Report regarding Housing Standing Committee study session on the proposed residential development at 1477
Huntington Avenue.(Adena Friedman, Principal Planner)
RECOMMENDATION
Staff recommends that the Housing Standing Committee receive this staff report and provide input
regarding the proposed residential development at 1477 Huntington Avenue.
BACKGROUND/DISCUSSION
In February 2021,Infill Land Partners LLC submitted an application for a residential development at 1477
Huntington Avenue.The 1.98-acre site is located near the intersection of South Spruce and Huntington
Avenues,adjacent to the Centennial Way Trail,and approximately one-half mile from the San Bruno BART
station.The recently entitled 410 Noor residential project is being constructed across the street from this site.
The project site contains an 8,000 square foot (sq.ft.)office building,currently leased to AT&T.The office
building is surrounded by surface parking.
Proposed Project
The project proposes a seven-story apartment building,including 262 for-rent units.Thirty-nine units,or 15%
of the total,will be provided at rates affordable to low-and very low-income households,consistent with the
requirements of the City’s Inclusionary Housing Ordinance.
The proposed project includes:
·262 for-rent residential units (mix of studio, one- and two-bedroom units)
·309 total parking spaces,with 290 resident parking spaces located in a secured garage with puzzle-lift
stacking stalls (approximately 1.1 spaces / unit) and 19 guest and visitor parking spaces
·Residential community amenities (club room, fitness studio, dog park, wi-fi lounge)
·Podium-level landscaped courtyards, opening to both Huntington Avenue and the Centennial Way Trail
·Rooftop decks with plantings and seating areas
·Sidewalk and streetscape improvements
·Public connections to the Centennial Way Trail
·Contribution to recreation improvements along the Centennial Way Trail,consistent with improvements
identified through the City’s visioning process
The applicant’s project description and plan set are attached to this staff report (Attachments 1 and 2).The
project is consistent with the General Plan Preferred Land Use Alternative,which identifies this area as Urban
Residential,defined as a higher-density residential area with a variety of multi-family housing choices,with a

Residential,defined as a higher-density residential area with a variety of multi-family housing choices,with a
maximum density up to 140 dwelling units /acre (du /ac).The 1477 Huntington project is proposing a density
of 132 du / ac, consistent with the General Plan Preferred Land Use Alternative.
The applicant is required to submit a Transportation Demand Management (TDM)Plan,which will include
measures to support trip reduction and encourage alternate transportation modes,and capitalize on the project’s
location proximate to BART,bus routes including the ECR rapid on El Camino Real,and the Centennial Way
Trail.The City has contracted an environmental consultant to prepare a Sustainable Communities
Environmental Assessment (SCEA),to complete CEQA review for this project.The SCEA is currently
underway and will be released for public review and comment when complete.The Planning Commission and
City Council will review the SCEA document along with the full entitlements request for this project during the
public hearing process.
Impact Fees
The project will be subject to the City’s development impact fees,and will be required to pay the following
approximate amounts:
·Park and Recreation Impact Fee: $4,102,940
·Childcare Impact Fee: $507,756
·Public Safety Impact Fee: $154,438
·Bicycle and Pedestrian Impact Fee: $44,540
·Sewer Capacity Fee: $785,414
The project will also contribute to construction of public recreation improvements along the Centennial Way
Trail frontage, which will benefit both project residents and the community at large.
Design Review Board
The Design Review Board (DRB)reviewed the project at the July 2021 meeting.The DRB members
recommended changes to the landscaping plan,focusing on planting tree species and sizes that are appropriate
for the scale and location of the project,and ensuring that the trees will survive.DRB also suggested some
design changes to add additional attention to the building materials and details,and suggested changes to the
design of the porches and stoops facing Huntington,to ensure that they are usable spaces.The applicant has
revised and resubmitted the plans to address DRB’s comments and has worked with City staff to ensure that the
landscaping and open space plan is compatible with future recreation improvements to the Centennial Way
Trail. The revised project is scheduled to return to DRB on November 16, 2021.
CONCLUSION
Staff requests that the Housing Standing Committee provide input and direction regarding the proposed
residential project at 1477 Huntington Avenue.

Project Description
1477 Huntington Avenue
(APN 014-184-120)
Infill Land Partners LLC proposes to develop a 262-unit vibrant apartment community near the
intersection of South Spruce Avenue and Huntington Avenue adjacent to the Centennial Way Trail. The
project is located within a short walk to retail, the San Bruno BART and Caltrain Stations, with
convenient access to local job centers. The site is currently designated Business Commercial in the
General Plan and zoned Business Commercial.
Location & Setting
The project site is located at 1477 Huntington Ave on a 1.98-acre parcel. The site is located southeast of
the intersection of South Spruce Ave and Huntington Ave. Surrounding uses include the San Mateo
County Office to the north, the proposed 410 Noor Avenue residential project to the west (currently
vacant), commercial offices to the south, and the Centennial Way Trail and BART right-of-way to the
east.
The project site is within a 1/2 mile from the San Bruno BART Station, with robust transit service
including the 15-minute weekday headways on BART and the SamTrans Route ECR line. The site is also 1
mile away from the San Bruno Caltrain Station. Grocery stores, a variety of retail, and other services are
all located within walking distance.
The project site’s 8,350 square foot existing building is currently leased to AT&T for office use. The site
is generally flat with an approximate 4-foot grade change from north to south. Most of the outdoor
surface is impervious and is primarily used for parking. Chain link fencing currently separates the site
from adjacent properties. A five-foot wide integral sidewalk is located along Huntington Avenue with
two 2-way driveways accessing the property. There are a variety of existing trees around the site’s
perimeter, including a row of eucalyptus trees along the eastern property line.
Project Overview
The project proposes a 7-story 262-unit podium apartment building in this transitioning neighborhood
to be redeveloped, serving as a catalyst for transformation from a sprawling low-rise commercial district
to an enlivened, walkable urban community near transit, services, and amenities.
•The project will provide attractive, welcoming, and interactive spaces along its Huntington
Avenue and Centennial Way Trail frontages by including active ground floor uses, lush
landscaping, and connected pedestrian walkways. A pedestrian plaza will front the leasing and
lounge area with landscaped stoop entries at the ground floor residential units. Huntington
Avenue streetscape improvements will include a new separated 5-foot sidewalk with a 5-foot
wide planter strip and street trees at the curb.
•The project will provide multiple entry points for residents and guests along Huntington Avenue,
Centennial Way Trail, and the open space along southern property line. A 5-foot wide all-
weather pedestrian path enwraps the project. Residents of the ground level units will have
direct access to Huntington Avenue outside their front doors.

