AN ORDINANCE AMENDING SECTION 6, OF ORDINANCE
NO. 449, ADOPTED MARCH 21, 1960, ENTITLED "AN
ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO
RECREATING AND RE-ESTABLISHING A PERSONNEL
SYSTEM FOR THE CITY OF SOUTH SAN FRANCISCO AND
REPEALING ORDINANCE NO. 216 AND ALL INCONSISTENT
ORDINANCES~"
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES ORDAIN AS FOLLOWS:
SECTION I - AMENDMENT TO SECTION 6. Section 6 of Ordinance No. 449, adopted
the 21st day of March, 1960, entitled "An Ordinance of the City of South San
Francisco Recreating and Re-Establishing a Personnel System for the City of
South San Francisco and Repealing Ordinance No. 216 and All Inconsistent
Ordinances," as amended, is hereby amended to read:
SECTION 6 - COMPETITIVE SERVICE.
A. The following positions or offices shall be in the competitive serivce.
The City Council may add positions or offices to the competitive service by
amending this Section.
(1) Administrative, Clerical and Fiscal:

B. The following offices shall not be included in the competitive service:
Elective Officers
Members of appointive boards, commissions and committees
City Manager, Assistant City Manager and his assistants
Civil Defense Director and Coordinator
Administrative Aide
Apprentice Waste Water Treatment Plant Operator
Assistant City Attorney
Assistant Director of Public Works
Chief of Police
City Attorney
Director of Community Development
Director of Finance
Director of Parks and Recreation
Director or Public Services/City Engineer
Fire Captain (Paramedic)
Fire Chief
Firefighter (Paramedic)
Fire Marshal/Battalion Chief
Library Administrator
Personnel Director
Police Officer II
Police Officer - Motorcycle
Police Technician
Police Training Officer
Persons engaged under contract to supply expert, professional or
technical services for a definite period of time
Volunteer personnel such as Volunteer Firefighters, who receive
no regular compensation from the City
Casual, seasonal or emergency employees in any office or department
of the City, including but not limited to part-time Crossing
Guards and intermittently employed Street Department employees
Hourly or per diem employees
Part-time employees
SECTION 2 - PUBLICATION. Pursuant to the provisions of Government Code
§ 36933 (revised by Chapter 850, Statutes of 1978), a Summary of this Ordinance
shall be prepared by the City Attorney. At least five (5) days prior to the
Council meeting at which this Ordinance is scheduled to be adopted, the City
Clerk shall (1) publish the Summary and (2) post in the City Clerk's Office
a certified copy of this Ordinance. Within fifteen (15) days after adoption
of this Ordinance, the City Clerk shall (1) publish the Summary and (2) post
in the City Clerk's Office a certified copy of the full text of this Ordinance

along with the names of those City Council Membemvoting for and against this
Ordinance or otherwise voting.
SECTION 3- EFFECTIVE DATE. This Ordinance shall become effective thirty
(30) days from and after its adoption.

ANDABOLISHING'CLASSIFICATIONS
1. The Ordinance will make the following changes in Section 6 of
Ordinance No. 449, adopted March 21, 1960, as amended (South San Francisco
Personnel Ordinance):
(a) Classifications Added: The classifications of (1) Personnel
Director; (2) Principal Clerk; (3) Secretary I; (4) Secretary II;
(5) Administrative Secretary will be added, and
(b) Classification Abolished: The classification of (1) Secretary
will be abolished.
2. A certified copy of the full text of this Ordinance is posted in the
Office of the City Clerk, City Hall, South San Francisco, California. The
Ordinance Was read for the first time on the 6th day of August ,
19 80 , and is scheduled for second reading and adoption on the 20th day of
August , 1980 . .
3. This Ordinance Summary was prepared pursuant to Government Code
) 36933 (revised by ChaPter 850, Statutes of 1978). The City Council ordered
preparation of this Ordinance Summary by the City Attorney.
