, and due to
Peninsula Policy Partnership dissolving, funding is no longer required.
Councilwoman Matsumoto suggested the 4% undesignated reserve be increased to
5%.
Councilman Addiego asked that a detailed annual salary/benefit statement be
prepared for each Councilmember as Human Resources prepared for each City
employee last year. He also suggested that this be prepared for management group
employees and anyone earning over $100,000.
Councilmembers concurred that a breakdown in percentages be included in the
document that will explain why there are variations in salaries & benefits from
department to department. City Manager Nagel suggested a citywide breakdown on
essentially every benefit be prepared to better understand where increases are being
generated, i.e., medical costs, retiree medical benefits, PERS.
With regard to the elimination of the Library's $1 DVD rental fee, Councilman
Addiego stated interest in seeing if after one year there is an increase in the volume
ofDVDs being taken out and if the $1 had hindered circulation.
Mayor Femekes requested a subcommittee meeting be scheduled to discuss
comments made at tonight's meeting.
Councilman Addiego requested the Public Works Department set up an
administrative budget, similar to other departments.
With the consensus of Council, the subcommittee will look at an additional fire
prevention officer for code enforcement on a contractual basis for FY 06-07. Due
to the negative reflection on the Fire Department, Councilman Addiego suggested
the subcommittee look at taking code enforcement out of the fire department.
Councilman Addiego asked that the annual salary/benefits statements be given to
Council as they are prepared incrementally, rather than waiting until all are
completed.
b) Proposed 2006-07 Capital Improvement Program Budget
Senior Civil Engineer Dennis Chuck presented the staff report and reviewed the
proposed Capital Improvement Plan (CIP) budget for FY 2006-07 in the amount of
$92,329,700.
Councilman Gonzalez stated concern regarding the condition ofthe Orange Park
soccer fields and that soccer players are sustaining injuries. Mayor Fernekes
responded that the subcommittee would look at addressing that issue.
City Manager Nagel informed Council that other items coming before Council will be the
fee schedule and employee reclassifications.

Being no further business, Mayor Fernekes adjourned the meeting at 7:23.
