case. Questions from Commissioners to applicants or non-applicants may be answered by using additional time.

RECOMMENDATION
Staff recommends that the Planning Commission determine that the proposed Conditional Use Permit
(UP19-0020)to allow extended business hours,indoor live entertainment,and private events at
Hometown Bowl is categorically exempt under the provisions of the California Environmental Quality
Act (CEQA),Class 1,Section 15301,Existing Facilities,and approve the Use Permit based on the
attached Draft Findings and subject to the attached Draft Conditions of Approval.
BACKGROUND/DISCUSSION
The owners of Hometown Bowl,formerly known as Brentwood Bowl,submitted a Conditional Use Permit
application to the Planning Division on September 26,2019 to allow for extended business hours,indoor live
entertainment, and private events at the existing bowling center at 237 El Camino Real.
Brentwood Bowl was established in 1951,with approval by the City Council,with 16 bowling lanes,a bar and
a restaurant/café.In 1982,a Use Permit was approved to allow an amusement arcade at the bowling center with
a maximum of 10 amusement devices (arcade and video games)and six pool tables.Since 1982,Brentwood
Bowl has been operated with the same mix of uses,including bowling lanes,a billiard table/arcade area,a bar
and a restaurant.Brentwood Bowl was acquired by new owners in 2019,the same owners as Hometown Heroes
located in the downtown area on Grand Avenue,and the name officially changed to Hometown Bowl.The new
owners desire to expand the operations of the bowling center,including an extension of operating hours from
12 a.m. to 2 a.m., and the ability to host live entertainment and special events.
Following the submittal of the Use Permit application in September 2019,there were several incidents and
complaints received by the Police Department,including complaints regarding an event held on November 16,
2019.In response to these complaints and residents’voiced concerns,including at a Neighborhood Meeting for
the application held by Hometown Bowl on November 12,2019,the City Manager requested a meeting with
the business owners (applicants).
The applicants met with the City Manager,Director of the Economic and Community Development
Department,Planning Manager and Master Police Sergeant on November 19,2019.Discussion centered around
concerns regarding parking and transportation;ride share incentives;maintenance of the surrounding area and
public parking lot;security;exterior design;and neighborhood complaints.The applicants were tasked with
addressing these issues.
In December,it came to the attention of the Planning Division that Hometown Bowl had an open building
permit to permit work that had transpired on the building’s existing signage.As such,the applicants were
notified by letter on December 10,2019 that their Use Permit application was on hold until such time that theCity of South San Francisco Printed on 10/14/2022Page 1 of 5

notified by letter on December 10,2019 that their Use Permit application was on hold until such time that the
building permit was resolved (see Attachment 4).They were also advised that there were to be no special
events,live or amplified music,or operations past midnight while the use permit application was pending,and
that any of the above would constitute a violation of the City’s Municipal Code.
In January 2020,the building permit for the signage received a final inspection and was closed.Additionally,
the applicants provided a written response to the issues addressed at the November 2019 meeting with the City
Manager.Their response included discussion on how each of the concerns was being addressed and/or resolved
by the applicants,including the implementation of new staff procedures for clean-up and maintenance of the
surrounding area;regular use of private security personnel and services;collaboration with ride share
companies to offer promotions to customers;and consultation with contractors and hardware companies on the
best methods for noise attenuation (see Attachment 5).These have been included as recommended conditions
of approval for the Use Permit to ensure continued efforts by Hometown Bowl to resolve these issues (see
Attachment 1).
Since the November 2019 meeting with City staff,Hometown Bowl has operated within the parameters of the
original use permits approved for Brentwood Bowl,and has made consistent efforts to continuously address
any issues that arise.Staff has confirmed with the Police Department that there have not been any complaints or
incidents for Hometown Bowl during the initial three months of 2020.Hometown Bowl has been shuttered
since mid-March,in compliance with San Mateo County Health and State orders to shelter-in-place during the
current coronavirus crisis.
ZONING CONSISTENCY ANALYSIS
The project site is located in the El Camino Real Mixed Use (ECRMX)Zoning District.The applicants have
requested to extend their operating hours from 12 a.m.to 2 a.m.on select days of their choosing to allow for
more customers to enjoy the bowling center;and to host live entertainment,such as music and artist
performances,karaoke nights,and comedy stand-up hours within an existing stage area adjacent to the existing
bar, and private events throughout the year.
Per South San Francisco Municipal Code (SSFMC)Section 20.490.002 (Use Permit Applicability),Use Permit
approval is required for any use with hours of operation between midnight and 6 a.m.,except for properties
within the Mixed Industrial Zone District that do not directly abut another zone district.Current operating hours
for Hometown Bowl have been Monday through Friday,3 p.m.to 12 a.m.,and Saturday and Sunday,10 a.m.to
12 a.m.Staff supports allowing extended operating hours for the bowling center as the mix of uses are similar
to other businesses and uses that have been allowed to stay open past midnight,but is recommending a
condition of approval that limits the extended hours to Fridays and Saturdays only,with the option to allow for
a closing time past 12 a.m. for special events with approval from the Police Department (see Attachment 1).
Use Permit approval is also required for any commercial use with live entertainment,pursuant to SSFMC
Section 20.490.002 (Use Permit Applicability).Under previous ownership,Brentwood Bowl maintained juke
box machines within the existing bar and billiard table/arcade areas that allowed customers to select and play
music through the existing sound system.Additionally,live entertainment was occasionally provided,even
though such use was not approved under the past use permits.Staff supports the ability for Hometown Bowl to
host live entertainment as it is recognized that this can be an integral component to enhancing the bowling
center;however,due to the project site’s adjacency to a residential neighborhood,noise is of special concern.
Staff is recommending a condition of approval that requires the applicants to install and maintain noise
attenuation measures,including curtains in front of doorways,double-paned windows,and insulation

