AN ORDINANCE ESTABLISHING THE SOUTH
SAN- FRANCISCO RECREATION' COMMISSION
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES ORDAIN AS
FOLLOWS:
SECTION 1. Conmission Establishment; Members; and Appointment.
The South San Francisco Reereation Commi§sion is hereby e~%ab-
lished, consisting of seven (7) members who are electors of the City,
The City Council shall appoint the Commissioners.
S~CTION 2. Terms; Limitation;. and Vacancy. · ..
.- 2.1. Terms. The term of each member of the Commission shall
be four (4) years and until a successor is appointed and
qualified, except that commencing January 1, 1977, the
first term shall be two (2) years for Commissioners 1, 2
and 3, and four (4) years for Commissioners 4,..5, 6 and '7,
as described below, which description establishes the
base dates for future appointments. The Council may
designate.the respective Commissioners presently serving
or appointed prior to January 1, 1977, to fill. each of the
Commission offices described below, and until so desig-
hated the Commissioners presently serving or appointed
prior to January 1, 1977, shall continue in their respect-
i~e offices, unless a successor has been appointed and
qualified.

Limitation. Commencing on January 1, 1977, Comissior. ers
shall be limited to t~vo (2) consecutive terms.
Vacancy. Upon a vacancy occurring in a Recreation Commis'-
sion Office for any reason, including but not limited
to (1) resignation, (2) Council declaration of vacancy
for a Commissioner's failure to attend four 'consecuti-Fe
regular meetings without excuse by the Commission, anFJ

(3) removal by majority vote of the Council, a successor
shall be appointed by the Council to fill the unexpired_
portion of the term.
SECTION 3. Chairman, Chairman Pro Tem and Secretary.
On the third Thursday in January of each year, the Commission
shall elect a chairman, chairman pro tem and appoint a secretary and
secretary pro rem. The term of said offices shall be one (1) year. The
chairman pro tem and secretary pro rem shall serve in the absence of the
chairman and secretary.
SECTION 4. Place of Meetings.
4.1. Regular Meetinqs, Adjourned Regular Meetinqs, Special
Neetings and Study Meetings. The Commission shall meet
on the third Thursday of each month at seven-thirty
o'clock (7:30) p.m., in the Council conference room,
400 Grand Avenue, South San Francisco, California,'except
in case of necessity or emergency the chairman or four
(4) commissioners may designate an alternate meeting
place within the corporate limits of the City of'South
San Francisco, with legal notice thereof to be given at
least twenty-four (24) hours prior to the time of said
meeting. If a meeting is set for said regular meeting
place of the Commission, or duly noticed for an alternate
meeting place, and because of necessity or emergency the
Commission is required to meet in another place within

the corporate limits of the City of South San Francisco,
then the secretary shall appear at the regular or alter-
hate meeting place, whichever is the case, at the time
set for the meetin§, and publicly announce the new meet-
ing place and post a notice of same on the door of the
regular meeting place. Notices of all meetings, except
regular meetings, shall be served on each Commissioner
and to each person who has requested notice in writing
of such meetings, at least twenty-four (24) hours prior
to the time specified for the proposed ~eeting, and said
notices shall comply with Government Code Section 54950,
et seq., also referred to as the Ralph M. Brown Act or
Secret Meeting~Law.
4.2. Holidays. If the day designated as a regular, adjourned
regular, special or study meeting falls upon a legal hol-
iday, the Commission shall meet upon the next succeeding
day which is not a holiday unless othem~ise ordered by
the Commission. ~
SECTION 5. Compensation.
Commissioners shall receive the compensation established by
the City Council pursuant to resolution 6r ordinance.
SECTION 6. Clerk's Maintenance of Records and Notice to Council.
6.1. Record l~aintenance. The City Clerk shall establish and
maintain a record of the names, addresses, telephone
numbers, dates of appointment and dates of termination

of each commissioner, and the names of the chairman,
chairman pro tem, and the dates of their election
and termination of service in those offices.
Notice to Council of Term Expiration. The. Clerk shall
give the Council written notice of the expiration of a
Commissioner's term sixty (60) days prior thereto.
Duties.
The duties of the Recreation Commission shall be as follows:
7.1. To recommend to the City Council the establishment
and development of park facilities, adequate system of
parks, recreation services and facilities, including
necessary operation, equipment, management and mainten-
ance therefor.
7.2 To recommend the acquisition of such real and personal
property as may be necessary or advisable for recreation
facilities.
7.3. To make recommendations to the City Council regarding any
matters pending before the Council related to parks,
recreation and facilities necessary therefor.
7.4. To appoint advisory committees to assist the Recreation
Commission in performing its duties. A member of the
Commission shall be designated as chairman of said commit-
tees. Any commissioner may be a member of said committees
upon approval of the Recreation Commission. The committees
shall be.assigned functions which are not inconsistent

with the provisions of this ordinance, and shall report
to the Commission at the times and in the manner which
the Commission may require.
7.5.. To prepare and submit a report of the Recreation Commis- '
sion activities not later than the first Monday in July
of each year, together with recommendations as to funds'
necessary fOr the work of said Commission during the forth-
coming fiscal year.
SECTION 8. No Planning Commission Function.
The duties of the Commission shall not be construed to mean that
said Commission or any of its members or committees are to performany of
the duties of the Planning Commission of the City of South San Francisco.
SECTION 9..Repeal of Ordinances Nos. 212 and 532.
The following ordinances shall stand repealed on December 31, 1976,
at twelve o'clock (12:00) p.m., except that commissioners serving pursuant
to said ordinance shall continue to so serve until the Council has designated
said commissioners to fill one of the Commission offices .described in

Section 2, or appointed a new commissioner for said office: Ordinance No.
212, adopted March 3, 1941, entitled "An Ordinance Creating a Recreation Com-
mission for the City of South San Francisco, and Defining its Duties," and
Ordinance No. 532, adopted September 7, 1965, entitled "An Ordinance of the
City of South San Francisco Amending Ordinance No. 212 entitled 'An Ordinance
Creating a Recreation Commission for the City of South San Francisco and
Defining its Duties.'"
SECTION 10. Publication and Effective Date.
This ordinance shall be published once in the Enterprise-

Journal, a newspaper of general circulation in the City of South San
Francisco, as required by law, and shall become effective thirty (30) days
from and after adoption, and operative on December 31, 1976, at twelve
o'clock (12:00) p.m.
