Please note that due to the COVID-19 outbreak, the Library Board of Trustees Meeting will be conducted
by teleconference only pursuant to the provisions of the -25-20 and N-
29-20 issued on March 17, 2020 allowing for deviation of teleconference rules required by the Brown Act
and pursuant to the order of the Health Officer of San Mateo County dated March 31, 2020.
You are invited to offer your suggestions. In order that you may know our method of conducting Library
business, we will proceed as follows:

The Library Board of Trustees discussed the revisions to the Library Use Policy. Board members

MATERIALS SELECTION, DESELECTION,AND ACCESS POLICY
The mission of the South San Francisco Public Library is to provide the best possible
combination of library materials and services to meet the informational, educational,and
recreational needs of our multicultural community. To support this mission, library
materials, physical and electronic, areselected and organized to provide maximum
accessibility to anticipate and meet the diversified and complex needs of our users and
to encourage non-users to use our services.
All acquisitions, whether purchased or donated,are considered in terms of timeliness,
reputation of the author, importance to the collection, cost, format, availability of the
sameor similar material elsewhere in the geographical area, popular interest or
demand,physical condition, space needs, and published or staff reviews.
Consideration shall be given to changing social values, technological advantages,and
cultural differences as well as thereading and language preferences of a significant
portion of communityresidents.Library collections include a commitment to providing
materials for all ages that reflect an emphasis ondiversity, equity, inclusion and social
justice.
The Library affthat express
a diversity of ideas, subjects, viewpoints and more. Therefore, no restrictions are
placed on what anyone mayread, see,view,or hear in the collection.The Library Board
of TruLibrary Bill of Rights,the
Freedom to Read Statement, and the Freedom to View Statement.The public,
regardless of age, has free access to all library materials. Materials will not be excluded
because they may cause concern to some individuals. They will not be excluded solely
because they contain political, religious, or moral views that may be controversial, nor
because of language or images.
Responsibility for what is used, viewed,or borrowed from the Libra
minor children rests with their parents or legal guardians. Selection of adult materialsis
not restrictedby the possibility that these materials may be accessible to minors. The
Library does not act in the place of a parent or guardian in the supervisionof children
and their use of Library materials.
Gifts of materials and money to purchase materials aregreatly appreciated, however,
gifts of books and other items are accepted with the understanding they may be used or
disposed of as determined by the Libraryin partnership with the Friends of the Library.
(See also library donations guidelines). The Library welcomes purchase suggestions
from community members and may chose to purchase or suggest interlibraryloan
servicesdepending upon budget limitations, availability, format, collection and space
needs, reviewsand competing community demands.
Weedingor deselection of library materials is an essential component of library
collection management. Materials are regularly removed from the collection that are
outdated, inpoor condition,duplicate copies no longer in demand, part of an incomplete
set, or were once popular materials that are no longer used. Space, the cost of

replacement,and the appearance of the collection are also factors inthese decisions.
Deselectedlibrary materials may be offered for sale by the Friends of the Library to
raisefunds to support library programs. Materials not purchased by the public or those
that are unusable are recycled or donated to community and nonprofit organizations.

LIBRARYUSEPOLICY
It is the goal of the Library Board of Trustees and staff of South San Francisco Public
Library for all visitors to enjoy a positive and safe experience when using the library.This
policy is designed to ensure Library facilities serve their primary purposes,including the
provision of a quiet and orderly environment in which people may read,study, use library
materials and equipment, and contemplate. The rules may regulatedisruptive behavior,
noise, offensive odors, health and sanitation hazards, and bringingpossessions,
materials, or objects into the Library which are likely to interfere with itsusebyothers.
Therulesmaynotunreasonablyorunfairlyrestrictaccesstolibrariesbyanypersonor
group.
Thefollowingbehaviorsarenotallowedinthelibraryand/orareprohibitedbylaw:
1.Damage, destruction, or theft of library property, tampering with computer
hardwareand/orsoftware,andotherillegalactivitiesincluding(butnotlimitedto)
graffiti, vandalism, smoking (including e-cigarettes or vaping), carrying of
firearms,weapons,stun gunsandtasers,orcircumventionofsecuritysystems.
2.Alcoholuseand/oropenbottlesofalcohol,unlessauthorizedaspartofa
libraryprogram.
3.Use ofabusiveand/orcursinglanguage, gestures, activities.
4.Engaginginorthreateningphysicalassaultorabuse;threateningorharassing
otherpatronsorLibrarystaff, including, butnotlimited to:following, stalking,
leering, staring, lurking, offensive touching, obscene acts such as indecent
exposure, bullying.
5.Obstructingentrancesorexitsorinterferingwiththeabilityofpatronsorstaffto
freelyenterorexit thelibrary.
6.SolicitationswithinLibrary/CommunityLearningCenterbuildings(excluding
thoseof theLibraryand/orFriendsoftheLibrary).
7.Disruptive behavior (including running and jumping) such as loud conversations
on cellphonesorinperson orothernoiseandloiteringingroupsforanyunlawful
purpose.
8.Obstructingpathways,stairways, seatingoraccesstoresourceswithbelongings
and/orbysitting orlyingonthefloor.
9.Drinkingbeveragesoreatinginthebuildings(exceptwhenofferedaspartofa
libraryprogram).Beverages inclosedcontainersareacceptable.
10.Usingrestroomsasbathingorlaunderingfacilities.
11.Strongodorsincludingthosecausedbyfragranceproductsand/orlackof

16.Bringinganimalsorpetsintobuildings.However, licensed and certified service
animalsare permitted to enter library facilities.Ahandler will be told to remove a
service animal from a library facility if the service animal is notunder control of their
handler and the animal's handler does not take effective action to control it, or the
animalis not housebroken. (28 CFR §35.136(a) and (b).)A service animal must have
a harness, leash, or other tether, unless either the handler is unable because of
adisabilityor other tether would interfere with theservice animal's safe, effective
performance of work or tasks, in which case theservice animalmust be otherwise
under the handler's control (e.g.,voice control, signals, or other effective means).