attenuation measures,including curtains in front of doorways,double-paned windows,and insulation
techniques, to minimize and limit noise emissions from the establishment (see Attachment 1).
Lastly,it has been determined by the Chief Planner that Use Permit approval is required to allow a commercial
use to host more than 12 private events during a 12-month period.A private event is defined as any one-time
activity,function,or event that is likely to be attended by seventy-five or more people and occurs in a rented or
leased hall or other venue and is contained within the facility or private property (SSFMC Chapter 6.48).Per
Section 20.340.004 (Temporary Uses Requiring a Minor Use Permit),temporary uses,including private events,
that exceed the frequency standard of more than four occurrences at one site may be permitted with the
approval of a Minor Use Permit (MUP),provided that no more than 12 occurrences take place within a 12-
month period.To exceed the limitations allowed with the approval of a MUP,Use Permit approval at the
discretion of the Planning Commission is required.
The applicants would like to host a variety of private events,including parties,fundraisers,and corporate
events,at Hometown Bowl throughout the year.Live entertainment may also constitute as a private event,
depending on the number of attendees.Staff supports the request for Hometown Bowl to hold more than 12
private events in a 12-month period and is recommending conditions of approval that will ensure that such
events do not have a negative impact on the surrounding residential neighborhood,including noise attenuation
measures,parking enforcement,and security requirements.Additionally,a condition of approval has been
included that all private events will still be required to secure a special event permit from the Police Department
and will therefore receive individual review and scrutiny for compliance with event and security requirements
during the permitting process (see Attachment 1).
While staff feels that the required findings for Use Permit approval can be made and supported to approve the
applicants’request for extended hours,live entertainment,and private events,and that the recommended
Conditions of Approval will ensure proper management of the bowling center operations and help mitigate any
negative impacts to the surrounding residential neighborhood,including the requirement for four-,eight-,and
twelve-month reviews and the ability to modify and/or revoke the Use Permit if full compliance is not met,the
Planning Commission can consider approving only part of the request if desired.If such route is of interest,the
Commission can consider approving one of the requests,such as extended hours,with the requirement for a
four-month review for compliance.If compliance is met,an additional request,such as live entertainment,may
be approved with another four-month review.If compliance is again met,the last request for private events may
be approved with a final four-month review for all three.
GENERAL PLAN CONSISTENCY ANALYSIS
The General Plan Land Use Designation for the project site is El Camino Real Mixed Use.This designation is
intended to accommodate high-intensity active uses and mixed use development in the South El Camino Real
area.Commercial recreation is an encouraged use within this land use designation.Extended hours,live
entertainment,and private events will help the existing bowling center grow and thrive,while also enhancing a
popular local activity spot for residents and visitors alike.
COMMUNITY OUTREACH AND PUBLIC COMMENTS
Neighborhood Meeting
A Neighborhood Meeting was held on November 12,2019,from 6 p.m.to 8 p.m.at Hometown Bowl at 237 El
Camino Real.City staff attended,as well as the business owners and operators.Several members of the public

Camino Real.City staff attended,as well as the business owners and operators.Several members of the public
were in attendance.Their questions and comments generally centered on parking and noise concerns,and
loitering by customers in the surrounding residential neighborhood.Additionally,many members of the public
expressed concerns regarding the new exterior design of the building and lack of tribute to the original bowling
center.The business owners discussed how they would implement strategies to mitigate parking,noise,and
loitering concerns and expressed a desire to find a happy medium between the aesthetic of the Hometown Bowl
brand with the original Brentwood Bowl.
Correspondence Received
One letter has been received by staff to date,speaking in opposition to the Use Permit request.This
correspondence has been included as Attachment 6. The concerns identified in the letter are listed below:
11th Street Property LLC Letter
Staff received one letter via email from Jonathan Ng, representative of 11th Street Property LLC, owners of 316
Alida Way. As direct neighbors to the north of the project site, only an existing alley separates the bowling
center from the residential units at 316 Alida Way. In his letter, Mr. Ng discusses four main concerns: noise;
drunkards and people nuisances; parking; and rats and rodents. Three of these concerns are directly related to
the existing alley. Mr. Ng’s clients are concerned about noise emanating from the bowling center, more so when
the bowling center’s rear door to the alley is open. Additionally, his clients are concerned about patrons of the
establishment using the alley to access the bowling center, possibly causing nuisances for the residential
tenants. There is also concern regarding the presence of mice and rats in the area and Hometown Bowl’s ability
to help the neighborhood with rodent management. The last main concern is about patrons using the residential
neighborhood for parking and how that will negatively impact the residents of the area.
ENVIRONMENTAL REVIEW
The proposed project has been determined to be categorically exempt under the provisions of CEQA,Class 1,
Section 15301,Existing Facilities.This exemption covers the operation,repair,maintenance,permitting,
leasing,licensing,or minor alteration of existing public or private structures,facilities,mechanical equipment,
or topographical features,involving negligible or no expansion of existing or former use.The proposed project
and requested entitlements are seeking to operate an existing facility;the project site is an existing developed
property surrounded by existing commercial and residential buildings;and the proposal does not include any
exterior modifications.
CONCLUSION
The proposal to allow extended operating hours,indoor live entertainment,and private events at the existing
bowling center are conditionally permitted and comply with the applicable provisions of the Zoning Code,are
compatible with the surrounding uses,and will not have an adverse effect to the public health,safety or general
welfare of the community,as conditioned.The recommended Conditions of Approval will ensure proper
management of the bowling center operations and help mitigate any negative impacts to the surrounding
residential neighborhood.Four-,eight-,and twelve-month reviews of the Use Permit are also recommended to
ensure and confirm compliance with all of the requirements of approval.If the applicants do not show full
compliance with all of the conditions of approval,staff has the opportunity to recommend revocation of the Use
Permit.
As such,staff recommends that the Planning Commission determine that the project is categorically exempt
under the provisions of the California Environmental Quality Act (CEQA),Class 1,Section 15301,Existing
Facilities,and approve the request for a Use Permit to allow extended business hours,indoor live

