Teleconference via Zoom Community Development Block Grant Standing Committee conducted this meeting in accordance with California Governor Newsom's Executive Orders N-29-20 and N-63-20 and COVID-19 pandemic protocols. Call to Order: 1:34 p.m. Roll Call: Present: South San Francisco: Vice Mayor Addiego and Councilmember Matsumoto. San Mateo County Harbor District: Commissioner Kiraly and President Reyering. Motion to approve the Minutes for the meeting of December 12, 2019. Motion to approve the Minutes for the meeting of December 12, 2019. Motion — Commissioner Kiraly / Second —Vice Mayor Addiego: to approve the minutes. The motion carried unanimously. 3. Presentation on the vision for the Kilroy Oyster Point Development. (Matthew Griffin, Kilroy Realty) Mr. Griffin gave a brief introduction of Kilroy Realty and presented the Harbor District Liaison Standing Committee (Committee) members with a project overview. Items discussed were F&B being open to the public by 2022. Some tenants have committed to using public transportation as much as possible for their employees. The bay trail width would measure 20 feet, which would also allow emergency vehicles to use it if necessary. PUBLIC COMMENT Roberta Prohaska was concerned on who would be responsible on maintaining the bay trail and the abundance of new high-rise buildings being constructed affecting her view of the bay from her home. 4. Report regarding expanded Oyster Point Marina Ferry service and improvements. (Mike Futrell, City Manager) City Manager Futrell presented the Committee members with the expanded Oyster Point Marina Ferry service and improvements. Items discussed were the capacity for each water taxi was around 40 with room to walk around. It was recommended that they dedicate a space for the Harbor Master to accommodate their district meetings. 5. Presentation regarding the Oyster Point Marina Fuel Tank and Fueling Station Removal Project (pf2001) for the removal of two underground fuel tanks, associated piping, and fuel dispensing equipment. (Eunejune Kim, Director of Public Works/City Engineer) Director Kim presented the Committee members with the Oyster Point Marina fuel tank and fueling station removal project. Project overview consisted of 35 working days for the construction duration, with a start date of September 2020 and an estimated completion date of November 2020. PUBLIC COMMENT John Ullom suggested a raise hand option for future Zoom meetings and was concerned that residents were responsible for the removal of the fuel dock. 6. Report regarding a presentation on the San Mateo County Harbor District FY 2020- 21 Capital Improvement Projects at Oyster Point Marina. (James Pruett, San Mateo County Harbor District General Manager) General Manager Pruett presented the Committee members with the FY 2020-21 Capital Improvement Projects at Oyster Point Marina. He advised the rough estimate amount to complete the JOINT CITY OF SSF HARBOR DISTRICT STANDING COMMITTEE SEPTEMBER 28, 2020 MINUTES PAGE 2 replacement of docks 12, 13 and 14 was around $6.5 — $7.5 million. A recent survey of the entrance channel markers at Oyster Park Marina discovered that they were failing and in need of replacement. The main distribution panel on Dock 14 was replaced last week. PUBLIC COMMENT John Ullom was concerned that San Mateo County taxpayers were obligated to pay for infrastructure owned by the City of South San Francisco. 7. Report regarding the 2020 Oyster Point Marina Annual Report. (Mike Futrell, City Manager and James Pruett, San Mateo County Harbor District General Manager) City Manager Futrell and General Manager Pruett presented the Committee members with the 2020 Oyster Point Marina annual report. All operation parameters under the agreement were met and continue to work together as a team to help improve the Oyster Point Marina for the betterment of all people who use it. PUBLIC COMMENT John Ullom was concerned that everything was being done for the benefit of the developer and not the taxpayers. 8. Committee Discussion and Comments. Committee members thanked all the presenters for all their work they put into their presentations and ask that they continue to work together and keep the Committee up to date on projects and make adjustments as needed. 9.
