ANNOUNCEMENTS FROM STAFF
City Manager Futrell informed the community about the City's Summer Internship Program and
encouraged high school students from South San Francisco to visit the City's website for information
to participate.
PRESENTATIONS
1. Proclamation recognizing May 15-21, 2022 as National Public Works Week. (Mark Nagales,
Mayor)
Councilmember Flores read into the record the proclamation recognizing May 15-21, 2022 as
National Public Works Week. Public Works Director Kim accepted the proclamation and thanked the
Council for their support.
2. Proclamation recognizing April 2022 as Arab American Heritage Month. (Mark Nagales,
Mayor)
Councilmember Addiego read into the record the proclamation recognizing April 22, 2022, as Arab
American Heritage Month. Sam Shihadeh accepted the proclamation and thanked the Council for
their support.
3. Proclamation recognizing April as National Volunteer Appreciation Month. (Mark Nagales,
Mayor)
Vice Mayor Nicolas read into the record the proclamation recognizing April as National Volunteer
Appreciation Month.
PUBLIC COMMENTS
None.
COUNCIL COMMENTS
Vice Mayor Nicolas thanked all the administrative professionals and wished them a happy
Administrative Professionals' Day. She requested to adjourn the meeting in memory of former
Director of South San Francisco's Chamber of Commerce Jim Metz and Eufemiana C. Acosta.
Councilmember Addiego thanked the staff that put together the Arbor Day celebration at Sister Cities
Park. He advised that Alessandro Tambellini, Mayor of Lucca, Italy, would be in town on May 12,
2022, and would like to meet the Mayor of South San Francisco.
Councilmember Coleman requested lighting the Sign Hill Tree with Pride colors in honor of Pride
Month in June.
Councilmember Flores participated in the Bike Around Town celebration with Mayor Nagales. He
encouraged the public to attend the Martin Elementary School Walk Audit on April 28, 2022, from
12:30 p.m. to 3:00 p.m.
Mayor Nagales echoed the words of Vice Mayor Nicolas regarding Jim Metz. He shared riding a
bicycle around South San Francisco for a video shoot, and it inspired him to read the Bicycle and
Pedestrian Master Plan. He thanked the city staff for doing a great job on Earth Day and Arbor Day
celebrations.
CONSENT CALENDAR
The City Clerk duly read the Consent Calendar, after which Council voted and engaged in discussion
of specific item as follows. No items were pulled for further discussion.
4. Motion to approve the Minutes for the meetings of March 23, 2022, and April 6, 2022.
5. Report regarding a motion to accept the construction improvements of Spruce Avenue and
Commercial Avenue Traffic Improvements Project (No. tr1801) as complete in accordance
with plans and specifications (Total construction cost $693,473.08). (Angel Torres, Senior

6. Report regarding Resolution No. 52-2022 for a purchase and service agreement with
Edgeworth Integration, LLC for the replacement of surveillance cameras, video management
software and server equipment in the amount not to exceed $216,116; and authorize the City

7. Report regarding Resolution No. 53-2022 authorizing an agreement between the San Mateo
County Library and the South San Francisco Public Library to provide staffing for the Big
Lift Inspiring Summers program in South San Francisco and approving Budget Amendment
22.063 accepting up to $14,000 in reimbursement funding. (Adam Elsholz, Assistant Library

Report regarding Resolution No. 54-2022 to continue conducting City Council and advisory
body meetings remotely due to health and safety concerns for the public and making related
findings (Sky Woodruff, City Attorney)
9. Report regarding Resolution No. 55-2022 to accept grant awards from the Metropolitan
Transportation Commission and from the California State Office of Housing and Community
Development for planning studies and community engagement to prepare a Lindenville
Specific Plan and associated environmental analysis; approve the appropriation of funding
from the General Plan Reserve Fund; authorize a consulting services agreement with Raimi +
Associates for preparation of the Lindenville Specific Plan Project and with Good City
Company for project management; authorize a City administrative budget; and approve
Budget Amendment #22.064. (Tony Rozzi, Chief Planner/Acting ECD Director and Billy

10. Report regarding Resolution No. 56-2022 awarding a contract in the amount of $495,000 to
the Davey Tree Expert Company of Livermore, California and authorizing a project budget
of $569,250 for the removal of hazardous trees and continued reduction of potential fuel
load on Sign Hill in response to the 2020 Sign Hill Diamond Fire. (Joshua Richardson,

11. Report regarding Resolution 57-2022 authorizing the acceptance of the San Mateo County
Summer Enrichment Grant in the amount of $92,940, and amending the Parks and Recreation
Department Fiscal Year 2021-22 Operating Budget pursuant to budget amendment #22.060.

