AN ORDINANCE ORDERING REMOVAL OF OVERHEAD
STRUCTURES, WIRES AND FACILITIES AND INSTAL-
LATION OF UNDERGROUND WIRES AND FACILITIES
IN UNDERGROUND UTILITY DISTRICT NO. 2 -
PHASE B-3
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES
ORDAIN AS FOLLOWS:
SECTION I. FINDINGS:
The City Council finds and determines as follows:
A. A public hearing was duly called and held on May 3, 1978, at
the hour of 7:30 p.m. in the West Orange Avenue' Library (in
the room referred to as the Auditorium), 840 West Orange
Avenue, South San Francisco, California, to ascertain whether
the public necessity, health, safety or welfare required the
removal of poles, overhead wires and associated overhead
structures; and the underground installation of wires and
facilities for supplying electric, communication or similar
or associated services in Underground Utility District No. 2 -
Phase B-3; and that notice of such hearing was given to all
affected property owners as shown on the last equalized
assessment rolls and utilities concerned in the manner and
for the time required by law; and all persons were given an
opportunity to be heard.
B. The public necessity, health, safety and welfare require the
removal of poles, overhead wires and associated structures,
and the underground installation of wires and facilities for

sUpplying electric, communication or similar or associated
service in Underground Utility District No. 2 - Phase
which consists of undergrounding all utilities on both sides
of E1 Camino Real from Arroyo Drive to Hickey Boulevard inter-
section, as delineated on the plat marked Exhibit "A" to
Ordinance No. 766-78 , titled "Underground Utility District
No. 2, E1 Camino Real - Phase B-3~' as revised March ?, 1978.
The undergrounding to be accomplished pursuant to this Ordi-
nance will void or eliminate any unusually heavy concentra-
tion of overhead distribution facilities.
The streets, roads or rights-of-way in the District are
extensively used by the general public and carry a heavy
volume of pedestrian or vehicular traffic.
The said streets, roads or rights-of-way adjoin or pass through
or near a civic area, a public recreation area and an area of
unusually scenic interest to the general public.
Ordinance No. 766-78 provides for scheduling the under-
grounding of utilities in Phase B to conform to the construc-
tion schedule of the widening of E1 Camino Real which is now
scheduled for widening between Arroyo Drive and the Hickey
Boulevard intersection, with work to commence October 1,
1978.
SECTION II.
ESTABLISHMENT OF UNDERGROUND UTILITY DISTRICT
NO. 2 - PHASE B-3
Underground Utility District No. 2 - Phase B-3, consisting
of the parcels delineated on the plat marked Exhibit "A", titled

"Underground Utility District No. 2, E1 Camino Real - Phase
B-3," as revised March ?, 1978, hereby incorporated in and made
a part of this Ordinance, is hereby established.
SECTION III. REMOVAL OF OVERHEAD FACILITIES: TIMES THEREFOR:
The Council hereby fixes October 1, 1978, as the date on
which affected'property owners in Phase B-3 of District No. 2,
E1 Camino Real from Arroyo Drive to Hickey Boulevard intersection
must be ready to receive underground service and does hereby order
that all poles, overhead wires and associated overhead struc-
tures be removed and underground installations made in said
Underground Utility District No. 2 - Phase B-3, within the fol-
lowing times:
A. Underground installation by utility companies and property
owners and reconnections not later than November 1, 1978,
which time may be reasonably extended by the Director of
Public Services.
B. Removal of poles, overhead wires and other associated over-
head structures not later than December 1, 1978, which time
may be reasonably extended by the Director of Public Services.
SECTION IV. NOTICE.
The City Clerk is hereby instructed to notify all affected
utilities and all persons owning real property within Underground
Utility District No. 2 - Phase B-3,, of the adoption of this
Ordinance within ten (10) days after the date of such adoption.
The City Clerk shall further notify said property owners of the
necessity that, if they or any person occupying such property

similar oP associated service~ they oP such occupant shall~
by the date fixed in this Ordinance pPovide all necessaPy facility
changes on theiP pPemises so as to Peceive such service fPom the
lines of the supplying utility or utilities at a new location~
subject to applicable rules~ Pe§ulations and tariffs of the
Pespeetive utility oP utilities on file with the Public Utilities
Commission of the State of California. The notification shall
be made by mailing a copy of this OPdinance together with a copy
of Ordinance No. 566 to the affected pPoperty ownePs as such ape
shown on the last equalized assessment Poll and the affected
utilities.
SECTION V. ADOPTION PURSUANT TO ORDINANCE NO. 566.
This Ordinance is adopted pursuant to~OPdinance No. 566 of
the City of South San Francisco which Ordinance was passed and
adopted on the 7th day of August~ 1967.
SECTION VI. EFFECTIVE DATE AND PUBLICATION.
This Ordinance shall be in full foPce and effect thirty (30)
days from and after the date of final passage and approval. The
Clerk shall certify to the passage of this Ordinance and cause
the same to be published in the EntePprise-Journal as required
by law.

Francisco at a regular meeting of the City Council of
the City of South San Francisco, this 7th day of June ,
19 78 , by the following vote:
