20 and N-29-20 issued on March 17, 2020 allowing for deviation of teleconference rules required by the
Brown Act and pursuant to the order of the Health Officer of San Mateo County dated March 31, 2020.

OLD BUSINESS
New Main Library and Parks & Recreation Community Center Project Update
City staff has been attending virtual weekly construction meetings with Swinerton, project
construction contractor. Preliminary work on the site is currently in process. An official
groundbreaking of the project is not being scheduled due to COVID restrictions.
Coronavirus, COVID-19, Response and Recovery Plan
The County of San Mateo has now entered the purple tier and the stay-at-home order has been
lifted. Library staff began working on site at the Library on Tuesday, January

A motion was made to elect the slate of officers as nominated at the November 2020 meeting:

motion was seconded and the slate of officers was approved by acclamation.

The Library Board of Trustees reviewed the Library Board Handbook. No questions or concerns

LIBRARY DIRECTOR
Happy to say the stay-at-home order, which commenced on December 17, 2020,
ended on Monday, January 25, 2021. Staff was back on site the following day,
and began checking in and shelving the nearly 6,000 items returned to us via the
library system delivery during the closure. We also began contacting patrons
waiting for the 895 items on our "holds" shelves when we closed and provided
curbside pickup to them starting Thursday, January 28. On Monday, February 1,
we reinstated our full Curbside Pickup services. Book drops were opened
immediately.
February's program schedule features a variety of special programming,
including book clubs, tech classes, story times, a museum visit, financial literacy
and cooking programs:

As part of our COVID outreach grant, library staff have called over 3,000 SSF
residents (and library card holders) in the past 2 1/2 months, informing them or
leaving messages on COVID safety, testing, etc., as well as library services such
as curbside. They are able to prioritize residents with "senior cards."
The team from City Facilities fabricated and installed great Plexiglas screens for
our service desks. Thanks to Monte Gordon for providing specific measurements.
Next up will be screens between public computer stations; with social distancing
and our current layout of side-by-side stations, we will only be able to use a
fraction of the number of computers on site.
When the stay-at-home order was lifted, Curbside Services staff returned to the
libraries on Wednesday, January 27, with a soft rollout of pickups for patrons
whose reserves had been on our Holds shelves since the December 17 closure.
As of Monday, February 1, we were full back in Curbside business, and by Friday
February 5, of the nearly 7,000 items waiting to be checked in and checked out
on reserve, staff had emptied virtually all of those tables piled with books, leaving
less than 300 items to be checked in. The many book trucks full of items waiting
to be re -shelved were conquered the following week.
Over the last few weeks, Assistant Library Director Adam Elsholz and I have
been happy to provide ZOOM presentations to our newest City Council
members, Council member James Coleman and Council member Eddie Flores.
We modified and updated our Citizen's Academy slides and enjoyed the
interactive nature of this one-on-one individualized introduction to Library core
values, administration, programs and services.
Thanks to the American Library Association's push for including relief for local
libraries in the latest pandemic emergency spending package, as well as Senator
Peiosi's support, there is now $200 million in funding to help local libraries in the
portion of the emergency pandemic relief package under the purview of the
House Education and Labor Committee:

At the February 9 meeting of the Menlo Park City Council, CC adopted a
resolution rescinding withdrawal from the Peninsula Library System joint powers
agency. This will be presented to the PLS Administrative Council at their next
meeting as an Action Item
ASSISTANT LIBRARY DIRECTOR
The Assistant Library Director attends the weekly meeting on the construction of
the new library and recreation center, representing the department. Construction
is in the early phase of site preparation and planning.
The Assistant Library Director is also charged with recovery planning for library
services, working closely with administration, program managers, and
supervising library specialists on plans to expand curbside and restore browsing -
by -appointment.
Revisions to the Library Staff Manual have been completed. The manual is now
available to staff as a course in our Niche Academy training platform.
Work plans have been completed for calendar year 2021. Highlights include:
o COVID-19 outreach through May 2021

o City Hall Centennial celebration in the Fall
o New local history brochure
o Development of digital collections
o National Library Week (April 4-10)
o Summer internships and jobs for youth programs
o Construction of the new library
o Summer Learning Program (Virtual)

PATRON AND TECHNICAL SERVICES
Library staff unofficially restarted curbside services January 28th, with 68 patrons
checking out 302 items through January 31 st
Total circulation for January: 1662
Total number of materials checked in: 701
New library accounts: 67
Brian Malibiran, Supervising Library Specialist, worked with Anna Taloma and
PLAN to help increase the amount of outgoing materials at the Grand Avenue
Library.
INFORMATION AND READER'S SERVICES
Digital Literacy & Online Resources
o In January, staff taught weekly classes on various digital literacy skills:
Laptop Optimization, How to Identify Misinformation Online, Free Software
Options, and Health Apps. Recordings of previous classes, handouts, and

January - Key Stats and Updates
o Overdrive E -Books and E-Audiobooks: 3537 items were checked out by
SSF patrons; 7% increase from the month before and over 50% from 2020
o Streaming Video: 940 plays in January on Kanopy, an increase of nearly
60% since last year; combined with RBDigital Video, patrons streamed
over 1300 films or tv shows!
o E -magazine usage dropped in January to 484 checkouts, an increase of
over 250% from 2020
Premiere Programming & Community Partnerships
o We hosted or taught 9 total virtual programs with over 80 attendees: Tech
Tuesday classes, Book Club, Cookbook Club, Financial Fitness, and
Asian Art Museum
o Starting in February, we're offering curbside bundles to tie in with the
Cookbook Club theme! Patrons can request bundles online via the online

YOUTH SERVICES
We are delighted to share that Melisa Mendoza has been chosen to participate in
the California Library Association's 2021 Leadership Challenge! Melisa is one of

only around 20 chosen from around the state, and she is happy and excited to be
taking part in this program.
Martin Pinol is piloting a new program, "First Chapter Book Club", for ages 8-12.
This virtual program has met once so far; participants learn about new books by
hearing the first chapter together in the meeting. The club's first book was
Ember and the Ice Dragons" by Heather Fawcett.
Jennifer Taylor's "Choose Your Own Adventure" book club continues to see high
attendance, with families meeting to read, choose adventure paths, and discuss
the crafts and activities Jennifer sends ahead of time.
The Youth Services team is celebrating Black History Month with a couple of
programs: a two-part book club based on the book "Stamped" by Jason Reynolds
and Ibram X. Kendi, and an evening with storyteller Kirk Waller entitled "Stories
of My People". Many thanks to our Friends of the Library and the San Bruno
Public Library, who have partnered with us to present these programs.
February is a very busy month for us! In addition to the Black History Month
celebrations, we are celebrating Lunar New Year with a Year of the Ox storytime
with the always popular Oliver Chin, and a performance by the San Francisco Gu
Zheng Music Society.
Looking ahead: the team is currently working on special programs to celebrate
Women's History Month in March (in addition to our next session of Girls Who
Code!), National Library Week in April, Asian Pacific American Heritage Month in
May, and of course the Summer Learning Challenge in June, July, and August!
GRAND AVENUE BRANCH LIBRARY and HISTORY ROOM
Our application for the Stay & Play project was among those selected by the
California State Library via funding from the David and Lucile Packard
Foundation. A manager and two library staff will receive a series of trainings for
the next few months. They will also receive financial support to plan and provide
Stay & Play programming for children and their informal caregivers (parent,
grandparent, etc.) in the Fall of 2021. Training for participating library staff
includes:
o Touchpoints in Libraries, which teaches effective family and caregiver
engagement in libraries, co -delivered by Brazelton Touchpoints Center
staff
o Early earning, including how to use the ea;,

o Community Outreach and Outcome Measurement — led by Dr. Virginia
Walter, Professor Emerita, UCLA
We partnered with Leah's Pantry to provide a series of virtual cooking classes in
February. Registered Dietician, Anna Ng will demonstrate how to prepare healthy
meals and reduce food waste.
Staff created free book bundles to be distributed with flyers of library's virtual
resources and services to local preschools. We want to stay connected to our
education partners even if we are unable to provide in-person services.
We introduced a once -a -month Tagalog Storytime to gauge community interest.
We had a total of 58 views in 2 days on the first storytime in January.