DRAFT FINDINGS OF APPROVAL P19-0064: UP19-0020
237 EL CAMINO REAL (As recommended by City Staff on June 18, 2020)
As required by the Use Permit Procedures (SSFMC Chapter 20.490), the following findings are
made in support of a Conditional Use Permit to allow extended business hours, indoor live
entertainment, and private events at Hometown Bowl located at 237 El Camino Real in the El Camino Real Mixed Use (ECRMX) Zoning District, in accordance with Title 20 of the South San Francisco Municipal Code (SSFMC), based on public testimony and materials submitted to the South San Francisco Planning Commission which include, but are not limited to: Application
materials submitted September 26, 2019; project plans dated stamp received November 13, 2019;
Planning Commission staff report dated June 18, 2020; and Planning Commission hearing of June 4, 2020.
1.Use Permit
A.The proposed use is allowed within the El Camino Real Mixed Use (ECRMX) ZoningDistrict with a Conditional Use Permit to ensure compatibility with surrounding land usesand that it complies with applicable standards and requirements of South San FranciscoMunicipal Code Title 20 Zoning. As conditioned under the Use Permit, the daily
operations, hours of operation, parking, and special events are anticipated to be compatible
with the surrounding mix of businesses, existing physical conditions, and land uses in theproject vicinity.
B.The proposed use is consistent with the City’s General Plan in that the project site isdesignated El Camino Real Mixed Use, and extended business hours, live entertainmentand private events are permitted in this District with the approval of a Conditional Use
Permit;
C.The proposed use will not be adverse to the public health, safety or general welfare of thecommunity, or detrimental to surrounding properties or improvements because theproposed enhancements to the existing commercial entertainment and recreation use asproposed and conditioned with respect to parking, hours of operation, and private events,will ensure that the facility avoids any adverse impacts on the surrounding area and land
uses;
D.The proposed use complies with design or development standards applicable to the ElCamino Real Mixed Use (ECRMX) Zoning District. No additional exterior changes areproposed to the existing building and new signage has already been approved under the
building permit process.
E.The design, location, size, and operating characteristics of the proposed activities would becompatible with the existing and reasonably foreseeable future land uses in the vicinity asproposed and conditioned, and has been adequately reviewed and conditioned by the
Economic and Community Development Department, Fire Department, PoliceDepartment, and Public Works Department.

F.The site is physically suitable for the type, density, and intensity of use being proposed,
including access, utilities, and the absence of physical constraints. The site is already
developed, and the proposal includes enhancements to the existing commercialentertainment and recreation use in the El Camino Real Mixed Use (ECRMX) ZoningDistrict. The proposed project has been adequately reviewed and conditioned by theEconomic and Community Development Department, Fire Department, Police
Department, and Public Works Department.
G.In accordance with the California Environmental Quality Act, the proposed project is
Categorically Exempt pursuant to the provisions of Section 15301 – Class 1: ExistingFacilities (CEQA Guidelines). The proposed use will occupy an existing building, and noexterior modifications are proposed as part of this application.

DRAFT CONDITIONS OF APPROVAL
P19-0064: UP19-0020 237 EL CAMINO REAL (As recommended by City Staff on June 18, 2020)
A)Planning Division requirements shall be as follows:
General
1.The applicant/business owner/operator shall comply with the City's Standard Conditions
of Approval for Commercial, Industrial, Mixed-Use and Multi-Family Residential
Projects and with all the requirements of all affected City Divisions and Departments ascontained in the attached conditions, except as otherwise amended by the followingconditions of approval.
2.Any modification to the approved use, plans or conditions of approval shall be subject to
SSFMC Section 20.450.012 (“Modification”), whereby the Chief Planner may approveminor changes. All exterior design modifications, including any and all utilities, shall bepresented to the Chief Planner for a determination.
3.The applicant/business owner/operator shall obtain all required permits for the initiation
and operation of the proposed use.
4.The business owner/operator shall be responsible for ensuring compliance with allconditions of approval.
5.The applicant/business owner/operator shall operate the business substantially as outlinedin the project description and submitted plans, as part of the Planning Application.
6.Hours of Operation shall be as follows, unless otherwise modified by the Chief Planner.
Failure to adhere to the following hours of operation will be grounds for revocation of the
Use Permit:a.Monday through Thursday: 3pm to 12amb. Friday: 3pm to 2amc.Saturday: 10am to 2am
d. Sunday: 10am to 12am
e.Private Events: As approved by the South San Francisco Police Department’sCommunity Relations Sergeant, or his or her designee, as part of the private eventpermit process, prior to the events of taking place.
7.The business owner/operator shall implement and maintain noise attenuation measures,
including curtains in front of doorways, double-paned windows, and/or insulationtechniques, to minimize and limit noise emissions from the establishment. The businessshall comply with SSFMC Section 8.32, Noise Regulations, during normal business hours

