The City Council may meet by teleconference, consistent with the Brown
Act as amended by AB 361 (2021. Under the amended rules, the City will
not provide a physical location for members of the public to participate in
the teleconference meeting.
CALL TO ORDER Mayor Nagales called the meeting to order at 6:01 p.m.
ROLL CALL Present: Councilmembers Addiego, Coleman and Flores, Vice
Mayor Nicolas, and Mayor Nagales.
Present: Chair Shihadeh, Vice Chair Tzang, Planning
Commissioners Faria, Murphy, Evans, and De Paz Fernandez.
Absent: Planning Commissioner Furies.
AGENDA REVIEW
None.
PUBLIC COMMENTS — comments are limited to items on the Special Meeting Agenda.
None.
ADMINISTRATIVE BUSINESS
1. Report regarding the release of the Draft General Plan and Draft Climate Action Plan. (Lisa
Costa Sanders, Project Administrator and Billy Gross, Principal Planner)
Principal Planner Gross and Eric Yurkovich, Raimi + Associates presented the report on the release
of the Draft General Plan and Draft Climate Action Plan. The General Plan set forth a shared vision
for the future of South San Francisco. Building on the community's values of livability, diversity
and inclusion, sustainability, and innovation, the General Plan covered everything from City parks
and services to environmental protection, to social equity, to housing, mobility and more.
Mayor Nagales inquired about the outreach and community engagement feedback. Principal
Planner Gross stated staff had meetings in various locations with available translators for attendees
and there were mailers in multiple different languages reaching out to community organizations and
different neighborhoods. Principal Planner Gross stated the virtual meetings they have had brought
great feedback from residents that would not have the opportunity to attend in person and advised
they would have both in-person and virtual meetings moving forward.
Councilmember Flores queried whether staff had plans to provide the interactive website with
multiple languages. Principal Planner Gross advised the website relied on Google Translate to
translate for all the languages.
Commissioner Evans inquired whether staff kept demographic statistics on who attended the
meetings. Principal Planner Gross stated staff was not keeping specific demographic information.
Mayor Nagales suggested keeping demographic statistics was beneficial to know which
neighborhoods were represented in the meetings.
Commissioner Murphy inquired about the implementation actions. Mr. Yurkovich stated the
implementation actions were set at the initial community conversations. Principal Planner Gross
added the implementation actions were very much a first take and worked with various departments
on their thoughts.
Commissioner De Paz Fernandez recommended staff to assist community members that were not so
technologically savvy and non-English speaking to provide input on future virtual meetings.
Mayor Nagales inquired about what the city could potentially face regarding sea level rise in terms
of climate protection. Mr. Yurkovich stated seal level rise was covered under the community
resilience chapter with an extensive conversation laying out the science and potential impacts of
seal level rise and ways to address it.
Councilmember Flores noticed community health and environmental justice were in the same group
and inquired whether they should be separated. Mr. Yurkovich stated community health and
environmental justice were in the same chapter in the General Plan because they were linked by
State Legislation SB 1000.
