Please note that due to the COVID-19 outbreak, the Library Board of Trustees Meeting will be
conducted by teleconference only pursuant to the provisions of the Governor's Executive Order's N-25-
20 and N-29-20 issued on March 17, 2020 allowing for deviation of teleconference rules required by the
Brown Act and pursuant to the order of the Health Officer of San Mateo County dated March 31, 2020.
You are invited to offer your suggestions. In order that you may know our method of conducting
Library business, we will proceed as follows:

CALL TO ORDER
The meeting was called to order at 6:00 P.M. via Teleconference meeting (Zoom).
ATTENDANCE
Library Trustees present: Diane Huddleston, Mary Giusti, Liru Chin, Hector Camacho, and
Claire Ramsey. Library staff present: Valerie Sommer, Library Director; Adam Elsholz,
Assistant Library Director; Karla Bourdon, Literacy Services Program Manager; and Elia
Moreno, Administrative Assistant 11.
APPROVAL OF MINUTES
Motion to approve the minutes from the August 24, 2021 meeting was made, seconded and
approved as presented.

OLD BUSINESS
New Main Library and Parks & Recreation Community Center Project Update
Steel structure foundation of the new community center project is in process and should be
completed by October 7th. Subcontractors, including concrete, electrical and rebar, will begin
work onsite after the crane work is completed by the end of October.
Library Reopening Update
Both Main and Grand Avenue Libraries have returned to full operating hours. Face masks
continue to be required inside Library facilities, as well as all other City facilities. In-person
programs will still not be scheduled at the Library until further notice.
NEW BUSINESS
Project Read Trivia Challenge Update — Karla Bourdon, Literacy Program Manager
Literacy Services Program Manager, Karla Bourdon, presented an update on the upcoming
Trivia Challenge. The 28th Annual Trivia Challenge will be held on Friday, November 19th at the
South San Francisco Public Library Board of Trustees Page 2 Meeting Minutes — September 28, 2021
South San Francisco Conference Center. The planning committee has grown, including members
from the Town of Colma, City of Daly City and the City of San Bruno. So far, Project Read has
received $10,000 in sponsorship donations. With safety and social distancing in mind, the
planning committee anticipates a total of 20 teams to compete. CDC recommendations are being
closely monitored in order to ensure the safety of everyone attending the event. Participants and
attendees are required to show proof of vaccination, or a negative COVID-19 test result within
the previous 48 hours before the event. Masks will be required at all times, except during eating
and drinking. The IT Department and Library staff is looking into the option of livestreaming the
Trivia Challenge to be able to enjoy the event, virtually.
Citizen's Academy 2021 Preview — Assistant Library Director Adam Elsholz
The 2021 Fall Citizen's Academy series has begun. The Main Library will present along with the
IT Department, on Monday, October 4th beginning at 6:OOPM. Proof of vaccination and face
masks are required to participate in person. Assistant Library Director, Adam Elsholz, gave a
preview of the PowerPoint Library staff will present to Citizen's Academy participants. The
PowerPoint includes photos of Library staff, Library Board and Friends of the Library, Library
statistics, and descriptions of services and programs from each division.

New Community Civic Center Campus Update; COVID-19 Response and Recovery Plans;
Citizen's Academy Recap.
ANNOUNCEMENTS
All Library facilities, including the Main and Grand Avenue Libraries and the Community
Learning Center, will be closed on Sunday, October 10th and Monday, October 11th in
observance of Indigenous Peoples' Day.
The South San Francisco Public Library Book Club meets virtually via Zoom on the third
Tuesday of each month at 6:00 PM. The November book club selection is My Brilliant Friend by

