TELECONFERENCE MEETING
Welcome to the Meeting of the Cultural Arts Commission. Please note that the Cultural Arts Commission may meet
by teleconference, consistent with the Brown Act as amended by AB 361 (2021). Under the amended rules, the City
will not provide a physical location for members of the public to participate in the teleconference meeting.
The purpose of conducting the meeting as described in this notice is to provide the safest environment for staff and
the public while allowing for public participation.
Commissioners Boldenweck, Bond, Bowen, Cansino, DeNatale, Foley, Hobson-Coard, Maharaj, Ramos, Vice
Chair Mardahay, and Chair Campagna and essential City staff will participate via Teleconference. Members of the
public may submit their comments on any agenda item or public comment via email or Parks & Recreation main
line.
PURSUANT TO RALPH M. BROWN ACT, GOVERNMENT CODE SECTION 54953, ALL VOTES SHALL BE BY
ROLL CALL DUE TO COMMISSIONERS PARTICIPATING BY TELECONFERENCE.
In accordance with California Government Code Section 54957.5, any writing or document that is a public record,
relates to an open session agenda item, and is distributed less than 72 hours prior to a regular meeting will be
made available for public inspection at the Parks and Recreation Department in the Municipal Services Building.
If, however, the document or writing is not distributed until the regular meeting to which it relates, then the
document or writing will be made available to the public at the location of the meeting, as listed on this agenda.

Public Comment:

through the “Chat” function and a staff person will add you to the queue for comments and unmute your
microphone during the comment period. In the alternative, you may also provide email comments received during
the meeting will be read into the record. Please be sure to indicate the Agenda item number you wish to address or
the topic of your public comment. California law prevents the Commission from taking action on any item not on
the Agenda (except in emergency circumstances). Your question or problem may be referred to staff for
investigation and/or action where appropriate or the matter may be placed on a future Agenda for more
comprehensive action or report.

pm before the start of the meeting, to facilitate inclusion in the meeting record. A maximum of 3 minutes
per individual comment will be read into the record. Comments that are not in compliance the
Commission’s rules of decorum may be summarized for the record rather than read verbatim.

VI. PRESENTATION:
1. Jack Drago Cultural Arts Commission Youth Art Scholarship Recipients, Celeste
Esguerra and Nadine Macapagal
(Cultural Arts Specialist, Ercie Santos)
▪ Specialist Santos presented Celeste Esguerra and Nadine Macapagal as the recipients of
the 2022 Jack Drago Cultural Arts Commission Youth Art Scholarship.
▪ Both Celeste Esguerra and Nadine Macapagal expressed their gratitude for this
opportunity and explained how this award will encourage them to further their
education in art.

VIII. NEW BUSINESS:
1. Cancellation of Summer Meeting
▪ Business Mgr. O’Brien presented the Commission with the option to cancel an
upcoming summer Cultural Arts Commission meeting.

▪ The Commission discussed the options and Chair Campagna called to motion a
cancellation of the July meeting, with a second from Commissioner Cansino.
The Commission voted to cancel the July 21, 2022 Cultural Arts Commission meeting
by roll call vote: AYES: Commissioners Boldenweck, Bowen, Cansino, DeNatale,
Foley, Hobson-Coard, Maharaj, Vice Chair Mardahay, and Chair Campagna; NAYS:
None; ABSENT: Commissioner Ramos; ABSTAIN: Commissioner Bond.
2. General Plan Update
▪ Deputy Director Duldulao reminded the Commission of the City’s efforts to create the
new general plan that will serve as a blueprint for future community development. She
reviewed the General Plan website with the Commission and encouraged them to also
explore the draft.
IX. SUBCOMMITTEES:
1. Strategic Vision
▪ Chair DeNatale noted that the Public Arts Master Plan consultants, Art Builds
Community, have come aboard.
▪ The subcommittee has shifted focus towards brainstorming ideas for the August BBQ
Fundraiser.
2. Sculpture
▪ Commissioner Boldenweck raised some questions on the status of the Windswept
sculpture as well as asked for an update about the art pieces located in the Grand
Avenue breezeway.
▪ Business Mgr. O’Brien explained that she has recently been in contact with a metal
artist referred to the City by the original sculptor to execute repairs.
▪ Commissioner Boldenweck inquired about the historical significance of the Eternal
Flame sculpture at Orange Memorial Park.
▪ Business Mgr. O’Brien also informed the Commission that Parks and Recreation staff
visited the Grand Avenue breezeway and assessed the Doors of Avignon mural. She
explained that staff will need to reach out to the original artist since the art does not
look salvageable at this time
3. Urban Art
▪ Chair Bond had Commissioner DeNatale present a progress update of the Skyline
College mural at Alta Loma Park.
4. Youth Art Programs
▪ Chairperson Campagna informed the Commission that he was able to present the Jack
Drago Cultural Arts Commission Youth Art Scholarship to the awardees at the El
Camino High School Award ceremony.
▪ Chair Campagna asked for a volunteer to present the awardees to the South San
Francisco City Council on May 25, 2022. Commissioner Cansino volunteered to attend
the City Council meeting on behalf of the Commission.
▪ Commissioner Bowen shared some highlights from the Youth Art Show that took place
in April. These highlights reflected entries from students within the South San
Cultural Arts Commission

Francisco Unified School District and from hundreds of participants within the South
San Francisco Parks and Recreation Childcare Programs.
▪ For nineteen years, the South San Francisco Unified School District has partnered with
the commission to present the Youth Art Shows. The school district liaison requested
resuming that relationship for the 2023 presentation, and proposed dates in March.
Commissioners were in favor of resuming the partnership.
▪ The Youth Art Show also featured the South San Francisco Poet-in-Residence honoree
Chloe Chow; Chloe shared readings at the Youth Art Show reception.
▪ The 2022 Cultural Arts Fundraiser Barbeque planning is well underway and the
subcommittee will have a more detailed update at the June meeting.
5. 2D Art & Craft Show (July 15-16, 2022)
▪ Commissioner Bond emphasized that the intention of this theme is meant to be
handcrafted art in general.
▪ Specialist Santos reminded the Commission of their responsibility to docent at the
upcoming July Art Show.
6. Performing Arts
▪ No update.
7. Community Engagement
▪ Chairperson Campagna explained that Commissioner Mardahay and her subcommittee
will take the lead on requesting donations for the Fundraiser BBQ scheduled for
August.
X. ITEMS FROM COMMISSION
Announcement
▪ Commissioner Hobson-Coard invited Commissioners to watch her band Lovestruck
perform at the San Mateo County Fair on Sunday June 12, 2022, at 1:00 p.m.
▪ Commissioner Hobson-Coard invited Commissioners to Fort McKinley in South San
Francisco on June 18, 2022, to watch her band Lovestruck perform at 8:00 p.m.
▪ Commissioner Cansino announced that she will be joining the Commission on Equity
and Public Safety, and that June will be the last meeting she will attend for the
Cultural Arts Commission.
XI. ITEMS FROM STAFF
1. Upcoming Events
▪ On May 30, 2022, South San Francisco is hosting a Memorial Day Flag Ceremony at
Orange Memorial Park.
▪ On July 15, 2022, the City will be hosting the Parks and Recreation Month Field Day
event with the Movie Night in the Park event immediately following.