12. Report regarding Resolution No. 58-2022 increasing the acceptance of grant funds from the
After School Education and Safety Grant by $36,163 for a new grant total of $283,858 in
Fiscal Year 2021-2022, and amending the Parks and Recreation Department and Library
Department Fiscal Year 2021-2022 Operating Budgets pursuant to budget amendment
#22.059. (Greg Mediati, Director of Parks and Recreation)
13. Report regarding Resolution No. 59-2022 approving and authorizing the City Manager to
enter into an agreement between the City of South San Francisco and the California Water
Service for new water services to the Library, Parks and Recreation and Community Theater/
Council Chamber project in an amount not to exceed $346, 550.00. (Jacob Gilchrist, Director
of Capital Projects)

14. Report regarding Resolution No. 60-2022 approving the transfer of $8.5 million from General
Fund surplus fund balance to the Infrastructure Reserves fund as recommended in the
FY2021-22 Mid -Year Financial update. (Paul Harris, Financial Services Manager)
15. Report regarding Resolution No. 61-2022 authorizing City Manager to execute the Second
Amendment to the consulting services agreement between the City of South San Francisco
and ABB Testing of Palo Alto, California, for the Community Civic Campus: Phase II Library,
Parks & Recreation and Community Theater/Council Chamber (LPR) (Project No. pf2103) in
an amount not to exceed $132,000 for consulting services for a total contract amount of

16. Report regarding holding a Public Hearing on the City of South San Francisco's Fiscal Year
2022-23 Annual Action Plan for the Community Development Block Grant Program and
consideration of adopting a resolution: 1) approving the FY 2022-23 Annual Action Plan; 2)
authorizing its submittal and all other required documents to the U.S. Department of Housing
and Urban Development; 3) accepting funds from all sources and approving appropriation of
CDBG and HOME Administrative fund expenditures as detailed in Attachment 1 for the FY
2022-23 CDBG operating budget; 4) authorizing the City Manager to execute all documents
and certifications necessary to secure and award the CDBG and HOME Administrative Funds
for the City; and 5) approving an appropriation of $101,050 from the Housing Trust Fund for
the FY 2022-23 operating budget to support non-profit organizations that provide homeless
prevention programs for South San Francisco residents. (Heather Ruiz, Management Analyst

Management Analyst Ruiz presented the report and provided an overview of the 2022-23 Annual
Action Plan for the Community Development Block Grant Program and Annual Action Plan. She
advised that the program's goal was to develop urban communities through suitable living
environments, economic opportunity, and principally for low -and moderate -income residents.

Motion — Councilmember Addiego /Second – Councilmember Coleman: To adopt Resolution No.
62-2022 approving the FY 2022-23 Annual Action Plan for the Community Development Block
Grant Program; authorizing its submittal and all other required documents to the U.S. Department of
Housing and Urban Development; accepting funds from all sources and approving appropriation of
CDBG and HOME fund expenditures as detailed in Attachment 1 of the staff report for the FY 2022-
23 CDBG operating budget; authorizing the City Manager to execute all documents and certifications
necessary to secure and award the CDBG and HOME Administrative Funds for the City; and
approving an appropriation of $101,050 from the Housing Trust Fund for the FY 2022-23 operating

17. Report regarding a Planning Commission recommendation to City Council for consideration
of California Environmental Quality Act (CEQA) determinations and to adopt amendments
to Title 15 (Buildings and Construction) and Title 20 (Zoning) regarding large family daycare
homes, accessory dwelling units, and Design Review requirements pertaining to certain
residential developments under state law. (Claire Lai, Assistant City Attorney and Tony Rozzi,
Chief Planner)