Report
SMCo Elections provided the final statistics for Election Day voters In the SSF
Main Library Vote Center; we remain the busiest Election Day site. -
o 30 -day erson voting at the Library: 1,665
o Election Day in-person voting: 848
o Vote by Mail's dropped off inside the Vote Center: 855
Citizen's Academy @ the Library was held on Monday, October 4. Library Board
President Diane Huddleston welcomed the attendees as they arrived. The
attendees, including Library Board member Liru Chin, were an exceptionally
supportive and interested group. We shared the spotlight with our Information
Technology Director, Tony BAAM rrera. Both the IT and Library presentations
generated great questions and good feedback on our successful programs and
services. Thanks go out to all of our staff who presented and assisted in this
program.
Our Youth Services staff did a great job in reaching out to local children and
teens during our annual Summer Learning Challenge. In addition to an exciting
lineup of weekly virtual programs along with take-home STEAM kits, we
distributed 4,664 books to local youth - in the Library and at the schools and
other outside venues. Congratulations to all who made this summer a success!
More statistics are included in the Youth Services report below.

The recruitment for the Grand Library Branch Manager has concluded, with a
stMrt date set for mid-November. The new manager will be introduced to the
Board at a future meeting.
COVID-19 outreach continues with erson canvassing of under -vaccinated
neighborhoods.
A State Library grant application for $60,000 was submitted to support the
Promotores outreach project and provide training to library staff on needs
assessments and asset mapping.
The library team is participating in meetings for the new Library and Rec Center,
making decisions around signage and donor recognition, Wi-Fi, security systems,
and furniture. These furniture meetings will continue over the next several
months.

• New classes for October -December are now live on the website!
• There were 22 virtual attendees at our Tech Tuesday classes this month. Topics
included researching local history, managing your digital footprint, using video
editors, and accessing library apps.
Veptember — Key Stats & Updates (Online Collections)
• Overdrive E -Books and E-Audiobooks: 2,969 items were checked out by SSF
patrons.
• Overdrive Magazines.* 281 e -magazines were checked out by SSF patrons.
• Streaming Video: Over 95 SSF patrons streamed 648 videos via Kanopy
• Digital Newspapers: We are renewing our subscription to Newsbank for 2021-22.
In addition to the local CA newspapers we offer (e.g. same-day coverage to San
Mateo Daily Journal and SF Chronicle), we have a year-long trial to their World
News databases which includesresources as well as 5,900 international
sources from 172 countries.
Premiere Programming & Community Partnerships
Staff led I I total programs with over 60 live attendees via Zoom.
Kathryn Alexander and Stacy Lein participated in the Partnership Project Pilot,
month-long class to learn how to partner with another organization to shar
resources, collaborate and deliver library programs. Their project focused on th
partnership we are renewing with Ability Path. We are beginning to look at way
to offer programs virtually to their classes with the goal of offering thes
programs in person. Some program ideas they requested were photograph
computer classes, and book clubs.

Community Learning Center — Homework Club (H
In September, CLC continued its regular HWC program including the afterschool
schedule, homework assistance and enrichment activities. Enrollment is now a" 'I
56 students which staff will continue to increase to the program's capacity of 72
students provided there is consistent progress against the pandemic. In addition
to homework support, students participate in enrichment activities such as
Readers Theater, Crazy 8 (Math program), STEM challenges and the Mileage
Club. In working with students, staff demonstrate that their resiliency and
resourcefulness have been greatly strengthened by the Social Emotional
Learning and Mental Health trainings provided with the support of the California
State Library.
Community Learning Center — Digital Literacy Rescources:
In September, digital literacy classes which are sponsored in part through a gran-)
received from the California Public Utilities Commission, had an average of 15
participants per class. Classes focusing on accessing video platforms and on
practicing English through Duolingo continue to be very popular with community.
Project Read — Learning Wheels:
Project Read's library on wheels relaunching of services reached 708
participants at various locations including the South San Francisco Health
Center, the Saint Bruno's Hospitality House, Town of Colma Community Center,
and a very special event celebrating City Hall's Birthday. As always, participants
were very excited to attend storytime and/ or received a free book!
Trivia Challenge.-
Project Read's 28 th Annual Trivia Challenge, scheduled on November 19, is
moving forward under the guidance and support of a great committee comprised
of North County community leaders and librarians. The initial 'invitation to past
and prospective donors has been mailed, and past teams have been invited. We
have received very positive communication from a few of our donors expressing
how much they love this event as it brings the community together in support of
literacy. Our current round of invites have gone out to community members who
have attended the Challenge in the past. The South San Francisco Conference
Center staff have been remarkable in their efforts to make this event a success
and safe.