Library staff's Bilingual in Spanish Storytime sees a consistent number with the
recent total views being 41. We will continue to promote this storytime in hopes
to reach and serve our LatinX community.
PROJECT READ & COMMUNITY LEARNING CENTER
COMMUNITY LEARNING CENTER- HOMEWORK CLUB (HWC): In January,
the Out -of -School (HWC) program reached full enrollment of 40 students. The
program follows San Mateo County Health Department (SMCHD) orders
including social distancing and provides a structured place for children to
participate in South San Francisco Unified school District's (SSFUSD) Distance
Learning (DL) while maintaining a social connection with their classmates.
Students attend the Center Monday through Friday between the hours of 8:15
am and 12:30 pm. CLC staff works closely with Spruce School Elementary to
coordinate efforts in support of students and HWC families as they navigate the
SSFUSD DL model. Our families continue to mention that they are grateful there
is a place where their children could attend class safely as parents / guardians
pursue work that can keep them economically afloat through the pandemic. In
January, Mary Ann Cordova, Coordinator of the HWC and Karla Bourdon,
Literacy Services Manager presented the program during Spruce's monthly
faculty meeting. One resource of particular value to the teachers continues to be
that HWC program families are able to attend (by appointment) the CLC's
Computer Lab which offers workshops on how to use zoom, navigate Distance
Learning, and access other community resources such as the SSF Public
Library.
January was a difficult month for CLC staff and families as we had the first
incident of a positive result of COVID-19 which caused the program to
temporarily cease onsite operations from January 13 to 26. Working closely with
the SMCHD, staff mobilized quickly to inform all relevant parties and to enact its
plan for preventing and spread of the virus. The safety and well-being of our
families and staff is always our first priority. Fortunately, and due to a committed
and caring team inclusive of CLC program staff, Parks and Recreation Facilities,
and Human Resources, the Center was able to safely reopen its doors on
January 27th. The HWC has operated since August 2020.
COMMUNITY LEARNING CENTER- COLLABORATIVE PROJECTS: Computer
Lab first opened in May 2020 with the support of our City Manager designating it
an essential service. The Lab offered appointment -only services for participants
wishing to file unemployment insurance claims, look for jobs, print documents
needed to apply for financial assistance, etc. Staff plans to reopen its computer
lab essential services once San Mateo County reaches the red tier as designated
by the Public Health Department. Programs in CLC's computer lab are partially
funded through the California State Library, the California Department of
Education, and the California Public Utilities Commission.
PROJECT READ - STAFF RETIREMENT: Fernando Cordova, Adult Literacy
Services Coordinator retired at the end of January. Due to our current pandemic
and to honor Fernando's wishes, we did not hold the retirement event we would
have liked to have in celebration of Fernando's many contributions to our local

communities. Anyone wishing to send a farewell note to Fernando, can contact
Anita Palafox, Administrative Assistant at Project Read and we will make sure he
receives your best wishes.
Fernando was a member of our team for just over 18 years. He was highly
regarded in the Literacy provider community including the California Library
Literacy Services program of the California State Library where he made
presentations on a number of Learner and Tutor support -relevant topics. Over
the last few years, Fernando was also instrumental in strengthening Project
Read's VITA services to community by developing a strong volunteer core which
resulted in increased numbers of served community. Fernando worked with the
Daly City, San Bruno, South San Francisco, Town of Colma and (at some point
too), Pacifica communities. Learners and Tutors were known to comment on
Fernando's ability to find just the right partner in learning for each other. We will
miss Fernando and we all wish him the best in his new adventures!

PROJECT READ- VITA: In January, staff and volunteers worked diligently to
plan and train for the 2020 Tax Season. Starting Saturday, February 13, 2021,
Project Read will be serving community again through free preparation of
taxes. In an abundance of caution, our VITA program this year is working as a
drop off -only site. The process of dropping off documents is by appointment only
and all appointments are being set up via phone or through our online
reservation system, LibCal. To maintain a safe worksite, no walk ins will be
allowed. First priority will be returning clients who meet the eligibility
guidelines. Additional appointments will go on a first come first served basis, to
people also meeting eligibility guidelines.
We wish the best of luck to Anita Palafox and Elia Moreno. Both Anita and Elia
have stepped up to support Project Read as VITA Program Coordinators. We are
appreciative and excited to welcome them as leads of this important
program! Anita and Elia will be joined by Zenaida Montecinos, who has served in
the VITA program for nearly a decade.