and private events. Such measures shall be reviewed and approved by the Chief Planner
prior to operation under the Use Permit provisions.
8.The business owner/operator shall ensure that parking by patrons of the establishment be located along El Camino Real and within the adjacent public parking lot, and discourage parking within the surrounding residential neighborhood by posting parking information
on their website, posting signage near the entrances, including parking information in
private event promotional flyers and announcements, and implementing ridesharing promotional offers with various ride sharing platforms.
9.The business owner/operator shall be responsible for maintaining the premises and
surrounding area within 500 feet of the establishment, including the adjacent
neighborhood, parking lots and alleyway, in a clean and orderly manner during and after regular business hours and any private events. The adjacent neighborhood shall be checked the morning after regular business operations and private events.
10.The business owner/operator shall establish and maintain a dedicated complaint line for
the establishment. A complaint log shall be maintained, and any complaints received shall be logged and include the following information: date, time and description of complaint; name and contact information for complainant; and date, time and description of response, along with staff information. The complaint log shall be kept up-to-date and be made
readily available to the Planning Division upon request.
11.The business owner/operator shall secure an event permit for each private event with the Police Department at least 30 days in advance. Failure to secure an event permit for any private event will be grounds for revocation of the Use Permit.
12.The business owner/operator shall establish and maintain a record and timeline of all private events with the following information: date, time and brief description of event; number of people in attendance (actual or anticipated); and any incidents or issues that occurred. The private event record and timeline shall be kept up-to-date, contain copies
of approved event permits, and be made readily available to the Planning Division upon
request.
13.The business owner/operator shall repaint the exterior façade along El Camino Real and explore options to incorporate the previous bowling mural. Paint samples for the exterior
shall be submitted to the Planning Division within 30 days from the date of approval of
the Use Permit.
14.The existing wooden roof sign at the northwestern corner of the existing building shall be removed. Any required permits for the removal of the sign shall be applied for within 30
days from the date of approval of the Use Permit.
15.The business shall be subject to a four-, eight-, and twelve-month review by the Planning Commission for compliance with Conditions of Approval from the date of Use Permit approval by the Planning Commission.

16. The business owner / operator shall provide to the Chief Planner for review an operational
record and statement one month prior to the required four-, eight-, and twelve-month
reviews. The operational record and statement shall include information regarding how compliance with each of the required Conditions of Approval have been met and copies of the business complaint log and private event record and timeline. The Planning Commission will review the operational record and statement at the required four-, eight-
and twelve-month reviews.

The applicant shall install and maintain a central station silent robbery alarm per South San Francisco Municipal Code Chapters 15.48.070(h)(1)(G), 15.48.070(h)(1)(H), and 15.48.070(h)(1)(M), (Ord. 1477 § 1C, 2013; Ord. 1166 § 1, 1995). Robbery alarm activation buttons shall minimally be placed in the point of sale areas in the bar, the restaurant, and the
bowling alley.
4. A security guard(s) shall be charged with preventing violations of law and enforcing compliance by patrons of the requirements of these regulations as well as controlling behavior and reporting all criminal offenses to the Police Department. Security guards shall be
uniformed in such a manner so as to be readily identifiable as a security guard by the public
and shall be duly licensed as a security guard as required by applicable provisions of the state and the City. No security guard required pursuant to this Condition of Approval shall act as

a door person, ticket seller, ticket taker, admittance person, sole occupant of the manager's
station, or have other ancillary duties while acting as a security guard. The Police Chief
reserves the right to determine; 1) the appropriate number of guards, which may be increased or decreased as determined by the Police Chief or his or her designee, and 2) the hours of operation for said guards, which may be increased or decreased as determined by the Police Chief.
5. The applicant shall install and maintain a camera surveillance system that meets the technical specifications outlined in South San Francisco Municipal Code Chapter 8.66.050, (Ord. 1515 § 1, 2016). Views and angles of all surveillance cameras must be approved by the South San Francisco Police Department’s Planning Sergeant. There must be enough cameras to provide
the intended coverage of the specified intended areas. Cameras shall be placed minimally in the following areas:
• all entrances and all exits
• bar
• restaurant
• arcade
• bowling alley point of sale
• fire exit near lane #1
• each private or semi-private event room
6. No doors within the premises shall be locked during business hours, and the on-site manager shall be responsible to see that any room or area on the premises shall be readily accessible at all times and shall be open to view in its entirety for inspection by any law enforcement
officer upon request.
7. The exit doors (closest to lane #1) shall be constructed of a solid material, shall be marked “Emergency Exit Only – Alarmed” or of similar wording, and shall be equipped with an
audible alarm that is activated when one or both of the doors are opened. The alarm should be
loud enough so employees working at the bowling alley’s point of sale can hear it during the normal course of business. The doors shall have panic hardware installed on the interior side, and NO hardware installed on the exterior.
8. The alleyway, outside the doors listed above in #7, shall have a minimum of a six-foot tall
gate on each the El Camino Real and the Northwood Drive sides. The gates shall have exit panic hardware on the interior side. The exterior of the gates shall be keyed and a corresponding key shall be secured in a KnoxBox at each gate location that is mounted in compliance with the Fire Department.
9. No private or semi-private event rooms shall have doors that are lockable. All doors to such rooms shall have a minimum of 144 square inches of transparent glass or similar material that allows viewing through the door. The view into and out of said rooms shall be clear and unobstructed by any items or materials and shall remain so at all times.

