MINUTES August 19, 2004 CITY OF SOUTH SAN FRANCISCO REGULAR PLANNING COMMISSION CALL TO ORDER / PLEDGE OF ALLEGIANCE ROLL CALL / CHAIR COMMENTS TAPE 1 7:30 D.m. PRESENT: Commissioner Giusti, Commissioner Honan, Commissioner Sim, Commissioner Romero, Commissioner Zemke, Vice Chairperson Teglia* and Chairperson Ochsenhirt ABSENT: STAFF PRESENT: Planning Division: Thomas C. Sparks, Chief Planner Bertha Aguilar, Admin. Asst. II AGENDA REVIEW Chief Planner Sparks noted that there were no changes to the agenda but informed the Commission that 111 Chestnut Avenue was not ready for review by the Commission and would be continued off calendar. ORAL COMMUNICATIONS None CONSENT CALENDAR 1. Charles K. Ng/applicant Charles K. Ng/owner 111 Chestnut Ave. P02-0020, AHA02-0001, PUD02-0002, RZ-02-0002, SA02-0001, and Negative Declaration ND02-0002 (Continue Off Calendar) Zoning Reclassification from Medium Density Residential Zoning District (R-2-H) to High Density Residential Zoning District (R-3-L), Tentative Subdivision Map allowing an 11 lot residential subdivision, Planned Unit Development, Design Review allowing ten new dwellings and an Affordable Housing Agreement for the property located at 111 Chestnut Avenue situated in the Medium Density Residential Zoning District (R-2-H) in accordance with SSFMC Title 19 and Chapters 20.78 & 20.85. Motion Giusti / Second Sim to approve the Consent Calendar. Approved by unanimous voice vote. PUBLIC HEARING 2. Double Day Office Services/applicant Krieger, Clarence/owner 340 Shaw Rd. P03-0137 & UP03-0026 6-Month Review: Use Permit to allow outdoor storage of trucks and extended hours of operation from 6 AM to 2 AM in the M-1 Industrial Zoning District in accordance with SSFMC 20.30.040 (a) and 20.30.040 (b). Categorical Exemption Class 1 Section 15301 Existing Facilities Chief Planner Sparks presented the staff report. He added that condition of Approval 9 was added to allow the applicant and owner of the building to paint the building within 45 days. If the building is not painted the Commission can take decide at that point what they wish to do. Planning Commission Meeting of August 19, 2004 Sheryl Ringlemen, Double Day, noted that the property owner has agreed to paint the south wall only. Public Hearing opened. There being no speaker the Public Hearing was closed. Commissioner Honan asked if the entire building was going to be repainted and not just the south wall. Chief Planner Sparks replied that the entire exterior is required to be painted. Motion Romero / Second Zemke to amend the conditions of Approval to allow 45 additional days for the applicant and owner to paint the building. Approved by majority voice vote. 3. Performance Tow Marc Tonelli/applicant Scopesi, Gino 8r. Delieu/owner 216 Ryan Way P04-0089 8r. UP04-0025 Use Permit to allow a 24-hour towing business with inside storage of vehicles within an existing multi-tenant industrial building at 216 Ryan Way in the (M-1) Industrial Zone District in accordance with SSFMC Sections 20.30.030 (c) and 20.30.040 (a) Categorical Exemption: Class Section 1, 15301 Existing Facilities Chief Planner Sparks presented the staff report. Marc Tonelli, applicant, noted that they are applying for a Use Permit to have storage within the building and avoid junk cars being seen by the neighborhood. Public Hearing opened. There being no speakers the Public Hearing was closed. · Vice Chairperson Teglia arrived at 7:37 p.m. Motion Honan / Second Giusti to approve P04-0089 & UP04-0025. Approved by unanimous voice vote. ADMINISTRATIVE BUSINESS 4. Items from Staff Chief Planner Sparks reminded the Commission that August 20th was the last day to sign up for the trial run of the ferry rides. 5.