Assistant City Attorney Lai presented the report and provided an overview of the Ordinance amending
provisions of the South San Francisco Municipal Code to modify Title 15 (Buildings and
Construction) and Title 20 (Zoning) regarding large family daycare homes, accessory dwelling units,
and Design Review requirements pertaining to certain residential developments under state law. She
stated that the purpose of the amendments was to bring the city's code into compliance with State
law.
Councilmember Addiego reiterated that the language in the ordinance required the city to pass to
comply with the State law. Assistant City Attorney Lai confirmed that was correct and that the city
did not initiate it.
Mayor Nagales inquired about the Transit Occupancy Tax. City Manager Futrell stated he would get
with Finance and get back to the City Council. Mayor Nagales asked about the sale of accessory
dwelling units (ADU) if a non-profit organization developed the ADU. Assistant City Attorney Lai
clarified that the non-profit seller had to be a 501(c)(3) organization receiving a welfare exemption
under the tax code, and the buyer had to meet specific income restriction requirements. There also
had to be a restrictive agreement that governed the purchase terms and what they could do in terms
of the sale.
Councilmember Addiego inquired whether the property tax of the sold ADU is paid after the sale.
City Attorney Woodruff confirmed that the property tax would need to get paid. He stated the income
qualification for the new owners would not provide an exemption from property tax as it would for a
non-profit organization.

18. Report regarding a motion to accept the construction improvements of the 2020 Pavement
Rehabilitation Project (No. st2104) as complete in accordance with plans and specifications
(Total Construction Cost $2,620,750.90). (Angel Torres, Senior Civil Engineer)
Senior Civil Engineer Torres presented the report and provided an overview of regarding a motion to
accept the construction improvements of the 2020 Pavement Rehabilitation Project (No. st2104) as
complete in accordance with plans and specifications (Total Construction Cost $2,620,750.90).

19. Report regarding a Resolution accepting $400,000 in grant funding from C/CAG's
Transportation Development Act (TDA) Article 3 Program and approving Budget
Amendment 22.065 and awarding a construction contract to Ray's Electric of Oakland,
California in an amount not to exceed $897,985.90, authorizing a total construction contract
authority budget of $1,077,583, and authorizing the City Manager to execute the agreement
on behalf of the City for the Hillside Boulevard Road Diet Improvements Project (No. trl906,
Bid No. 2656). (Jeffrey Chou, Associate Civil Engineer)
Associate Civil Engineer Chou presented the report, accepting $400,000 in grant funding from
C/CAG's Transportation Development Act (TDA) Article 3 Program and approving Budget
Amendment 22.065 and awarding a construction contract to Ray's Electric of Oakland, California in
an amount not to exceed $897,985.90, authorizing a total construction contract authority budget of
$1,077,583, and authorizing the City Manager to execute the agreement on behalf of the City for the
Hillside Boulevard Road Diet Improvements Project (No. tr1906, Bid No. 2656).
Mayor Nagales thanked staff for improving the City's bicycle lanes and thanked Vice Mayor Nicolas
for getting the improvements on the C/CAG's agenda and convincing her colleagues to vote in favor
of the project.
Vice Mayor Nicolas was grateful to be a small part of making the $400,000 grant a reality. She was
impressed with how well the project was put together and noted that the Bicycle and Pedestrian
Master Plan was one of the reasons why South San Francisco was able to receive the grant.
Councilmember Flores was concerned that the buffer lane would not protect bicyclists from speeding
vehicles and inquired whether staff could install a barrier. Associate Civil Engineer Chou advised that
San Mateo County would follow up with delineators for the project's second phase. Councilmember

Flores recommended staff install delineators and the striped buffer lane as the first phase of the project
to promote bicycle safety. Public Works Director/City Engineer Kim advised that he would reach out
to San Mateo County and see what they could do.
Councilmember Addiego suggested notifying the public regarding the project via oversized posters
that could be posted at local businesses.