10. If applicant intends to operate four or more coin operated amusement machines, the applicant
shall first obtain an arcade permit as required by South San Francisco Municipal Code
Chapter 6.44. Applicant is responsible for following all sections of the above ordinance.
11. All private or semi-private event rooms shall have surveillance cameras installed that provide live and recorded monitoring of events by the business’ surveillance camera system. The
business shall provide the ability to monitor live events in the private or semi-private event rooms by a peace officer upon request by means of the business’ surveillance camera system.
12. Special Events. Except for corporate events and events that are held in a private residence and not open to the public, every person, firm, partnership, corporation, organization, association,
society, club, individual or group of individuals that intend to host, hold, allow, maintain,
organize, conduct, promote or advertise any event, activity, or function that is reasonably expected to be attended by at least seventy-five people, regardless of whether the event, activity, or function is a “private event” or “special event” as defined in Section 6.48.010, the applicant/business owner/operator shall notify the city police department at least thirty days
prior to the event. Notification shall include the location, date(s) and time(s) of the event, the names and addresses of the persons charged with managing the event, the type of event, and the anticipated numbers of attendees. (Ord. 1497 § 2, 2015; Ord. 1430 § 1, 2010). (Please note the term “corporate events” refers to events sponsored by corporate entities using their own facilities, NOT corporate events occurring at Hometown Bowl.)
13. The applicant/business owner/operator shall contact the South San Francisco Police Department’s Community Relations Sergeant (650-877-8922) to obtain a private event permit for all special events. The Community Relations Sergeant, or his or her designee, shall evaluate each special event and determine if security is needed, and if so, specify whether
private security or police officers are required. The applicant shall abide by all requirements
set forth by the Community Relations Sergeant for any special events.
14. The applicant/business owner/operator shall comply with the requirement that commercial establishments having one hundred dollars or more in cash on the premises after closing hours
shall lock such money in an approved type of money safe with a minimum rating of TL-15.
15. "No Loitering" signs shall be posted conspicuously throughout the parking area in locations designated by the Police Department.
16. The Police Department reserves the right to review and comment upon the submission of

STANDARD CONDITIONS AND LIMITATIONS FOR COMMERCIAL, INDUSTRIAL, MIXED USE, AND MULTI-FAMILY RESIDENTIAL PROJECTS
Entitlement and Permit Status 1. Unless the use has commenced or related building permits have been issued within
two (2) years of the date this permit is granted, this permit will automatically
expire on that date. A one-year permit extension may be granted in accordance
with provisions of the SSFMC Chapter 20.450 (Common Procedures).
2. The permit shall not be effective for any purpose until the property owner or a
duly authorized representative files an affidavit, prior to the issuance of a building
permit, stating that the property owner is aware of, and accepts, all of the
conditions of the permit.
3. The permit shall be subject to revocation if the project is not operated in compliance
with the conditions of approval.
4. Minor changes or deviations from the conditions of approval of the permit may be
approved by the Chief Planner and major changes require approval of the Planning
Commission, or final approval body of the City, per SSFMC Chapter 20.450
(Common Procedures).
5. Neither the granting of this permit nor any conditions attached thereto shall
authorize, require or permit anything contrary to, or in conflict with any ordinances
specifically named therein.
6. Prior to construction, all required building permits shall be obtained from the
City’s Building Division.
7. All conditions of the permit shall be completely fulfilled to the satisfaction of the
affected City Departments and Planning and Building Divisions prior to occupancy of
any building. Any request for temporary power for testing equipment will be issued
only upon substantial completion of the development.
Lighting, Signs, and Trash Areas
8. All exterior lights shall be installed in such a manner that is consistent with SSFMC
Chapter 20.300 (Lot and Development Standards), and there shall be no illumination
on adjacent properties or streets which might be considered either objectionable by
adjacent property owners or hazardous to motorists.
9. No additional signs, flags, pennants or banners shall be installed or erected on the
site without prior approval, as required by SSFMC Chapter 20.360 (Signs).

10. Adequate trash areas shall be provided as required by SSFMC 20.300 (Lot
and Development Standards).
11. Trash handling area must be covered, enclosed and must drain to sanitary sewer. This
must be shown on the plans prior to issuance of a permit. If being installed in a food
service facility the drain must be connected to a grease interceptor prior to the
connection to the sanitary sewer.
Landscaping, Construction, & Utilities 12. The construction and permitted use on the property shall be so conducted as to reduce
to a minimum any noise vibration or dust resulting from the operation.
13. A plan showing the location of all storm drains and sanitary sewers must be submitted.
14. All sewerage and waste disposal shall be only by means of an approved sanitary
system.
15. Prior to any on-site grading, a grading permit shall be obtained from the City Engineer.
16. All existing utility lines, underground cable conduits and structures which are not
proposed to be removed shall be shown on the improvement plans and their
disposition noted.
17. All landscape areas shall be watered via an automatic irrigation system which shall
be maintained in fully operable condition at all times, and which complies with
SSFMC Chapter 20.300 (Lot and Development Standards).
18. All planting areas shall be maintained by a qualified professional; the landscape shall
be kept on a regular fertilization and maintenance program and shall be maintained
weed free.
19. Plant materials shall be selectively pruned by a qualified arborist; no topping or
excessive cutting-back shall be permitted. Tree pruning shall allow the natural
branching structure to develop.
20. Plant materials shall be replaced when necessary with the same species
originally specified unless otherwise approved by the Chief Planner.
Parking Areas, Screening, & Drainage 21. All ducting for air conditioning, heating, blower systems, accessory mechanisms and
all other forms of mechanical or electrical equipment which are placed on or adjacent
to the building shall be screened from public view, in accordance with SSFMC Chapter