•Resident community amenities include a Club Room programmed for resident gatherings and
entertaining guests, a fully-equipped Fitness Studio, Wi-Fi Lounge, Co-Working Space, Rooftop
Decks and Lounge, Dog Park, and Leasing Center to serve current and future residents.
•Two landscaped courtyards will be provided at the podium level and include high-quality
amenities for the residents to dine, lounge, and gather.
•The Rooftop Decks will feature green roof planting and other amenities to complement its
location.
•All existing trees are proposed to be removed with new trees and drought tolerant landscaping
planted throughout the project, consistent with the City’s ordinance.
•There will be 309 parking stalls including 290 parking stalls located in a secured garage area for
residents and an additional 19 stalls for residential visitors and future residents located in an
unsecured portion of the garage. Included in the 290 stalls in the secured parking garage are
168 puzzle-lift stacking stalls and 7 tandem parking stalls. All resident parking will be assigned.
Ten percent (10%) of the total parking stalls include facilities for charging electric vehicles. The
garage is accessed through a private driveway off Huntington Avenue.
•144 secured bicycle parking spaces and a bike repair station will be provided in two ground-level
secured bicycle rooms.
•All units will include high quality, Class A interiors. All units will be equipped with in-unit
washers and dryers, and a majority of units will have a private patio or deck. Contemporary
finishes will include quartz stone countertops, European-style cabinets, stainless steel
appliances, and individually controlled HVAC in each unit.
Design Approach
The seven-story massing rises alongside Huntington Avenue in a carefully crafted and sensitively
articulated building form. The building is configured to take full advantage of the opportunities of this
linear site. The two-story podium will establish a 25 to 30-foot-high street wall which will be treated
with details contributing to an active frontage, including large glazing at the amenity areas and stoops at
the ground-level units fronting Huntington Ave. The active frontage concept is continuous from the
street frontage, along the widened southern side yard, and along the frontage facing Centennial Way
Trail where programs likes Fitness, Co-Working, and Bike Room uses line the ground floor to help fortify
the connection to the recreational activities along the Trail. These spaces wrap the parking structure for
a majority of the building envelope, providing visual interest, transparency, and a pedestrian-oriented
scale.
Carved from the 5-story massing above the podium level are two sizeable courtyards. The ±7,000-sf
north courtyard is open to Huntington Avenue, creating a major massing break and housing the
proposed club room and spa which will enjoy the favorable western solar orientation. The larger 8,000-
sf southern courtyard creates a visual connection with the park-like Centennial Way Trail and also

capitalizes on views towards Sign Hill. Along the street and trail frontages, levels 3 through 6
modulate from the street wall to establish the middle portion of the building and create a break
for material changes. Strategically-planned step backs on the top floor further diminish the
perspective of the overall height of the building from the ground and create opportunities for
penthouse units with terraces, and roof deck amenities with views to punctuate the top portion of the
building.
A variety of high-quality exterior materials in a timeless palette will be incorporated throughout the
design of the elevations including tactile, durable materials to anchor the base of the building to
the ground, strategically composed accents, and use of texture and special detailing on the highly
visible
corner elements.
Utilities, Storm Water Quality Management & Fire Protection
All proposed public utilities, grading, drainage and site improvements will be designed and constructed
in accordance with the City’s standards. The following public utility connections and improvements are
proposed as part of the project:
•Storm water will be retained and treated on site as required to meet municipal stormwater
permit requirements (NPDES Municipal Stormwater Permit Section C.3). The project will
connect into the existing 15-inch main located in Huntington Avenue.
•Electric service for the project will connect to an existing underground line under Huntington
Avenue.
•Domestic water, irrigation, and fire services will connect to an existing 12-inch water main in
Huntington Avenue. There are currently two existing fire hydrants on Huntington Avenue will
serve the project.
•The project proposes to connect to the existing 8-inch sanitary sewer pipe within Huntington
Avenue.
•An Alternative Means & Methods plan will be submitted to the Fire Department as part of the
formal project application consistent with the Preliminary Fire Diagram.
Affordable Housing
Thirty-nine units, or 15% of the project, will be provided for rent at rates affordable to Low and Very
Low-Income Households, consistent with the City’s Inclusionary Housing Ordinance.

For the 1477 Huntington Road project, Infill Land Partners LLC seeks the following approvals from the
City:
