AN ORDINANCE CALLING A SPECIAL ELECTION IN THE CITY
OF SOUTH SAN FRANCISCO FOR THE PURPOSE OF SUBMITTING
TO THE ELECTORS OF SAID CITY A PROPOSITION FOR THE
INCURRING OF A BONDED INDEBTEDNESS OF SAID CITY FOR
THE ACQUISITION, CONSTRUCTION AND COMPLETION OF A
CERTAIN MUNICIPAL IMPROVEMENT, DECLARING THE ESTI-
MATED COST OF SAID IMPROVEMENT, THE AMOUNT OF THE
PRINCIPAL OF SAID INDEBTEDNESS TO BE INCURRED THERE-
FOR, AND THE MAXIMUM RATE OF INTEREST TO BE PAID
THEREON; FIXING THE DATE OF SAID ELECTION, THE MANNER
OF HOLDING THE SAME AND PROVIDING FOR NOTICE THEREOF
The City Council o.f the City of South San Francisco
does ordain, as follows:
WHEREAS, The City Council of the City of South San
Francisco did at a meeting of said Council on January 17, 1972,
pass and adopt, by the affirmative vote of two-thirds of all
its members, a resolution determining that the public interest
and necessity demanded the acquisition, construction and com-
pletion of certain municipal improvements therein named and as
hereinafter mentioned and further determining that the cost of
said proposed municipal improvements will be too great to be
paid out of the ordinary annual income and revenue of the City,
and that the indebtedness to be incurred will require an ex-
penditure of funds greater than the amount allowed for them
by the annual tax levy of the City.
NOW, THEREFORE, IT IS ORDERED, as follows:
1. A special municipal election be, and it is hereby,
called and ordered to be held in the City of South San Francisco
on Tuesday, the llth day of April, 1972, at which election shall
be submitted to the qualified voters of said City this ordinance
and the proposition of the incurring of bonded indebtedness of
said City for the objects and purposes set forth in said propo-
sition, to wit:

accordance with the provi-
sions of the ordinance
calling the election at
which this proposition is submitted, for the acqui-
sition, construction and completion of additions,
extensions and improvements to the City's sanitary
sewerage treatment and disposal plant system and works?"
2. The estimated cost of the public improvements set
forth in said proposition and the principal amount of the in-
debtedness to be incurred for the objects and purposes mentioned
in the proposition, including legal and other fees, cost of
printing bonds, and other costs and expenses incidental or
connected with the authorization, issuance and sale of the
~bonds is $600,000.
3. The City Council does hereby submit to the qualified
voters of the City of South San Francisco, at said special muni-
cipal election, this ordinance and the proposition set forth
herein. The City Council proposes to issue and sell bonds of
said City to the amount and for the objects and purposes speci-
fied in said proposition, if two-thirds of the qualified voters,
voting on said proposition at said special municipal election,
shall vote in favor thereof.
4. If two-thirds of the qualified voters voting on said
proposition shall vote in favor thereof, said proposition shall
be deemed adopted. Bonds issued pursuant to this ordinance shall
be negotiable in form and of the character known as serial, and
shall bear interest at a rate not to exceed seven percent (7%)
per annum payable semiannually, except that interest for the
first year after the date of the bonds may be made payable at
the end of the year.
5. That said special municipal election shall be held
and conducted, the votes thereof canvassed, the returns thereof
made, and result thereof ascertained and determined as herein

provided; and in all particulars not prescribed by this ordi-
nance, said election shall be held as provided by law for the
holding of municipal elections in said City.
6. All persons qualified to vote at municipal elections
in said City upon the date of the election herein provided for
shall be qualified to vote upon the proposition submitted at
said special municipal election.
7. The said special municipal election is hereby consoli-
dated with the general municipal election which will be held
within the City of South San Francisco on Tuesday, the llth day
of April, 1972. The special municipal election shall be held
in the manner provided for the general municipal election, and
the election precincts, polling places, and officers of election
shall be the same as those set forth in the notice of election
officers and polling places proposed to be published once in the
Enterprise-Journal, a newspaper of general circulation published
and circulated in said City. Said publication shall be completed
on or before March 22, 1972.
8. The elections hereby consolidated shall be held in all
respects as if there were only one election, and only one form
of ballot shall be used.
9. Both the sample ballots and the data voting cards to
be used as absent voter ballots, shall, in addition to other
matters required by law to be printed thereon, state the propo-
sition' set forth in Section i hereof, with two voting squares
set off to the right of said proposition, one having the words
"BONDS - YES" and the other having the words "BONDS - NO"
printed before it.
10. Each absentee voter to vote for the proposition hereby
submitted and for incurring the bonded indebtedness thereof,
shall punch out the cross (+) in the blank space opposite the
words"BONDS - YES" on the ballot to the right of said propo-
sition, and to vote against said proposition and against incurring
said indebtedness, shall punch out the cross (+) in the blank space
opposite the word "BONDS -NO" on the ballot to the right of said
proposition.
ll o The voting machines to be used for voting at said
election shall be prepared as required by law and each of said
voting machines shall have placed thereon, in the place provided
for measures, a ballot label setting forth the proposition hereby
submitted to the qualified voters of the City in the form set
forth in Section i hereof.
12. The voting machines shall be so arranged that each
voter wishing to vote for the proposition hereby submitted and
in favor of incurring said bonded indebtedness may, by pulling
a lever, .place an "x" opposite the word "YES" below the ballot
label for such proposition, and to vote against such proposition
and against incurring the said indebtedness may, by pulling a
lever, place an "x" opposite the word "NO" below the ballot label
as herein provided.
13. The polls shall be opened at 7:00 o'clock A.M. of
the day of the election and shall be kept open until 8:00 o'clock
P.M. of the same day when the polls shall be closed, subject to
the provisions of Sections 1~436 and 14437 of the Elections Code.
14. The City Clerk is hereby authorized and directed to
procure all supplies and make all arrangements necessary for the
proper conduct of said election.
15. Notice of the election hereby called shall be give~
by publishing this ordinance once a week for two (2) weeks in
the Enterprise-Journal, a newspaper published less than six days
a week in the City. No other notice of the election hereby
called need be given.
16. This ordinance is adopted pursuant to Article I,
comprising Sections 43600 to 43638, inclusive, of Chapter 4,
Division 4, Title 4 of the Government Code of the State of
California and being an ordinance calling and ordering an
election, shall take effect immediately upon its adoption.