20.300 (Lot and Development Standards).
22. All parking spaces, driveways, maneuvering aisles, turn-around areas and
landscaping areas shall be kept free of debris, litter and weeds at all times. Site,
structures, paving, landscaping, light standards, pavement markings and all other
facilities shall be permanently maintained.
23. All parking spaces, driveways, maneuvering aisles, and turn-around areas must drain
and be plumbed to the sanitary sewer.
24. The onsite stormwater catch basins are to be stenciled with the approved San
Mateo Countywide Stormwater Logo (No Dumping! Flows to Bay).
Public Safety
25. The applicant shall comply with the provisions of Chapter 15.48 of the Municipal
Code, “Minimum Building Security Standards” Ordinance revised May 1995. The
Police Department reserves the right to make additional security and safety
conditions, if necessary, upon receipt of detailed/revised building plans.
26. The applicant shall comply with the provisions of Chapter 15.24 of the Municipal

APPLICATION FOR CONDITIONAL USE PERMIT
To whom it may concern:
Hometown Bowl is applying for a conditional use permit for live entertainment and extended
operating hours at 237 El Camino Real Blvd.. Our current operating hours are 3pm - midnight
Monday - Friday, and 10am - midnight Saturday and Sunday. We are requesting our hours to
be extended to close at 2:00am at our own discretion throughout the week. With our current
operating hours, closing at midnight, this limits us from catering to families when we have a strict
21+ age restriction starting at 7pm. If approved to close at 2:00am this gives us the opportunity
to extend our family hours and start the age restrictions at 9pm allowing families to enjoy
bowling for an evening of fun. Allowing us to stay open until 2:00am provides the neighborhood
access to the bowling center for more hours each day. There is a large demographic of
customers, i.e. families with children, teenagers, who would be excluded from enjoying the
bowling center during the evening due to the time constraints currently placed on our business
operating hours, that will not allow us to accommodate our patrons.
As it currently stands, we close the bowling center at midnight, which causes a flood of patrons
to exit the premises at the same time. Opening till 2am will allow us to stagger the number of
customers leaving the bowling center as the night ends, which will reduce the disruption to the
surrounding neighborhood, noise levels, and traffic, as well as making it easier for our security
team to manage the dispersing patrons each night. We are working on rideshare partnerships
with Lyft and Uber, intending to offer our patrons a discounted rate to and from HomeTown
Bowl, or special promotions or coupons for using rideshare to arrive and depart from our

location. With the extended hours, it will reduce the influx of rideshare pickups arriving to the
area exactly at midnight, lessening the congestion, traffic, and the number of cars coming and
going from the bowl all at once. We understand and respect our surrounding residential
neighbors and their properties, and will try to minimize the effect and disturbance of the
surrounding areas. We will enforce parking to be directed to the streets of El Camino Real and
the adjacent public parking lot in front of Smart and Final, putting up signage everywhere near
the entrances of the bowl to inform our customers. We are mindful of the impact we are having
on the neighborhood, and we fully intend on being a boon and an asset to the neighborhood
and South San Francisco community.
Additionally, we would like to apply for a live entertainment license at Hometown Bowl. The bar
and pool area at Brentwood had jukebox machines that allowed customers to play selected
music through the existing sound system, and we intend to continue this tradition, allowing
customers to set the mood and curate the atmosphere/experience while they bowl, play
arcades, etc. Brentwood Bowl has had live entertainment, music performances, and other
forms of amusement over the course of its existence the past 40 years, and previous customers
and league members of the community can vouch for that. We would like to add a new element
to the bar, alternating “Karaoke Nights” and Comedy Standup nights daily at the rear stage area
of the bar, so that we can provide the neighborhood with new, fun, different forms of
entertainment and activities. We are trying to change the image and perception of the
Brentwood Bowl bar as an old, outdated watering hole, into a clean, lively, and vibrant
neighborhood hangout. We would also invite some live bands or feature local artists to
sing/perform in the bar stage area on the weekends. We have restored the existing stage area,
located behind lanes 15/16, installing a giant LED screen. The state of the art LED screen will
feature local sports games for the entire bowling area to watch. Local entertainment bookings

will be scheduled to perform on stage on certain days. This stage will also provide celebrity
and local musicians a forum to perform or host special events like music release parties,
intimate musical performances, etc. Live entertainment will allow Hometown Bowl to build our
brand and boost our popularity as a bowling and entertainment venue, and give our valued
customers a place to watch/support some of their favorite artists. In consideration of our
neighbors, we plan to install curtains in front of the doorways to minimize the sound and noise
levels coming out of the bowling center. We have double paned windows that help keep the
decibel levels downs outside as well. We fully understand that it is nearly impossible to
appease the entire SSF community with our renovations and modifications to the bowling
center, as it is a historical landmark in the area, full of memories and nostalgia for many SSF
residents. But we hope to work together to restore this bowling center to its former glory, and
provide the SSF community with a fun, vibrant hang out for the foreseeable future.

current building permit (B19-1310) to permit work that has transpired on the existing signage is still
pending your response to comments from the Building Division. At this time, the Use Permit
application (P19-0064) to allow for special events, live entertainment and extended hours is on hold
until such time that the building permit is resolved. Processing of the use permit can commence once
the building permit is issued.
Please note, as previously advised by the Chief Planner, there are to be no special events, live or
amplified music, or operations past midnight while your use permit application is still pending. Any of
the above would constitute a violation of the South San Francisco Municipal Code and may negatively
affect and/or further delay the processing of your use permit application.

During our business hours and post closure, our staff frequently and diligently sweeps
around our building which includes the sidewalk, alleyway, surrounding neighborhood up to
500 feet of our building. We have our closing staff conduct clean up of the gas station
parking lot and Smart and Final lot on the weekend nights. We continue to ensure the
safety of our patrons and surrounding neighborhood by providing numerous security
personnel during our business hours and post closure, and they are instructed to monitor
the neighboring streets, as well as the smart and final lot.
To date we have hosted numerous gatherings, including our local neighborhood customer's
birthdays, children's soccer teams get-togethers, South San Francisco High School Soccer
fundraisers, Daly City Mayor Juslyn's Birthday Celebration and mother/son bowling nights.
In addition to those mentioned, we have had thousands of customers happily come and go,
without any issues, fights or excessive complaints. I have reached out to Mike Rudis to
corroborate the number or lack there of incidents or police reports recorded, and am
awaiting his response.
Our patrons also take advantage of our ridesharing promotion offering - "Show us a receipt
of a ridesharing transportation to HTB. Receive FREE Bowling shoe rental". We are in
communication with Lyft along with other ride sharing platforms to offer discounted rides to
the bowl on days where we would potentially host events in accordance with our CUP
permit. (See attached photo from Lyft of potential future ride share promo ads.)
I have reached out to several graphic designers to help come up with sketches and mock
ups for the Astro Boy decal on the side of the building. I am working to find a happy
medium that pays homage to the original look and rich history of Brentwood Bowl in SSF,
and also fits the contemporary aesthetic that we have been working to achieve with our
current business model/design.
I have consulted with my contractors on designs to build a fence on both ends of the back
alley of our building, with push to exit doors. I have also been in discussions with my
contractors and door hardwarre companies about the best ways to insulate and minimize
the sound/noise emitting on the doors leading to the back alley of our building.

Good afternoon Stephanie and Saliesh,
Thank you for the email and having the meeting yesterday. I was in attendance. Below
are our concerns regarding this conditional use permit:
Noise
Our building is 316 Alida Way in South San Francisco, which is the green 12 unit
building right next door to Hometown Bowl. Last night during the meeting I went
outside of the bowling alley into their alley in which faces directly to our building. The
sound was loud inside of the bowling alley, but there was little to no sound coming out
of the bowling alley to the outside until the glass doors that leads to the alley were
open. We want to make sure that noise will not be an issue to our building and our
tenants. So we request that there be no patron 'in and out' access in the back alley that
faces our building. Speaking with Vincent, one of Hometown Bowl's owners yesterday,
he stated that this would be done and that they intend to replace the glass doors to that
alley with another solid door that is fire rated and sound insulated. Vincent further
explained that there will be no sub woofers or loud speakers anywhere near that back
alley to ensure that the chance of loud noises or sound leaking through those doors
will be minimized.
Drunkards and People Nuisances
As mentioned, our building on 316 Alida Way is right next door to the bowling alley
with an alley separating us. Our concern is that drunkards and hostile people will be
occupying the alley by going 'in and out' through the alley access. We are also
concerned that drunkards will spread to the neighborhood after Hometown bowl's
operation hours and cause nuisances to the neighborhood, specifically to Alida Way.
After speaking with Vincent, he stated that all of their patrons will be directed to the
parking lot of the Smart and Final which is across N Spruce Ave in order to minimize
any drunk patrons from entering the residential neighborhood. We request that this is
confirmed to be the case that the parking for the patrons of Hometown Bowl to
parking in the Smart and Final parking lot.
Parking
We are concerned that with the proposed extended hours of operation, it will fill our

residential blocks with cars parked that are patrons of Hometown Bowl. If patrons
were to park onto the residential blocks, this will affect the neighborhood and may
cause a nuisance as bowlers, party goers and drunkards leave Hometown Bowl and
spread throughout the neighborhood to get into their cars. We request that this is
confirmed to be the case that the parking for the patrons of Hometown Bowl to
parking in the Smart and Final parking lot.
Rats and rodents
Being that our building is near El Camino and close to restaurants, there are mice and
rats that are in the immediate area. We do not place this responsibility totally on
Hometown Bowl, but we request that Hometown Bowl has the proper protocols in
place to deal with whatever rodents or rats that are in their facility in order to ensure
that they work together with the whole neighborhood to attack the problem of rodents
and rats in the area.
Thank you for your consideration in our requests and please communicate with me
with the ongoing steps of Hometown Bowl's use application as we would insist on
getting updates regarding this situation.

PLANNING DIVISION CONDITIONS . . . 9. The business owner/operator shall be responsible for maintaining the premises and
surrounding area within 500 feet of the establishment, including the adjacent neighborhood,
parking lots and alleyway, in a clean and orderly manner during and after regular business hours
and any private events. The adjacent neighborhood shall be checked the morning after regular
business operations and private events. In providing such maintenance, the business
owner/operator shall send notification to property owners and tenants within 500 feet of the
establishment advising that staff maintenance and cleanup of the adjacent neighborhood will be
performed in the mornings after regular business operations and private events. The notice shall
contain contact information for the establishment, as well as information about any upcoming
events, and shall be sent every 60 days. The first set of such notice shall be sent within 30 days
of the date of the Use Permit approval.
17. The business owner/operator shall require that all staff conducting maintenance and/or cleanup of the premises and surrounding area wear identifiable clothing, such as traffic vests, jackets, or other clothing, with the name of the establishment visible and clearly identifying the
individual wearing them to be the establishment’s staff.

