CALL TO ORDER: The meeting was called to order at 5:42 p.m. by Chairperson
Abarca

CONSENT CALENDAR:
Approval of the Regular Meeting Minutes from August 9, 2022
Motion – Commissioner Carbone / Second – Vice Chair Malfatti – to approve
the minutes as amended by Chair Abarca. Approved by voice vote (4-1-0).
ADMINISTRATIVE ITEMS:
1. TAC 2208 Meeting
- Secretary Espiritu introduced Associate Engineer Jeffrey Chou to the meeting
to help further discuss the August Traffic Advisory Committee (TAC) meeting
and certain traffic safety and other issues raised by members of the community.

o Commissioner Carbone inquired about timing of actions that take place after each
request made for TAC and more specifically for items under number 2208.
Associate Engineer Chou explained the process from beginning to end; work
orders are created from each request and distributed out. Turn around time,
depending on each work order, is a few weeks. Both parties confirmed there is
separate funding for these requests/work orders.
o Vice Chair Malfatti commented that the City does do an investigation on each
request to either move it forward or give feedback on why it wasn’t moved forward.
o Commissioner Monzon noted a traffic concern submitted through See-Click Fix,
off of 201 Cypress and Grand Ave; in Commissioner Monzon’s findings, the current
construction is obstructing the walkway for pedestrians. Construction sites are not
abiding by safety guidelines.
o Secretary Espiritu commented that these safety concerns can be amplified by the
Commission writing a note through [email protected], which will flag this on-
going issue with the City and its Construction Coordination Committee, the
appropriate avenue for these requests. Commissioner Carbone inquired if the
Chair of the Traffic Safety Commission can raise these concerns; Secretary
Espiritu confirmed that all commissioners can fill out a TAC form to air these
concerns. Commissioner Carbone suggested that the TSC Chairperson submit a
note on behalf of the TSC, and Chairperson Abarca agreed to submit a note.
ITEMS FROM THE COMMISSION:
- Commissioner Carbone brought up the improvements off Grand and Airport,
he would like this to be addressed in the next meeting. Secretary Espiritu noted
he and Associate Engineer Chou will coordinate for October’s meeting agenda.
Chair Abarca adjourned the meeting at 6:03 p.m.

A stop sign was installed in front of our house awhile ago. Since then
we have had nlli~eros occasions of almost belng nit while exiting and
entering our driveway. The traffic, majority of tne tlme do not stop
at the stop sign. Since there is a stop sign on the previous street
Indio. ~Lately we have been receiving threats and i~ is scarry. As they
know where we live but we don't know where th~y live. I have to wai;t: up
to ten minute~ in the morning to leave my driveway. Entering our
driveway is very dangerous. We will be at the stop sign on Arroyo &
DelMonte, our left hand turn signal is on. There will traffice app~oach~~g
the stop sign in front of our house. We aDe afraid to make the turn int
our driveway, not knowing if the oncoming traffic is going to stop. I
have to go to Indmm and make a uturn to feel more comfortable. I have
attached a diagrmu showing the situation.

P.S. I have lived at 115 since 1969, and I don't ever recall an acciden
at this section of Arroyo Drive

Vehicles speed at the corner of Longford and Sutton, on Sutton Street proper, and at the corner of
Sutton and Dunman. We have families with several small children as well as elderly people with
disabilities.
We are a thoroughfare for Hickey Boulevard, the 280 Freeway access, and Junipero
Serra as well as access to the other side of the West Winston Manor neighborhood.
We have polled the residents and they also believe speed bumps to slow down the traffic is
necessary to keep us safe before an accident or tragedy happens.
Desired Recommendations To Address CompJaintlRequest (Use Additional Sheets ifNecessaty):
Speed bumps at the intersection of Longford and Sutton;
Speed bumps on Sutton Avenue as vehicles speed to the crosswalk and intersections;
Speed bumps at the intersection of Sutton and Dunman.
Raised speed reducers at these intersections.
We had on each corner of Longford and Sutton, and Sutton and Dunman as well as Bott Dots
running along the middle of Sutton Avenue to slow down the drivers and prevent them from
crossing over the median. When the streets were repaved, these were never reinstalled.

There are so many accidents on this section of Avalon Drive. 8/20/2022 happened again.
The curve and the speeding cars always crashed into the cars parking.
We need additional speed bumps, stop signs and street lights in this section.

DETAILED DESCRIPTION
Code Enforcement has been working with this elderly resident (Spanish speaking only) with mobility restrictions who
has been victim of illegal dumping on her property multiple times. She is being blocked in and out of her home due
to neighbors parking in front of her house blocking her only egress path from the street to her front door.
Due to the narrow streets everyone parks up on the sidewalk since the street has rolled curbs and
obstructing more than 50% of the sidewalk surface area. When motorists park up the sidewalk in front of her gate
she cannot get out with her walker to meet her Redi-Wheels driver nor can she get back in after an appointment if
there is a car there.
An easy solution for the property owner would be to create a second access point in her driveway however -' . she lives alone and has no family and is reclusive so there is no one who could cut the cinder block wall for her.
I have attempted to visit this owner on more than one occasion and found vehicles blocking that gate and
my access to her front door. Neighbors knowing the elderly person lives alone or assumes the house is vacant, I
have observed vehicles parked in and across her driveway. On one occasion there were young men sitting in a silver
sport coupe listening to loud music and smoking and they gave me a long dirty stare down.
DESIRED RECOMMENDATION
The only solution is to paint a red zone from her driveway and downhill approximately 10-12 feet which is about and
approximately 2-3 feet to the left of her only gate or adding across her driveway as well. This would keep the area
open and clear for her and/or emergency services should they need access.

The crosswalk with the lights flashing when someone walks across the street is
where I am reporting a very much needed service request. I have lived here for
about 8 years and I have tried to walk across this crosswalk many times and hadimmediately felt like my child's life and my life were in danger. I have seen many cars
almost hit pedestrians. I have seen car accidents happen. This is due to the fact that
drivers don't treat this crosswalk cautiously like how it should be. Instead drivers
speed down this road, don't pay attention to the flashing lights or just ignore the
fact that there is pedestrians crossing or about to cross.
There are schools here and a park where there is alot of people around and
especially children. The elderly have to fear for there life or have someone with them
in order to cross the street.
There needs to be a light or at least an actual stop sign.
The police have been notified about this many times and they said that the get
many request and reports but still after 8 years of living here, nothing has happen.
Please, do something so that we could live in a safe community.

I received a letter back from you in February regarding the stop sign on Hillside Blvd. and
Lincoln Street in SSF which said you cannot at this time put a stop sign here in the middle of
Hillside Blvd where there is just a pole. You are going to be working on this later in the year. I do
see that you have put LARGER STOP signs on the sides of Hillside Blvd but we still have the
issue of people running the stop signs on both sides of Hillside Blvd. Not sure with the trees if
they can see the sign going north bound on Hillside. This is very dangerous if you are coming
out from Lincoln Street. There have also been a couple of accidents due to this problem and a
lot of almost accidents. I know my neighbors and myself have almost been hit a few times with
people running the Hillside stop sign and I try to be extra cautious coming out of there.
When the lights were out on Chestnut and Hillside you put a stop sign out for people to stop and
it worked. Can we do this for our intersection at Hillside Blvd. and Lincoln Street until you do
your work later in the year. We would appreciate anything you can do to help keep our
community safer.