LIBRARY
Mission Statement: South San Francisco Public Library is actively committed to providing access
to the best possible combination of library materials and services to meet the informational,
educational, and recreational needs of our multicultural community in a professional manner
with a human touch.
The Department supports its mission to the City through:
• Instruction, assistance and access to informational, recreational and educational
resources via the library's print, audio visual, electronic and local history collections
• Customer service-oriented and patron -centered programs and services
• Partnerships with local businesses, agencies, schools and residents, working together to
meet the needs of our community
• Promotion of literacy and lifelong learning through educational programs, classes,
reference services and collections
• Promotion of school success, youth development and the joy of reading
• Bridging the digital divide by providing access to STEM equipment, tools, techniques and
learning opportunities
Accomplishment Highlights in Fiscal Year 2020-21:
• Modification of core library services to comply with State and County pandemic
restrictions, including Curbside Service, Books by mail, reference and Tech Drop In by
phone.
• Community Learning Center Computer Lab, which first opened in May 2020, completed
283 appointments between July and December. Participants filed unemployment
insurance claims, looked for jobs, printed supporting documents for financial assistance
applications, emailed to medical/ social services, and learned how to navigate Distance
Learning.
• Programming continued virtually with storytimes and computer classes held regularly
on Facebook Live and Zoom.
• Completed over 8,000 curbside appointments and mail delivery requests.
• The Main Library served as a 29 -day Vote Center, welcoming nearly 3,000 people to
participate in the democratic process.
• A Voter Engagement team, funded by a County grant, performed outreach in South San
Francisco, achieving an increase in voter turnout of more than six percent, higher than
that State and County averages.
• Library personnel staffed the City's Census Outreach team, achieving a response rate of
79.9%.

• Contacted more than 3,000 residents aged 55 and over by phone and countless others
online to provide critical information on COVID-19, part of a Countywide grant -funded
outreach project.
• Implemented and expanded in-person learning hub at the Community Learning Center
to support 40 students through the SSFUSD's Distance Learning model.
• Led the San Mateo 101 Express Lanes Equity Study Community Partner Program,
gathering input from residents on transportation needs.
• New library and recreation center progress: Completed design development phase and
began construction phase.
• Celebrated the history of South San Francisco's City Hall with a commemorative video,
while also engaging the children with a "Build your own future City Hall" project and
musical birthday party.
• Implemented the Bringing the Library to You California Initiative/ Out -of -School Time
grant by offering a Teen Volunteer and Career Workshop as well as trainings on Mental
Health and Social Emotional Learning for the Library, Parks and Recreation, Boys and
Girls Clubs of North San Mateo County, and other partners from the SSF Community
Collaborative for Children's Success.
• Completed an ongoing "Book to Action" program series for caregivers, with seminars
on self-care, stress management, Alzheimer's, and more.
• Checked out Memory Kits to aid caregivers and families in providing mental stimulation
to members experiencing dementia or Alzheimer's, funded by a State Library grant.
• Strengthened Wi-Fi coverage at Main Library to extend throughout parking lot,
providing access to the internet that was lost with the public closure of library buildings.
• The Library's Annual Summer Learning Challenge was made virtual, with dozens of
activities, books, and craft kits made available to kids and families for at-home
participation. More than 2,000 children participated in this new online format.
• Partnered with South San Francisco Unified School District (SSFUSD) and San Mateo
County Library (SMCL) in supporting the Big Lift Inspiring Summers (BLIS) program and
embedding a library staff member as a Coach in the Spruce Elementary School BLIS site.
• Adapted Family Literacy Services in-person model to remote workshop delivery by
training low income/ literacy families to use video conference tool and by delivering