18. The business owner/operator shall obtain sound readings from four separate areas
adjacent to the establishment, including near the main entrance, within the alleyway, and across
the street, to demonstrate compliance with SSFMC Chapter 8.32, Noise Regulations. The sound
readings shall be submitted to the Planning Division prior to hosting live entertainment or
within 30 days from the date of the Use Permit approval, whichever occurs first, and should
reflect accurate noise levels during amplified live music events. If the sound readings are above
the permissible sound levels outlined in SSFMC Chapter 8.32, Noise Regulations, the business
owner/operator shall install noise attenuation measures, as discussed in Condition No. 7 above.
Sound readings shall be obtained from the same locations after implementation of noise
attenuation measures and submitted to the Planning Division.

Report regarding a resolution finding that the proposed fiscal year 2020-21 Capital Improvement Program is

RECOMMENDATION
It is recommended that the Planning Commission adopt a resolution finding that the proposed fiscal year
2020-21 Capital Improvement Program is consistent with the City’s General Plan in accordance with
Government Code Section 65401.
BACKGROUND/DISCUSSION
State law (California Government Code Section 65401)requires that the Planning Commission review the
proposed fiscal year 2020-21 Capital Improvement Program (CIP)and make a finding that the CIP conforms to
the City’s adopted General Plan.
The CIP is reviewed and adopted on an annual basis.The CIP provides the public with a comprehensive list of
public works projects to construct or improve infrastructure including,but not limited to,streets,storm drainage
systems,sanitary sewer systems (including the water quality control plant),traffic management,public
facilities, and park improvements.
Maintenance,equipment,and operation projects continue to be part of the operating budgets of each
department.The CIP includes projects that are larger in scale and more complex.Individual detailed project
descriptions,funding,and expenditure information is included in Attachment 1.The City’s CIP adoption
process has been streamlined into one Planning Commission meeting to include both a presentation of new
projects, as well as a determination of the CIP’s consistency with the City’s General Plan.
The General Plan is a comprehensive,long-term plan for the development of the City and is used as a blueprint
and guide in the formulation of the CIP.The Public Works Department has completed preparation of the
proposed fiscal year 2020-21 CIP.Planning staff has reviewed the CIP,the City’s adopted General Plan,and
related supporting documents including the following eight mandatory elements of the General Plan and recent
major amendments:
1.Land Use, adopted 1999
2.Transportation Element, adopted 1999
3.Parks, Public Facilities and Services Element, adopted 1999
4.Economic Development Element, adopted 1999
5.Open Space and Conservation Element, adopted 1999
6.Health and Safety Element, adopted 1999

Overall,since the proposed projects included in the CIP are appropriately classified as capital improvements
(e.g.street resurfacing/reconstruction,sewer rehabilitation,etc.),the projects conform to the intent of the
adopted General Plan’s elements and will support growth,development and ensure delivery of municipal
services.
ENVIRONMENTAL REVIEW
CEQA Guidelines section 15378 states that a proposed action is not considered a “project”requiring
environmental review under CEQA if it is “the creation of government funding mechanisms or other
government fiscal activities which do not involve any commitment to any specific project which may result in a
potentially significant physical impact on the environment”or if the proposed action constitutes “organizational
or administrative activities of governments that will not result in direct or indirect physical changes in the
environment.”The consistency determination under Government section 65401 does not commit funding to
any specific project or commences a project that would result in direct or indirect physical impact on the
environment.Thus,it is not a “project”based on these CEQA Guidelines and it can be seen with certainty that
there is no possibility that the activity in question may have a significant physical effect on the environment.
(CEQA Guidelines section 15061(b)(3).)In addition,all of the projects contained in the CIP are subject to
compliance with the requirements of the California Environmental Quality Act (CEQA).Each CIP item will go
through project-level review to ensure CEQA consistency-most projects will be categorically exempt as
existing facilities. Thus, no CEQA action is required by the Planning Commission at this time.
CONCLUSION
Staff recommends that the Planning Commission adopt a resolution finding that the CIP for fiscal year 2020-21
is consistent with the City’s General Plan in accordance with Government Code Section 65401.

Resolution finding that the proposed fiscal year 2020-21 Capital Improvement Program is consistent with the

WHEREAS,California Government Code Section 65401 requires that the Planning Commission review the
proposed Capital Improvement Program each year and report on its conformity with the City’s adopted General
Plan; and
WHEREAS,the Planning Commission reviewed the proposed fiscal year 2020-21 Capital Improvement
Program at its regular meeting held on June 18, 2020; and
WHEREAS,the proposed projects included in the proposed fiscal year 2020-21 Capital Improvement Program
are consistent with the intent of the adopted General Plan in supporting growth and development and providing
municipal services; and
WHEREAS,staff recommends that the Planning Commission find that proposed fiscal year 2020-21 Capital
Improvement Program is consistent with all applicable City goals,objectives,policies,and programs contained
in the City’s General Plan.
NOW,THEREFORE,BE IT RESOLVED by the Planning Commission of the City of South San Francisco that
the proposed Capital Improvement Program for fiscal year 2020-21 is consistent with the South San Francisco
General Plan.
BE IT FURTHER RESOLVED that this resolution shall become effective immediately upon its passage and
adoption.
