ORDINANCE NO. 660
AN ORDINANCE CALLING A SPECIAL MUNICIPAL ELECTION
IN THE CITY OF SOUTH SAN FRANCISCO FOR THE PURPOSE
OF SUBMITTING TO THE ELECTORS OF SAID CITY A PROP-
OSITION FOR THE INCURRING OF A BONDED INDEBTEDNESS
OF SAID CITY FOR THE ACQUISITION, CONSTRUCTION AND
COMPLETION OF A CERTAIN MUNICIPAL IMPROVEMENT;
DECLARING THE ESTIMATED COST OF SAID IMPROVEMENT,
THE AMOUNT OF THE PRINCIPAL OF SAID INDEBTEDNESS TO
BE INCURRED THEREFOR, AND THE MAXIMUM RATE OF
INTEREST TO BE PAID THEREON; PROVIDING FOR THE
CONSOLIDATION OF THE ELECTION WITH THE STATEWIDE
ELECTION TO BE HELD ON JUNE 4, 1974, AND PROVIDING
FOR NOTICE THEREOF
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES
ORDAIN AS FOLLOWS:
WHEREAS, the City Council of the City of South San Francisco
by Resolution passed and adopted at a regular meeting of said Council
on March 18 , 1974, by the affirmative vote of more than two-
thirds of all of its members, did determine that the public interest
and necessity demanded the acquisition, construction and completion
of the municipal improvement hereinafter mentioned, and did further
determine that the cost of said proposed municipal improvement will
be too great to be paid out of the ordinary annual income and
revenues of said City and that said improvement will require an
expenditure of funds greater than the amount allowed for it by
the annual tax levy of said City and will necessitate the incurring
of a bonded indebtedness.
NOW, THEREFORE, IT IS ORDERED as follows:
1. A special municipal election be, and it is hereby, called
and ordered and will be held in the City of South San Francisco on
Tuesday, the 4th day of June, 1974, at which election there shall be
submitted to the qmalified voters of said City the question of incur-
ring a bonded indebtedness by said City for the object and purpose
set forth in the following propositiOn, to wit:
PROPOSITIOn: Shall the City of South San
(Public Safety Francisco incur a bonded in-
Complex) debtedness in the principal
amount of $4,500,000 for the
construction and completion, upon property owned
by said City, of a municipal improvement consist-
ing of a building comprising a public safety
complex to house the police and fire departments
for said City, including site preparation, land-
scaping, paving and parking facilities; the
purchase of furniture, fixtures, apparatus and
equipment; and the acquisition of lands, ease-
ments and rights of way and all other works,
improvements, facilities and structures, and the
completion of all incidental work. necessary or-
convenient to the operation of a public safety
complex for the City of South San Francisco?
2. The estimated cost of the municipal improvement set forth
in the proposition and the principal amount of the indebtedness to
be incurred for the object and purpose therein mentioned, including
legal and other~fees, costs of printing the bonds and other costs
and expenses incidental or connected with the authorization, issuance
and sale of the bonds, is $4,500,000.
3. mThe City Council does hereby submit to the qualified voters
of said City of South San Francisco at said special municipal election,
this Ordinance and'the proposition set forth in Section i hereof. The
Council proposes to issue and sell bonds of said City in the amount
and for the object and purpose specified in said proposition if two-
thirds of the qualified electors voting on such proposition at said
special municipal election shall vote in favor thereof.
4. If two-thirds of the qualified electors~voting on said
proposition shall'vote in favor thereof, said proposition shall be
deemed adopted. Said bonds shall be negotiable in form and of the
character known.as serial, and shall bear interest at a rate not
exceeding seven percent (75) per annum, payable semiannually, except
that interest for the first year after the date of the bonds may be
made payable at the end of said year.

5. The said special municipal election shall be held and
conducted, the votes thereof canvassed, the returns thereof made,
and result thereof ascertained and determined as herein provided,
and in all particulars not prescribed by this Ordinance said
election shall be held as provided by law for the holding of
municipal elections in said City.
6. The said special municipal election is hereby consoli-
dated with the statewide election which will be held on Tuesday,
the 4th day of June, 1974. The special municipal election shall be
held in the manner provided for the statewide electien, and the
election precincts, polling places, and officers of election shall
be the same as.those provided for the statewide election within the
City of South San Francisco.
?. All persons qualified to vote at municipal elections in
said City upon the date of the election herein provided for shall be
qualified to vote upon the proposition submitted at said special
municipal election.
8. The elections hereby c0nsolidated shall be held in all
respects as if there were only one election, and one form of ballot
shall be used at said statewide election and said special municipal
election hereby consolidated therewith.
The Data-Vote cards to be used as absent voter ballots shall, in addi-
tion to all other matters required by law to be printed~thereon, state
the proposition set forth in Section i hereof in the following form:

the police and fire departments for the City?
Two voting squares sha~l be set off to the right of said proposition
in the manner provided by law, one having the word "YES" printed
before it and the other having the word "NO" printed before it.
Each voter to vote for the proposition hereby submitted and for
incurring the bonded indebtedness thereof, shall punch out the
cross (+) in the blank space opposite the word "YES" on the ballot
to the right of the proposition, and to vote against said proposi-
tion and against incurring the said indebtedness, shall punch out
the cross (+) in the blank space opposite the word "NO" on the
ballot to the right of said proposition~
The voting machines shall be prepared as required by law and each of
said voting machines shall Have placed thereon, in the place provided
for measures ballot labels setting forth the proposition hereby sub-
mitted to the qualified voters in the following form:

The voting machines shall be so arranged that each voter wishing to
vote for the proposition hereby submitted and in favor of incurring
said bonded indebtedness may, by pulling a lever, place an X opposite
the word "YES" below the ballot label as herein prOvided and to vote
against said proposition and against incurring the said indebtedness
may, by pulling a lever, place an X opposite the word "NO" below the
ballot label as herein provided.
9. 'The polls shall be 0pened'at 7:00 o'clock A.M. of the day
of the election and shall be kept open until 8:00 o'clock P.M. of the
same day, when the polls shall be closed, except as to voters in line
as provided in Section 14436 of the Elections Code.

10. The Board o£ Supervisors of the County of San Mateo is
hereby authorized to canvass the returns of the said special
municipal election or to order such canvass to be made by the
County Clerk pursuant to law.
11. This Ordinance is adopted pursuant to Article 1, com-
prising Sections 43600 to 43638, inclusive, of Chapter 4, Division
4, Title 4 of the Government Code and Section 23300, et seq. of the
Elections Code of the State of California.
12. This Ordinance shall be published once a week for two
weeks in the Enterprise-Journal, a newspaper published less than
six days a Week in the City, and such publication shall constitute
notice of said election. No other notice of the election hereby
called need be given.
13. This Ordinance being an Ordinance calling and ordering
an election shall take effect immediately upon its adoption.
