HomeMy WebLinkAbout05-11-21 Parking Place Commission Final Minutes MINUTES May 11, 2021 CITY OF SOUTH SAN FRANCISCO REGULAR MEETING PARKING PLACE COMMISSION CALL TO ORDER The meeting was called to order at 5:04 p.m. by Chairperson Abarca ROLL CALL Present: Dana Abarca, Chairperson Hermes Monzon, Vice Chairperson Jolene Malfatti, Commissioner Absent: None City Staff: Christopher Espiritu, Secretary of the Parking Place Commission Jennifer Rosas, Clerk AGENDA REVIEW NO CHANGES PUBLIC COMMENT NONE APPROVAL OF MEETING MINUTES: Regular Meeting Minutes of the Parking Place Commission April 13, 2021 Motion – Commissioner Malfatti / Second – Vice Chair Monzon – to approve the minutes as submitted. Approved by voice vote (3-0-0). ITEMS FROM STAFF 1.Parking Revenue Report Info (Christopher Espiritu, Secretary to the Parking Place Commission) -Christopher Espiritu, Secretary to the Commission, provided the monthly parking revenue report information for the month of April. Staff noted that the revenues are increasing as we begin to slowly recover from the pandemic. DocuSign Envelope ID: EFB5D289-FE68-476C-8DB4-6E05F5DEA026 2.200 Linden Ave Info (Christopher Espiritu, Secretary to the Parking Place Commission) -Christopher Espiritu, Secretary to the Commission, provided an update regarding the 200 Linden Ave project. He displayed several completed rendering images and layout plan on the zoom meeting. The project has 97 units with ground floor retail and a three-level parking garage. 109 parking spaces in the garage with 10 dedicated to the retail usage. Sidewalk will increase to 15 feet wide consistent with the Downtown Station Area Plan and they are restoring the 4 parking meters along Linden when the project nears completion in the next month. Deliveries for the commercial space will be done through the garage. Commissioners expressed concern for how the trash pick up and traffic flow will be managed off of 3rd Lane. 3.Lot #15 and Lot #17 Info (Christopher Espiritu, Secretary to the Parking Place Commission) -Christopher Espiritu, Secretary to the Commission, provided and update on the parking lots. The parking lots were closed at the end of April for the ROEM project to begin grading and demolition work for the mixed-use affordable housing project that was approved by City Council in 2017. In July 2018 the developer received approval for a 100% affordable project with 87 units and demolition prior to conveyance. We do not have information on the amount of parking that will be built for the apartment units but it is typically one-to-one. 4.Parking Garage #2 Info (Christopher Espiritu, Secretary to the Parking Place Commission) -Christopher Espiritu, Secretary to the Commission, provided and update about the progress for planning a second downtown parking garage. The three alternatives were recently presented at a Special City Council meeting and staff was instructed to pursue further analysis. No decision has been made at this time; it is still a work in progress. Commissioner Monzon commented that the need for parking downtown in a 2016 study determined a need of at least 226 spaces – he expressed that the alternative number 2 presented at City Council did not provide enough spaces and is not preferred. The additional retail space and office spaces take too much away from the parking spaces. ITEMS FROM THE COMMISSION Commissioner Monzon would like information about the future of Parking Lot #13 –will it be kept as is or developed?
