AN ORDINANCE OF THE CITY OF SOUTH SAN
FRANCISCO PROVIDING FOR THE REGISTRATION
AND LICENSING OF BICYCLES IN SAID CITY
AND PROVIDING PENALTIES FOR VIOLATIONS.
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES
ORDAIN AS FOLLOWS:
SECTION 1. LICENSE REQUIRED.
It shall be unlawful for any person to operate or use a
bicycle, propelled wholly or in part by muscular power, upon any
of the streets, alleys, or public highways of the City of South San
Francisco without first obtaining from the police department of said
citF a license therefor, as hereinafter provided.
SECTION 2. LICENSE ISSUANCE.
The police department of the City of South San Francisco
is hereby authorized and directed to issue bicycle licenses upon
application by the owner thereof. The license fee for each bicycle
shall be two dollars ($2.00). Except as hereinafter provided,
applications for.bicycle licenses, and payment of the license fees,
shall be made within ninety (@0) days after passage of this ordinance.
SECTION 3. LICENSE, REGISTRATION AND RECORD.
The City of South San Francisco shall provide a license
sticker, together with registration receipt, said license sticker
and registration receipt having stamped thereon the letters "SSF,"
together with numbers in numerical order beginning with Number 0001,
which shall also be stamped into the frame. Such license sticker
shall be suitable for attachment upon the frames of bicycles, and
it shall be the duty of the police department (or of such person

or persons as may be authorized by the City Council or the Chief
of Police) to attach one such license sticker to the frame of each
bicycle and to issue a corresponding registration receipt to the
licensee upon the payment of the license fee herein provided for.
Such license- sticker shall remain attached permanently. The
police department shall also keep a record of the date of issue
of each license~ to whom issued~ and the number thereof.
SECTION 4. SECOND-HAND SALES - DAILY REPORT.
Every person~ firm or corporation engaged in the business
of buying second-hand bicycles is hereby required to make daily
reports to the police department giving the name and address of
the person from whom each bicy'cle is purchased~ the description
of each bicycle purchased~ the frame number thereof~ and the number
of the license sticker found thereon~ if any. EvePy person~ firm
or corporation engaged in the business of selling new or second-
hand bicycles is hereby required to make a daily report to the
police department~, giving a list of all sales made by such dealers~
which list shall.include the name and address of each person to
whom sold~ the kind of bicycle sold~ together with a description
and the frame number thereof~ and the number of license sticker
attached thereto~ if any.
SECTION 5. REPORT OF SALE.
It shall be the duty of every person~ firm or corporation
which sells or transfers ownership 'of any bicycle~ tO report such
sale or transfer by returning to the police department the registration
receipt issued to such person as licensee thereof~ together with the
name and address of the person to whom said bicycle was sold or
t~ansferred, and such report shall be made within thirty (30)
days of the date of said sale or transfer. It shall be the duty
of the purchaser or transferee of such bicycle to apply to the
police department for a transfer of registration therefor within
thirty (30) days of said sale or transfer.
SECTION 6. UNLAWFUL ACTS.
It shall be unlawful for any person to willfully or
maliciously remove, destroy, mutilate, or alter the number of any
bicycle frame licensed pursuant to this ordinance. It shall also
be unlawful for any person to remove, destroy, mutilate, or alter
any license sticker, seal, or registration receipt during the time
in which such license plate, seal, or registration receipt is
operative. It shall be the duty of the police department to stamp
numbers on the frames of all bicycles, said number to correspond
to the number of the license sticker issued, preceded by the letters
"SSF."
SECTION 7. UNLAWFUL OPERATION.
'It shall be unlawful for any person at any time to operate
any bicycle upon any of the public sidewalks of the City of South
San Francisco in any business district of said City.
SECTION 8. TRANSFERABILITY.
Licenses issued in accordance with this ordinance may be
transferred when the ownership of a bicycle is transferred,~ subject,
however, to the provisions of Section $ hereof, and a fee of two
dollars ($2.00) shall be paid for the registration of such transfer.

SECTION 9. DEPOSIT OF FEES IN GENERAL FUND.
All license fees and other fees collected under this
ordinance by the police department shall be delivered to the City
Finance Officer and shall be credited to the general fund of the
City of South San Francisco.
SECTION 10. BICYCLE MAY BE IMPOUNDED.
The police department of the City of South San Francisco,
or any of the members thereof, may impound and retain Possession of
any bicycle operated in violation of any of the provisions of this
ordinance, and retain possession of the same until the license pro-
vided for herein is obtained by the owner of said bicycle. Any and
all costs incurred as a result of such impound or storage will be
at the expense of the owner.
SECTION ll. PENALTY.
Every person, firm, or corporation violating any of the
provisions of this ordinance shall be deemed guilty of a misdemeanor,
and, upon conviction, shall be punished by a fine of not less than
twenty-five dollars ($25.00) and not more than five hundred dollars
($500.00), or by imprisonment for a period of not more than six (6)
months, or by both such fine and imprisonment.
SECTION 12. REPEAL ~F ORDINANCES 339 AND 423.
The following ordinances are hereby repealed:
Ordinance 339, passed May 18, 1953, entitled, "An
Ordinance of the City of South San Francisco Pro-
viding for the Registration and Licensing of Bicycles
in Said City and Providing Penalties for Violations."
Ordinance 423, passed December 18, 1957, entitled,
"An 0rdinanee Amending Ordinance No. 339, Entitled,
'An Ordinance of the City of South San Francisco Pro-
viding for the Registration and Licensing of Bicycles
in Said City and Providing Penalties for Violations. '"
SECTION 13. SHORT TITLE.
This ordinance shall be known and cited as "Bicycle
Ordinance of the City of South San Francisco."
SECTION 14. PUBLICATION AND EFFECTIVE DATE.
This. ordinance shall be published once in the "Enterprise-
Journal," a newspaper of general circulation in the City of South
San Francisco, as required by law, and shall become effective
thirty (30) days from and after its adoption.
