HomeMy WebLinkAbout07-13-21 Parking Place Commission Final Minutes MINUTES July 13, 2021 CITY OF SOUTH SAN FRANCISCO REGULAR MEETING PARKING PLACE COMMISSION CALL TO ORDER ROLL CALL Present: Absent: City Staff: The meeting was called to order at 5:03 p.m. by Chairperson Abarca Dana Abarca, Chairperson Hermes Monzon, Vice Chairperson Jolene Malfatti, Commissioner None Christopher Espiritu, Secretary of the Parking Place Commission Jennifer Rosas, Clerk AGENDA REVIEW NO CHANGES PUBLIC COMMENT: Public Comment submitted via email from Liza Normandy, Chamber of Commerce CEO. Comment was regarding dedicated parking spaces for Chajinel Home Care Services. The concern raised in public comment did not fall under the authority of this commission, but staff has referred the comment to the appropriate department. APPROVAL OF MEETING MINUTES: Regular Meeting Minutes of the Parking Place Commission June 8, 2021 Motion – Commissioner Malfatti / Second – Vice Chair Monzon – to approve the minutes as submitted. Approved by voice vote (3-0-0). ITEMS FROM STAFF 1.Parking Meter Revenue Report Info (Christopher Espiritu, Secretary to the Parking Place Commission) DocuSign Envelope ID: EFB5D289-FE68-476C-8DB4-6E05F5DEA026 -Christopher Espiritu, Secretary to the Commission, provided the monthly parking revenue report information for the months of January through June 2021. Staff noted that the revenues are increasing as we continue to recover from the pandemic. Staff also provided a report listing the total monthly permit parking revenue and Miller Ave Parking Structure revenues. Commissioner Monzon asked about the balance of the parking fund. Staff noted that we do not have a full picture yet. Finance provided the additional report but did not yet give us access to the Parking Fund Balance. We will have more information available at the next meeting. ITEMS FROM THE COMMISSION Commissioner Monzon noted it would be good to know how much we actually have in the bank. How much do we have specifically dedicated to parking funds for the new parking garage? We want to make sure we have the money we need when the time comes to build the new garage. Commissioner Abarca also asked for more details about the parking revenues and if they are kept the general fund or separated out. Staff will get more information from Finance and from the staff working on the new parking garage project. Commissioner Malfatti understands that the public comment question was not under this commission’s purview but would like a follow up on that issue once the appropriate department looks into it so we can be informed in case we are approach by other members of the community with the same issue. Commissioner Monzon asked about the Outdoor Dining Program. Some businesses are not using their parklets and we could use those parking spaces and parking meter revenues back again. Staff noted that the issue will be reviewed by City Council on July 26, 2021. Some businesses have already elected to remove their parklets and are in the process of doing so. A final determination will be made by City Council on the rest of the parklets. The Commissioner suggested that the parklets should not be permanent since we have a high need for the parking spaces, especially on Linden.
