Under Oral Communications, at the beginning of the meeting, persons wishing to speak on any subject not on

heard in the order in which it appears on the Agenda. A staff person will then explain the proposal. The first
person allowed to speak will be the applicant, followed by persons in favor of the application. Then persons
who oppose the project or who wish to ask questions will have their turn.
The Commission has adopted a policy that applicants and their representatives have a maximum time limit of 20
minutes to make a presentation on their project. Non-applicants may speak a maximum of 3 minutes on any
case. Questions from Commissioners to applicants or non-applicants may be answered by using additional time.
Remote Public Comments:
Members of the public wishing to participate are encouraged to submit public comments in writing in advance
of the meeting. The email and phone line below will be monitored during the meeting and public
comments received will be read into the record. The City encourages the submission of comments by 6:00pm
on
Thursday, July 16, 2020, to facilitate inclusion in the meeting record. A maximum of 3 minutes per individual
comment will be read into the record. Comments that are not in compliance the Planning Commission’s rules of
decorum may be summarized for the record rather than read verbatim.

Any interested party will have 15 calendar days from the date of an action or decision taken by the Planning
Commission to appeal that action or decision to the City Council by filing a written appeal with the City Clerk
as provided under Chapter 20.570 of the South San Francisco Municipal Code. In the event an appeal period
ends on a Saturday, Sunday, or any other day the City is closed, the appeal period shall end at the close of
business on the next consecutive business day.

RECOMMENDATION
Staff recommends that the Planning Commission conduct a public hearing,determine the proposed
signage project at 681 Gateway Blvd.is categorically exempt from CEQA,and approve the Type “C”
Sign Permit (SIGNS20-0008)and Design Review (DR20-0020)based on the attached draft Findings and
subject to the attached draft Conditions of Approval.
BACKGROUND/DISCUSSION
The property is located within the Gateway Specific Plan District,and has been operated as an office building,
most recently by Genentech.No previous signage permits are on record for the property.The applicant is
proposing two separate building tenant wall signs on the eastern elevation.Because the overall proposed
signage is greater than 100 square feet but not more than 300 square feet in total,a Type “C”sign permit and
design review with Planning Commission approval is required.
Proposed Signage
Tenant Wall Signs -The applicant is proposing two separate tenant wall signs,one for the tenant “Lilly”with a
total area of 66 square feet,and one for “Twist Bioscience”with a total area of 82.5 square feet.Both tenant
signs would be placed on a mesh backing,and would consist of channel lettering and logos that would be
internally lit. The total area of both signs would equal 148.5 square feet.
Design Review Board
The Design Review Board,at its meeting of June 16,2020,reviewed the proposed project and recommended
approval.
Zoning Consistency
The City’s Sign Code (SSFMC 20.360)allows 1.5 square feet of signage per foot of linear building frontage in
all Commercial, Office and Mixed-Use Zone District, with a maximum of 300 square feet of total signage.
The proposed signage has been designed to be compatible with the architecture of the 681 Gateway Blvd
building and its surroundings.The proposed signage will be visible and legible for both vehicular and
pedestrian traffic, and will enhance the overall aesthetic of the project.
General Plan Conformity
The subject property has a General Plan land use designation of Business Commercial (BC).This designation
allows for commercial development,including research and development campuses subject to appropriate
standards.The proposed project is also consistent with the East of 101 Area Plan,including the Design
Element policies,which the General Plan identifies as the guide for detailed implementation of General Plan
policies.

Environmental Review
The proposed Project has been determined to be categorically exempt from environmental review under the
provisions of CEQA (Class 11, Section 15311(a): On-premise signs).
CONCLUSION
The proposed signage complies with all development standards and design principles and is appropriate for the
site.The total proposed signage is in keeping with the overall appearance of the building and its surroundings.
Therefore,staff recommends that the Planning Commission approve the Type “C”Sign Permit (SIGNS20-
0008)and Design Review (DR20-0020)based on the attached draft Findings and subject to the attached draft
Conditions of Approval.

DRAFT FINDINGS OF APPROVAL – TYPE “C” SIGN PERMIT

(As recommend by City Staff on July 16, 2020)
As required by the Sign Permit Application Procedures (SSFMC Section 20.360.009) and the
Design Review Procedures (SSFMC 20.480), the following Findings are made in support of a
Type “C” Sign Permit at 681 Gateway Blvd in the Gateway Specific Plan Zoning District in
accordance with SSFMC 20.220, 20.360 & 20.480, based on public testimony and materials
submitted to the South San Francisco Planning Commission which include, but are not limited
to: Plans prepared by Wiedner CA dated April 15, 2020; Planning Commission staff report dated
July 16, 2020; and Planning Commission meeting of July 16, 2020.
Design Review
1. The proposal complies with the applicable standards and requirements of this Ordinance
because as submitted and modified through the Design Review Process, this sign meets
or complies with the applicable standards included in Chapter 20.220 (Gateway Specific
Plan District) and Chapter 20.360 (Signs);
2. The proposal complies with the General Plan and any applicable specific plans the City
Council has adopted because the proposed sign is consistent with the policies and design
direction provided in the South San Francisco General Plan for the Business Commercial
land use designation;
3. The proposal complies with any applicable design guidelines adopted by the City Council
given that the proposed sign program is consistent with the Design Principles in Section
20.360; and
4. The proposal complies with the applicable design review criteria in Section 20.480.006
because the project has been evaluated against, and found to be consistent with, each of
the eight design review criteria included in the “Design Review Criteria” section of the
Ordinance.

DRAFT CONDITIONS OF APPROVAL – TYPE “C” SIGN PERMIT

A) Planning Division requirements shall be as follows:
1. The applicant shall comply with the Planning Division’s standard Conditions and
Limitations for Commercial, Industrial, Mixed-Use and Multi-Family Residential
Projects.
2. The construction drawings shall substantially comply with the Planning Commission
approved plans, prepared by Wiedner CA, as amended by the conditions of approval.
3. The total sign area for all signs on the site shall not exceed 148.5 square feet. Sign area
shall be calculated by blocking or boxing around the outside edge of the proposed
signage, including the logo.
4. Any proposed signs shall have illuminated channel letters or logos only; all other portions
of the signs shall not be illuminated consistent with the City’s prohibition of internally
illuminated signs. Revised illumination plans for the monument and canopy signs shall
be submitted and approved by the Chief Planner prior to Building Permit issuance.
5. This permit shall not be construed to authorize any existing unpermitted signs on or
within the property. Any such unpermitted signage, including but not limited to wall
signage or banners shall be removed before new signs authorized by this sign permit are
installed.

BACKGROUND
The City of South San Francisco is in the process of updating its Genera Plan.The purpose of this
informational meeting will be to update the Planning Commission on the following items:
·Provide a brief overview of where we are in the process
·Review and reflect back on what was heard at the sub-area and pop-up meetings
·Review community vision, core values, and guiding principles
·Review and answer questions about the land use and mobility alternatives
